Our organization, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally-owned non-profit international cooperation enterprise and is responsible for the administration of technical cooperation within the framework of Development Cooperation between the Governments of Federal Republic of Germany and the Republic of Turkey. The Office of GIZ was established in 1997 in Ankara in order to serve this purpose of cooperation between the two Countries. The overall aim of the project is to strengthen the capacities of political actors on the integration of Syrian refugees in existing structures of public services. Political partner is AFAD, implementing partners are ministries and authorities which provide services for refugees which are also partner ministries of the SRHC cluster (Ministry of National Education MoNE, Ministry of Family and Social Policy MoFSP, Ministry of Labour MoL, Ministry of Interior Affairs MoI, Ministry of Youth and Sports MoYS). The Exchange project will build on experience gathered within the GIZ SRHC (Support to Refugees and Host Communities Cluster), existing work experience and partner relations.

 

The project mainly consists of 3 areas of activity:

 

  1. Survey on capacity needs of Ministries and authorities on the integration of Syrian refugees in public services (“Needs Assessment”)
  2. Development and implementation of exchange formats between German and Turkish state and non-governmental actors (“Exchange Formats”)
  3. Adaption and Dissemination of thematic directives of Ministries and authorities on the integration of Syrian refugees in public services

 

GIZ is currently looking to employ a qualified and reputable Project Officer based on a full-time contract to support the Turkish-German Exchange on the Integration of Syrian Refugees in Host Communities Project in Ankara.

 

The Project Officer’s responsibilities and duties are stipulated below:

 

A. Responsibilities

The project officer is responsible for:

  • Ensuring the communication flow and coordination of activities between the SRHC Coordinator and the German Turkish Exchange Project as well as the Senior Advisor on External Relations.
  • Playing a key role in maintaining partnerships with relevant national and international stakeholders
  • Ensuring coordination, communication and smooth cooperation with relevant partners and institutions.
  • Engagement in the context of flight, migration and integration
  • Conducting information gathering and analysis to improve the overall understanding of respective activities and support monitoring and evaluation of SRHC activities
  • Support the SRHC Cluster coordination to effectively deal with processes

 

B. Required qualifications, competences and experience

 

Education & Experience

  • University degree in international relations, migration, political science, social sciences or a related field from an accredited academic institution
  • A minimum of 3 years of relevant work experience in (inter)-national organizations, project management, and/or advocacy
  • Work experience with Turkish ministries and authorities
  • Work experience in cooperating with (political) partners
  • Work experience in the field of (public) institutional capacity development   

 

Qualifications & Competences

  • Demonstrated record in collaborating, networking and negotiating with Governments, EU, UN, bilateral donors, civil society
  • Good knowledge about the political landscape in Turkey related to migration management
  • Understanding of the current refugees’ protection framework in Turkey
  • Proved ability to work effectively in a high-pressure and high-visibility context.
  • Experience in integrating cross-cutting themes such as gender, Agenda 2030
  • Strong interpersonal skills and the ability to work with a diverse range of stakeholders with tact and diplomacy
  • Ability to make decisions and solve problems, advising on a diverse range of new and complex issues/problems
  • Strong organizational skills and experience in administration
  • Fluency in English and Turkish required; German language skills are a strong asset
