Team Leader Outreach and Referral ESSN III (IFRC03657)

IFRC is currently seeking a Team Leader Outreach and Referral to join the ESSN III Team in Ankara (Turkey).

Job Purpose

Reporting directly to the Operations Manager, the Referral and outreach Team Leader is responsible for supporting development and enhancement of the ESSN protection and livelihood referral mechanisms. Leading one of the technical workstreams the role will work closely with TRC and other stakeholders to increase the effectiveness and coordination of the referral systems.He/She will support the IFRC and TRC ESSN team to enhance the impact of ESSN activities and field level interventions by integrating operational capacity to identify protection risks and take action to prevent, mitigate and respond, whilst also being central to the strategy for identifying and transitioning refugees to more suitable social support programmes.

The Referral and Outreach Team Leader will be responsible to promote and support the achievement of 3 main objectives:

  • Supervision of the protection and livelihood referral systems; including assuring outreach activities maintain a protection lens during field missions, assuring the ESSN programme is able to identify protection risks and issues and based on the findings, make and implement practical recommendations
  • Awareness raising of and capacity building on protection mainstreaming and protection referral core concepts.
  • Support the Coordination with protection and livelihood stakeholders with the aim of strengthening the referral pathways and to promote a complementary approach

Some travel to the regional offices in Ankara, Istanbul and Gaziantep will be necessary to support referral actions.

Some Job Duties and Responsibilities

Technical support:

  • Lead with TRC the development of the livelihood referral system.
  • Support the continued enhancement of the protection referral mechanism and introduce fresh perspectives on accountability to protection cases, tracking and onward referrals.
  • Support TRC to integrate government and community perspectives in planning, design and implementation of the referral mechanisms and integrate
  • Advising TRC on methods to gain a deeper understanding of protection and livelihood needs during outreach activities and recommend practical approaches to reduce vulnerability and improve targeting.
  • Provide oversight to ensure vulnerable groups have fair access protection services and livelihood support

Capacity building

  • Organize protection and livelihoods related trainings by working closely  with TRCS counterparts.
  • Review existing ESSN processes and develop plans to encourage the adoption and adaptation of Red Cross and Red Crescent Movement tools, methodologies and activities, as defined in the protection and livelihood guidance
  • Work closely with the IFRC country office delegates and TRC to provide strategic support

 Coordination & representation

  • Work closely with the IFRC country office to ensure there is consistency and sustainability of protection and livelihood referrals in the ESSN
  • Contribute to the coordination of referral and livelihood activities and reporting with TRCS and IFRC counterparts.
  • Represent IFRC with TRCS counterparts in relevant 3RP coordination meetings
  • Support ESSN team to include relevant referral data in existing Information Management systems

Managerial

  • Support and provide oversight to strategic data management to feed into programme improvement processes as well as advocacy and NS humanitarian diplomacy efforts.
  • Provide technical guidance and support to protection and livelihood staff (TRC and IFRC) and manage the two team members (protection and livelihood officers)

Reporting & Learning

  • Support the set-up systems and forums for capturing and sharing operational learning
  • Support evidence-based learning by assessing and monitoring protection and livelihood referral related actions, through research, perception studies and case studies.
  • Support the positioning and visibility of Red Cross and Red Crescent achievements and share data with the wider humanitarian network to inform and influence the overall response.

Education

  • University degree in Communication, Social/Behavioural Sciences, Public Administration, international relations, public health or relevant experience is required. 

Experience

Required

  • Five years’ experience working in humanitarian action with specific focus on protection, livelihoods or cash-based assistance
  • Experience of working as part of a team responding to complex humanitarian emergencies
  • Experience setting up and managing referral mechanisms. Eg data management, social economic profiling, protocol development, tracking and reporting
  • Proven experience in defining target and determining criteria for referral pathways and system development
  • Experience of coaching, training and developing staff and volunteers in order to build long-term capacity and create ownership.
  • Experience of designing and implementing assessments, community consultations, research and/or focus groups discussions.

Preferred

  • Experience working with multiple stakeholders and setting up partnership networks for referral
  • Experience working with Red Cross/Red Crescent National Societies.

Knowledge, skills and languages

Required

  • Good planning skills, with the ability to identify areas for improvements in referral systems
  • Good knowledge of gender and diversity issues
  • Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners.
  • Highly motivated proactive self-starter, able to set and achieve goals using own initiative.
  • Strong written, presentation, facilitation and training skills.
  • Excellent interpersonal, communication and networking skills.

Preferred

  • Good knowledge of Red Cross Red Crescent disaster management cycle, including planning and response processes and procedures. 

Languages

Required

  • Fluently spoken and written Turkish

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic)
