Operation and Supply Chain Manager

Support to Life:   We are an internationally recognized humanitarian organization that aims to ensure disaster-affected communities have access to their basic rights and needs. Founded in 2005 by humanitarian professionals, our association works under the programs of Emergency Response, Refugee Support, Child Protection, and Localization & Capacity Building. We focus on improving the lives of people affected by natural or human-made disasters in Türkiye and the surrounding regions.

We support those in need to access their basic rights and necessities and to achieve self-reliance. We aim to eliminate the risks faced by children living in challenging conditions, particularly in seasonal agricultural areas. In times of disaster, we conduct emergency relief operations and implement recovery efforts in their aftermath. Additionally, we work to strengthen disaster preparedness in civil society and support the empowerment of localization. Through our brand 'destekar', which we define as a social design market, we transform everyday shopping for daily needs into an opportunity to contribute to a fairer and more equal world.

We carry out our activities in coordination with our headquarters in Kadıköy, Istanbul, and through field offices and mobile teams operating in various provinces. While primarily active in Türkiye, we also provide consultancy to local initiatives in other regions.

Approximately 150 humanitarian aid professionals are involved in our projects, which are supported by international funds and local contributors. We design and implement our work in accordance with the global principles of humanitarian assistance, including neutrality, independence, humanity, impartiality, and accountability.

We are seeking an experienced Operation and Supply Chain Manager to join our team at STL HQ in İstanbul.”

S/he will also lead the organization’s emergency preparedness and response planning, including all processes linked to business continuity, for the İstanbul-based position.

 

 

Main Duties and Responsibilities:

Operation and Supply Chain Manager will be leading STL’s humanitarian logistics, supply chain, emergency preparedness and business continuity, IT, safety and security management functions, as well as coordinating all operational processes across STL’s expertise.

Business Continuity, Emergency Preparedness and Response Planning

  • Leading the implementation of STL’s business continuity, emergency preparedness and emergency response plans to ensure a sound first phase response during sudden-onset humanitarian emergencies in country or overseas, and systematically monitoring the process to ensure that all the departments and key functions of the organization are prepared for emergencies
  • Carrying out all business continuity actions related to buildings, inventories, operational centers and other STL assets
  • Ensuring that STL staff, volunteers, partners and other relevant stakeholders are equipped with solid knowledge and skills in emergency preparedness and response
  • Supporting HR closely in maintaining the emergency surge capacity pool with internal and external members to facilitate rapid deployment during a sudden-onset emergency in country or overseas

Field Logistics and Humanitarian Technical Management

  • Ensuring the logistical, operational, and security management of field offices, HQ office, living quarters, warehouses, and all other facilities are in compliance with organizational policy as well as donor rules and regulations.
  • Ensuring all the field and logistics management related guidelines, procedures and tools of are in place and in use.
  • Monitor and analyse operational expenditures, track field management budgets and expenditure, and prepare and systematically archive audit documentation related to field operations upon project completion
  • Providing technical support to the logistics teams in the field and ensuring humanitarian and technical know-how produced is transferred to all STL fields, teams, partners and all other relevant stakeholders through quality supervision and technical support
  • Supporting the Emergency Sector Managers/Experts (WASH, TSS, Shelter etc) in designing, planning and implementing the emergency interventions

Humanitarian Supply Chain Management

  • Ensuring high quality procurement, transport, warehouse management, inventory and asset management, and fleet management systems are in place.
  • Ensuring that all the supply chain processes from assessment and planning until delivery of goods/services to end beneficiaries are developed and systematically monitored.
  • Ensuring that Supply Chain policy, procedures, tools and guidelines are developed and regularly updated to ensure that they are principled, accountable, transparent, and compliant with the rules and regulations of STL and donors
  • Ensuring that technical specifications and unit prices for supplies, equipment, designs, vehicles or services are developed and used.
  • Ensuring that all the humanitarian goods and services are supplied, transported, stored and distributed timely and in accordance with the pre-specified quality and specifications

Health, Safety and Security Management

  • Ensuring effective health, safety and security (HSS) management with the implementation of sound HSS plans and providing support to field operations
  • Ensuring that periodic risk analysis and the implementation of necessary health, safety and security measures
  • Keeping up with current developments in security, assessing them strategically, and sharing these evaluations with relevant stakeholders, primarily the management
  • Establishing and developing collaborations and information exchanges with the security units of other local and international NGOs.
  • Ensuring the field-based security context analyses are up-to-date.
  • Maintaining security plans for offices and the headquarters, as well as developing emergency action plans for different scenarios
  • Organizing trainings to ensure high level awareness in security issues and HSS plans, policies and standards.

Information Technology (IT)

  • In close coordination with IT Expert, ensuring that the organization’s digital platforms, software programs and Information Technology (IT) systems perform reliably, and are user friendly
  • Ensuring that STL’s Digital Transformation Strategy is developed and being implemented to improve relevance, speed, quality, accessibility and resilience of STL’s humanitarian services to affected populations 
  • Keeping data protection policy up to date and keeping track of data protection practices
  • Ensuring all the data management systems are comply with relevant laws and regulations
  • Supporting digitization of workflows and tools

Humanitarian Quality Standards

  • Setting all the operational standards (Code of Conduct, Sphere minimum standards, Core Humanitarian Standards) disseminating them across the organization and ensuring that all STL interventions are implemented in line with these standards
  • Developing relevant operational guidelines, SOPs and tools
  • Closely following humanitarian innovation trends and good practices that could be adopted and/or contextualized

Coordination and Representation

  • Maintaining close relations with all relevant internal and external stakeholders including government and civil society networks for risk reduction, preparedness and response
  • Participating in coordination and networking events as appropriate

 

Qualifications:

  • University degree in logistics/supply chain management, operations management, industrial engineering, information systems, security/risk management, disaster/emergency management or any related field that is relevant to the humanitarian/development field,
  • At least 7 years of professional experience in the humanitarian/development work,
  • Demonstrated experience in humanitarian logistics and supply chain management, business continuity, emergency preparedness and response planning, and security management
  • Excellent writing and speaking skills in English and Turkish,
  • Ability to manage self under stress, while maintaining ethical and professional conduct,
  • Ability to provide visionary and motivational leadership to the team and the rest of the organization,
  • Excellent interpersonal, communication, organizational and representation skills,
  • Excellent analytical and problem-solving skills,
  • Ability to manage work effectively, systematically and strategically, in the face of competing demands and priorities,
  • Excellent in team work and coordination,
  • Having a positive and growth mindset that encourages agile and innovative solutions
