General Unit Description

This position will be directly reporting to the program manager in Turkey, and s/he will support the program manager in varied tasks including but not limited (inputs for donor reports, project documentation review, and updating project trackers).

Regular tasks under:

  1. WASH department is supporting the IDPs and host communities in Northern Syria with water, sanitation, solid waste management services, and hygiene, focusing on solar-powered water pumping, wastewater treatment and Hygiene Cash vouchers Assistance.
  2. Bread Department carrying out subsidized bread project (reduced price) and free bread disterbution in North-West Syria for both IDPs and host communities.

 

General position Description

The main responsibilities of the WASH/Bread Programm Support – Assistant are: to facilitate the information flow between the Programme Manager (PM) based in Turkey, and PIN offices in Syria, as well as to ensure that programme activities are implemented according to PM’s and donor guidelines and requirements.

Working under the supervision of the Programme Manager, the Programme Assistant will focas mainly on the WASH sector and the technical support to the team and management, while the support to bread project will be an administrative one, s/he will coordinate the work of WASH/Bread team in Syria and report to the PM about the progress and obstacles in implementation. In addition, follow up on any admin works related to operational and regular tasks under WASH/Bread like the project documentation.

Principal Job duties (responsibilities AND TASKS):

  • Acting as the focal point for liaison between PIN Turkey and Syria offices on matters regarding the WASH/Bread Programme by transmitting suggestions and instructions of the Programme Manager;
  • Supporting the WASH/Bread field team with the preparation of the project decoments and regular reports.
  • Supporting the WASH/Bread field team in terms of negotiations, preparations and management of contracts with suppliers/service providers (including:
  • WASH: preparation of tender documentation and contracts, and evaluation capacity and quality of contractors.
  • Bread: Bakeries Selection, and Area Assessment.
  • Supporting the team in preparing BOQs, designs and maps (WASH).
  • Technical quality control on the activities implemented by the team against donor requirements and WASH standards (WASH).
  • Contributing to the project proposal through area selections, activity description, budget, and technical designs (WASH).
  • Ensuring the flow of project documents between PIN offices in Syria and PIN office in Turkey and their accuracy;
  • Assisting the PM with the preparation and analyses of assessment and monitoring tools, and conducting assessments in collaboration with the team in Syria;
  • Contributing to the donor and cluster reporting, and regular monitoring/updating of the Indicator Tracking Tables (WASH).
  • Contributing to the budget management through following the spending and forecasting against the budget.
  • Assisting the PM with assessing the capacities of LCs, and designing training packages under WASH.
  • Assisting the PM with assessing the capacities of bakeries and bakeries selection under Bread.
  • Assisting the PM with the preparation of internal and external (donor) reports;
  • Representing, upon request, the PM with relevant external stakeholders (Field Cluster Coordination meetings, meetings with partner organizations, training providers, LCs and CSOs, Bakeries etc.);
  • As required, liaising with other departments in Turkey office to ensure good coordination for the timely and quality implementation of programme activities;
  • Any other activity as requested by the Programme Manager or Deputy/Area Director.

 

Other

  • Other tasks assigned by the employee’s Line Manager corresponding to the actual needs of the mission, programs, and projects.
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by the employee’s Line Manager.
  • Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.

 

Principal competinces required:

Technical competencies:

  • Fluent written and spoken Arabic and English (mandatory);
  • Speaking Turkish will be an asset.
  • University Degree in Engineering or other relevant field(s) and at least 2 years of experience in the WASH Sector (mandatory);.
  • PMD Pro1 (esintial), PMD Pro2 is an advantage
  • Knowledge in indicator tracking tools, and data analysis.
  • Ability to work in unstable and difficult conditions, independently and in a team;
  • Experience in supervising and mentoring other staff;
  • Ability to establish and maintain effective working relations with people of different cultural
  • Knowledge and experience in Team Management, Project Management in the development sector.
  • Leadership and supervisory skills and ability to foster team spirit;
  • Very good computer skills (Microsoft Office, MS Project, Primavera, Power Bi, GIS, KoBo Collect);
  • Excellent organization, coordination, analytical and problem-solving skills; and capacity to

prioritize, communicate effectively and meet deadlines;

  • Reliable, committed; an ability to function well independently and within a team; ability to adapt

to flexible working hours when necessary; professional, proactive, organized and service-oriented;

  • Familiarity with the humanitarian context affecting the Syrian population;
  • Ability to establish and maintain effective working relationships with colleagues, managers and

external counterparts, including I/NGO, community and administrative bodies’ representatives

(local authorities); candidates must be able to interact with sensitivity with all stakeholders respecting diversity and gender, and be able to sensitively and successfully integrate into a multicultural working environment with people from different backgrounds;

  • A strong commitment towards humanitarian relief and disaster operations; it is of utmost priority

that candidates understand, respect and actively promote the spirit of the mandate and core

In response to the earthquake disaster in southern Turkey and North-West Syria, Distribution, Livelihoods, and Psychosocial Support (PSS) Activities are being implemented with the primary objective of delivering aid to those impacted by the earthquake within the framework of the Turkiye programme.
