16General Post Description
The Senior MEAL Officer will support the MEAL Manager in strengthening the monitoring, evaluation, accountability, and learning system and processes across PIN’s area programmes in Turkey and NWS. He/she will work in close cooperation with MEL, Accountability, and Programme teams in Hatay to ensure quality MEAL-related deliverables in compliance with donors’ guidelines and PIN’s internal guidelines.
Main Duties and Responsibilities
- Contributing to MEAL Framework and project development for Turkey programmes, including PSS, Livelihoods, Early Recovery
- Contributing to the design and refinement of MEAL frameworks and tools, project Theory of Change, and logical frameworks
- Contributing to grant proposals and donor report writing and reviewing all information related to MEAL, ensuring that proposals, reports, and any other project documents capture progress, effectiveness, and impact of activities.
- Assisting in the design, planning, and implementation of MEAL activities, Desk reviews, needs assessments, Context analyses, and case studies, using various quantitative and qualitative methods
- Collaborate with the program teams in the design phase of projects to integrate MEAL frameworks, indicators, and evaluation criteria into project proposals, ensuring they align with donor and organizational standards.
- Support the development of the new project proposals.
- Supporting the development and presentation of comprehensive narrative reports to the Senior Management Team to feed in project adjustment and programme design.
Strengthening Data Management, MEAL, and Reporting Systems
- Coordinating with Programs teams to ensure MEAL activities are planned and conducted in a timely and appropriate manner.
- Leading on systematic data quality checks during data collection to ensure issues are resolved as soon as possible.
- Provide support to the MEAL unit on data cleaning, upkeep, coding, and formatting of datasets & databases.
- Supporting the revision and cross-checking of field MEAL reports, addressing gaps in data quality assurance, and facilitating improvements in record keeping and data reporting.
- Ensuring triangulation and integration of findings from all MEAL channels, ensuring that results from MEAL activities and reports, including CFRM, are constructively and timely fed back to management to help make informed decisions in the presence of opportunities or operational challenges.
- Consistently performing data triangulation, validation analysis of programmatic and MEAL reports, and monitoring the implementation of management response plans to key findings.
Learning Culture and Knowledge Management
- Collecting challenges and success stories from the field across all programmes regularly.
- Supporting the periodical programme review activities and learning/reflection sessions, to evaluate progress towards programme goals and outcomes.
- Supporting the documentation and incorporation of lessons learned, best practices, and technical innovation in project and MEAL planning and design.
Accountability and Community Participation
- Monitoring programme activities to ensure they are carried out in line with the organization’s Programme Quality Standards and Core Humanitarian Standard’s (CHS) commitments.
- Facilitating channels that enable staff, beneficiaries, and other stakeholder participation at all stages of the project cycle as much as the context allows.
Reporting
- Develop and refine donor-specific reports that capture quantitative and qualitative data on project impact, challenges, and outcomes, ensuring alignment with donor expectations and deadlines.
- Collaborate with program teams to gather relevant data and prepare sections of donor reports that specifically relate to MEAL findings, challenges, and lessons learned.
- Ensure the compilation and final review of all program narrative reports (interim, quarterly, and final).
Team Capacity Building and Mentoring
- Supervising, providing technical support, and developing capacities of MEAL assistants and volunteers in MEAL concepts and tools, data management, data analysis, and report writing.
Miscellaneous
- Support the Senior Project Officer in implementation of the Livelihoods programming in Turkey, when necessary.
Other
- Other tasks assigned by the employee’s LM corresponding to the needs of the programme
- Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s LM
- Understand and adhere to the PIN’s National Staff Handbook, PIN Code of Conduct and Key Policies and relevant guidelines
- Attend relevant meetings as assigned by the LM
Qualifications and Requirements
• BA/BSc in Social Science, Data Science, Economics, Business, or a related field, MA/MS preferred.
• 2 to 5 years of professional experience in monitoring and evaluation of multi-sectoral programming in emergency; INGO experience preferred.
• Experience in all stages of the PCM (Programme Cycle Management): assessments, project development including log frames and indicators, MEAL Planning, and reporting to donors.
• Advanced skills in Research, MEAL concepts and methodologies.
• Ability to manage and coach a team
• Ability to facilitate training and workshops.
• Strong analytical and critical thinking.
• Proficiency in presentation and analysis of complex data, writing narrative reports that reflect accountability and learning.
• Excellent written and verbal English skills required. Strong writing skills, including donor reports.
• Proficient MS Office skills, skills in data/information management and analysis, with experience using databases and software applications.
• Experience designing and implementing surveys and developing qualitative and quantitative data collection tools.
• Highly developed interpersonal and communication skills
• Ability to work independently, planning and organizational skills, with excellent attention to detail.
• Excellent time management skills and ability to set and manage priorities under pressure.
