About the job

Overall purpose of the role:

DRC Türkiye is seeking a skilled and experienced Economic Recovery Technical Coordinator to lead its economic recovery programming with a strong country-level focus. This role will provide expert technical guidance on decent livelihoods, financial inclusion, private sector engagement, and broader economic recovery interventions. The Coordinator will play a central role in shaping DRC’s strategic positioning, ensuring high technical quality, and supporting the effective implementation of economic recovery activities across Türkiye.

The Coordinator will be responsible for ensuring that all interventions meet international and DRC standards, with a strong emphasis on quality, integration, and innovation. This includes overseeing technical capacity-building efforts, facilitating cross-sectoral coordination within DRC, and maintaining effective collaboration with external stakeholders. A key function of the role is to build and sustain impactful partnerships with public and private actors to enhance programme relevance and sustainability.

Geographic Scope: Country (Türkiye)

This position requires significant field engagement, with approximately 40% travel to Hatay, Şanlıurfa, Kahramanmaraş, Gaziantep, and Kilis to support and strengthen implementation teams across DRC’s and partner’s operations.

 

Duties and Responsibilities:

Programme Strategy, Design and Development

  • Lead the development, annual review, and implementation of DRC Türkiye’s Economic Recovery Strategy in alignment with the Country Strategic Plan and DRC’s regional and global economic priorities. Facilitate team contributions through workshops and ensure full programme alignment with strategic objectives.
  • Contribute to the Country Strategic Plan by integrating DRC’s and inter-agency standards, global priorities, and best practices.
  • Lead the technical design of proposals and concept notes related to decent livelihoods, financial inclusion, and other economic recovery interventions across DRC’s intervention platforms (responding to emergencies, solutions to displacement, and addressing root causes). Facilitate design workshops, develop technical narratives, and guide teams on technical budgeting.
  • Support the fundraising strategy by engaging with donors, conducting research and assessments, identifying emerging needs, establishing private sector partnerships, and designing innovative programme ideas for economic recovery programmes.
  • Track trends and evolving needs in economic recovery to support donor mapping and funding opportunity identification, in coordination with the Head of Programmes, and Grants & Partnership Coordinator.
  • Apply the Market Systems Approach to programme design, promoting integrated, market-driven, and innovative solutions.
  • Serve as DRC Türkiye’s focal point for Cash and Voucher Assistance (CVA), coordinating all CVA programming and liaising with DRC HQ in Copenhagen.
  • Lead on the technical design of project with new funding modalities, such as impact bonds and social funds, in collaboration with regional and HQ teams.
  • Work closely with the Protection Coordinator to ensure protection mainstreaming and design integrated interventions addressing protection concerns and socio-economic vulnerabilities.
  • Identify evidence gaps and monitor contextual changes affecting refugee livelihoods and employment trends in Türkiye to inform programme design and quality.

Partnerships

  • Support the identification, evaluation, and development of strategic partnerships with civil society, private sector actors, and government stakeholders.
  • Collaborate with partners to create shared-value programmes and maximize collective strengths in economic recovery.
  • Assist the Partnerships Coordinator in designing and delivering capacity building plans for local partners, including technical workshops, mentoring, and peer learning opportunities.

Technical Support

  • Provide ongoing technical guidance to programme staff and partners, including field visits, spot checks, and review meetings to ensure quality and relevance.
  • Develop and disseminate SOPs, tools, and ToRs for economic recovery interventions in line with technical standards.
  • Ensure consistency, quality, and integration in project implementation across field teams and partners.
  • Ensure cross-cutting programming between individual-focused livelihoods and systemic-level interventions.
  • Lead development and implementation of updated economic recovery approaches, SOPs, and tools.
  • Ensure interventions are informed by current market conditions through regular market assessments and risk analysis.
  • Oversee the completion of risk assessments and mitigation planning for economic recovery activities.
  • Supervise external consultants working on economic recovery, ensuring high-quality and timely deliverables.
  • Support recruitment and onboarding of economic recovery staff as needed.

Programme Quality, Reporting, and Learning

  • Provide technical input to donor reports and ensure quality submissions in coordination with the Grants & Partnerships team.
  • Review partner reports and offer constructive technical feedback.
  • Work with the MEAL team to develop and implement ethical and effective monitoring and evaluation systems, incorporating both quantitative and qualitative data collection.
  • Capture lessons learned and best practices, and integrate findings to improve programme effectiveness and impact.

Staff Capacity Building

  • Provide technical oversight to economic recovery team leaders in coordination with Area Manager.
  • Conduct regular staff capacity assessments, provide training and mentorship, and organize learning sessions based on identified needs.
  • Maintain close coordination with the Head of Programme and Area Manager to ensure effective communication and programme quality.
  • Foster a supportive, innovative, and collaborative team environment.

External Representation & Coordination

  • Maintain active communication with regional and HQ technical teams to ensure coherence with DRC’s broader strategies.
  • Represent DRC in national and regional coordination platforms related to livelihoods, CVA, and early recovery.
  • Strengthen DRC’s presence and relationships with key stakeholders in the economic recovery sector.
  • Advocate for DRC’s priorities and approaches in relevant forums and provide briefings to donors and stakeholders as needed.

Other

  • Carry out any other duties as assigned by the Head of Programme or Country Director that align with the role’s focus.

 

About you

To be successful in this role we expect you to have undergraduate degree or higher in business management, economics, finance or other relevant fields

Moreover, we also expect the following:

Required

  • Demonstrated technical knowledge of and experience working on economic recovery programming, including interventions such as employability, entrepreneurship, financial inclusion, Market Systems Approach, and private sector engagement
  • Minimum 5 years of practical experience in economic recovery/livelihood working for an INGO
  • At least 3 years proven and successful track record as technical advisor or project manager in the field of economic recovery
  • Experience working in the humanitarian field with displaced individuals (preferably experience of working in Southern Türkiye)
  • Experience working on large-scale program development and excellent proposal writing skills
  • Experience in working with private sector and governmental
  • Excellent communication skills and ability to represent DRC effectively and professionally with donors, partners, and stakeholders
  • Experience developing and rolling out program tools, SOPs, and other resources
  • Excellent problem-solving and creative thinking skills and ability to innovate
  • Excellent speaking, writing, and comprehension skills in English required.
  • Understanding of humanitarian protection activities and prior experience collaborating with protection teams on integrated programs is an advantage
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Fluency in English required, Turkish and/or Arabic language is considered a strong asset.

Contract length: 1 Year (with possible extension based on fund availability and performance)

Band: G1 – Non-Manager

Designation of Duty Station: Country Office (Adana until 31.12.2025, Gaziantep starting from 01.01.2026)

Start date: August 18, 2025

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for nationals.
