About the job

Overall purpose of the role: The Finance Specialist is responsible for supporting financial operations in the Türkiye Country Office with a primary focus on ensuring compliance with Turkish payroll, taxation, and legal requirements. This role contributes to accurate financial reporting, adherence to DRC’s financial policies, and compliance with national legislation. The Finance Specialist assists the Finance Manager in managing internal financial processes, supports legal compliance matters, and ensures timely and accurate financial documentation and closure.

Geographic Scope: Country (Türkiye)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Duties and Responsibilities:

Partnership Financial Management

  • Coordinate with the Finance Manager and Partnership & Grants teams to support budgeting, reporting, and capacity building for partners.
  • Support the Finance Manager on financial assessments and capacity development initiatives for partner organizations
  • Lead and cross check the maintaining partner-related data and reconciliations in the ERP system (Dynamics), ensuring audit-readiness and transparency.
  • Cross-check partner vendor reconciliations and verify accuracy of bookings related to partner expenditures.
  • Conduct financial monitoring meetings with partners and lead monthly/bimonthly budget follow-up meetings with Finance Manager.

Compliance

  • In close cooperation with Finance Manager in Türkiye reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements.
  • Ensure all required documentation for external and local financial audits in cooperation with Finance Manager, finance team colleagues and HQ.
  • Lead the monthly CPA visit process, validating financial entries and overseeing the accuracy of tax and SSI declarations.
  • Coordinate with the HR team and CPA to ensure compliance with Turkish labor laws, Social Security Institution (SSI) requirements, and tax declarations.
  • Assist the Finance Manager with, verifying the payments by considering maintain compliance with internal control regulations and national standards
  • Ensure compliance with relevant country statutory and other financial obligations such as tax, SSI payments

Budget Control, Reporting and Accounting

  • Ensure monthly financial closure processes are conducted accurately and on time, including final reviews and uploads in Dynamics.
  • Support the Finance Manager preparation of donor-specific and internal financial reports.
  • Monitor updating the Budget Follow-up tool monthly after the monthly closure.
  • Cross-check partner vendor reconciliations and ensure clean partner accounts in ERP.
  • Cross-check monthly bank and cashbooks with Finance Officer and Assistant
  • Liaise with Finance Manager on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action.
  • Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ.

 

About you

To be successful in this role we expect you to have bachelor's degree in Finance/Accounting or relevant fields. Master degree will be considered an asset.

Moreover, we also expect the following:

Required

  • Minimum 3 years of practical experience, including at least 1 year in the NGO sector.
  • Demonstrated experience within an NGO Finance Department, with involvement in payroll, tax compliance, or audit preparation.
  • Advanced proficiency in Microsoft Excel and hands-on experience with Dynamics or similar financial ERP systems.
  • Solid understanding of Turkish labor law, tax legislation, and Social Security Institution (SSI) regulations.
  • Proven ability to ensure financial compliance and coordinate effectively with internal departments, external auditors, and regulatory bodies
  • Full professional proficiency in English and Turkish

Contract length: 6 Months (The duration of the contract is subject to funding approval)

Band: NM-G2 – Non-Manager

Designation of Duty Station: Country Office (Adana)

Start date: 01.07.2025

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for nationals.
