JOB TITLE:  WASH & Infrastructure Specialist

TEAM/PROGRAMME:  WASH, Field Office

LOCATION:  Gaziantep, Turkey  with required travel to Amman (Jordan)

Type of Contract: Fixed Term- 6 Months with possibility of extension

CHILD SAFEGUARDING: 

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: 

This role will provide field-focussed technical management in this complex, large-scale emergency in the North West of Syria, where Save the Children implements through a network of local partners on the ground. The WASH & Infrastructure Specialist will be expected to lead on programme design and quality, concept notes/proposals and budgeting, coordination, project implementation (with partners), sectoral assessments and support procurement.  The post holder will be expected to mentor and/or capacity build the staff of implementing partners.

SCOPE OF ROLE:

Reports to: Head of Programmes

KEY AREAS OF ACCOUNTABILITY : 

Programme Management:

  • Working together with Partnership team to meet and engage with the WASH and Shelter partners to understand their program and portfolio and technical capacity.
  • Oversee Local partners on WASH and Shelter projects implementation to ensure timely delivery of the project activities.
  • Support Local partners on prepare implementation work plan, budget plan and support local partners’ team to implement the activities accordingly.
  • Support local partners to mentor field local partner’s staffs on a gap analysis, selection of target sites to be able to implement the activities smoothly.   
  • Support local partners to prepare work plan and budget for regular operation and maintenance of Institutional (Health and educational, Child protection) WASH facilities in working area. 
  • Support local partners on prepare procurement plan of the WASH and Shelter projects’ and work closely with supply chain team to ensure the required materials were available on site to implement activities. 
  • Follow up with implementing partners to ensure project are on track in line with project Detailed implementation plan, and spending are in line with the monthly spending. Flag any challenges and ensure corrective actions are taken to ensure project activities and spending are back to track.f
  • Coordinate with clusters, ensuring SCI is in line with the cluster recommendations and coordinate efforts and share information. 
  • Development of high quality concept notes and proposals in line with the needs with the support being provided by the line manager.
  • With support from Head of Programmes, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. 
  • Support local partners on promoting community participation in project implementation and ensure accountability mechanism were in place and feedback from children and their families is considered in project design.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building and partnership:

  • Identify learning and training opportunities for local partners and work as a mentor and role model for less experienced national/local partners. 
  • Assess partner’s technical needs in WASH and Shelter and provide support accordingly through regular engagement and coaching sessions. 

Programme Quality and Support:

  • Ensure programme quality of WASH and Shelter activities in Save the Children’s NW Syria response programmes. This includes ensuring that international best practices and quality standards are applied in our work with the targeted communities. 
  • Monitor and assess WASH and Shelter needs and ensure that these are appropriately reflected in sectoral strategies and programme development.
  • Review and Monitor programme quality assurance tools, such as needs assessment tools, programme level indicators, quality checklists for use in spot checks, complaints and response mechanisms, internal review and programme evaluation work plans, and others in conjunction with the MEAL team. 
  • Work with WASH TAs to design and implement and produce high quality need assessments, research to understand the needs on WASH and shelter and support well informed project design. 

Monitoring, Evaluation and Accountability

  • Support the Technical Advisors and MEAL department to develop M&E and indicator tracking plans for all grants, inputting into the development of additional M&E tools as necessary to monitor project progress 
  • Support Knowledge Management/MEAL to collect appropriate, timely and accurate data against agreed indicators to enable both internal and external reporting
  • Work with MEAL team to identify and incorporate project suitable accountability mechanisms.

General:

  • Deliver high quality results in line with the on-going proposals and Save the Children’s strategy.

QUALIFICATIONS 

  • Bachler or Master’s Degree in Engineering, civil engineering,  Water Science, Public Health, or a related subject or equivalent field experience

EXPERIENCE AND SKILLS

Required:

  • Minimum 5 years’ experience of working in WASH and 1-2 years experience in Shelter/Construction -related humanitarian programmes with progressively responsible experience. 
  • Previous experience on management ofWASH and Shelter projects and remote management
  • Experience of and commitment to working through systems of community participation and accountability.
  • Ability to work both in an advisory and a hands on implementation capacity
  • Demonstrated monitoring and evaluation skills
  • Experience of training and capacity building WASH and Shelter staff 
  • Knowledge of institutional donors and experience of developing proposals
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Fluent in written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SCI. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.

Desirable:

  • Language skills in Arabic and English
  • Experience or knowledge of working and living in relevant regions/contexts
  • Experience working in conflict and an infectious disease environment.
