General Functions:

The protracted conflict in Syria, in addition to the economic crises and the 2023 earthquakes has exposed large portions of the population to devastating humanitarian conditions. With large-scale population displacements, increased poverty levels and limited livelihood options, the most affected communities are highly dependent on humanitarian aid. Moreover, the social fabrics and support systems have been severely disrupted, leading to limited individual and community capacities to address protection risks and incidents.

In a context where access is limited and remote management and monitoring modalities are often used to monitor the delivery of assistance, humanitarian workers are in positions of substantial power over the community, and such dynamics leave open the risk of humanitarian workers to abuse this power imbalance to exploit and abuse the affected population and beneficiaries.

Findings from past Whole of Syria assessments, including the Humanitarian Needs Assessments, brought to light a high prevalence of Gender Based Violence (GBV), including sexual exploitation, abuse and harassment (SEAH). SEAH refers specifically to acts committed against members of the affected population by humanitarian actors, including international and national personnel of the United Nations (UN) and of non-government organizations (NGOs) as well as sexual harassment in the workplace. SEAH represents a failure on the part of humanitarian organizations to provide protection and care for communities, especially for the most vulnerable members of the population as well as a safe work environment for humanitarian personnel.

Under the overall supervision Senior PSEAH Coordinator (NWS) and in close coordination with the NES PSEAH Coordinator, the successful candidate will provide support the day-to-day work and implementation of the Community-Based Complaint Mechanism (CBCM) in both NES and NWS.

 

Major Duties and Responsibilities:

  1. Receive SEAH complaints through the inter-agency Community-based Complaint Mechanism (CBCM) - (including the hotline and other dedicated channels), in a confidential and timely manner, creating a safe environment for the complainant to report sensitive incidents or feedback.
  2. Accurately fill in the intake form with details of the reported complaint, and document consent for further referrals and information sharing.
  3. Translate (to English) and record the reported complaints on the database/call log. Categorize the complaints as per existing taxonomy. At all time, ensure that the information received is stored in a safe manner and that all complaints are treated with the outmost regards for confidentiality.
  4. Refer SEAH complaints to the concerned organization in a timely manner and keep the Coordinator informed. Refer non-SEAH complaints to the relevant organizations or to AAP Assistant, for further action.
  5. Assess needed action and provide the SEAH complainant with information on available services (including medical care, psychosocial support, legal assistance, and protection) in their location. Follow-up on case status and/or survivor support status independently.
  6. Record and document follow-up actions taken. Bring to the attention of the Coordinator any unmet needs.
  7. Work with partners (including cluster coordinators and key stakeholders) to maintain up-to-date service mapping and provide the complainant with information on available services in their location.
  8. Manage the database of complaints with full compliance with data protection and security standards.
  9. Prepare regular reports of the complaints records.
  10. Produce statistical trends and analysis on SEAH.
  11. Represent the PSEAH Network in coordination meetings with relevant clusters and Working groups, as required.
  12. Perform other duties as may be assigned.

 

Required Qualifications:

 

Education

  • University degree in Social Science, Development Studies or a related field from an accredited academic institution with four years of relevant professional experience; or
  • Completed High school from an accredited academic institution, with six years of relevant professional experience.

 

Experience:

  • Experience in humanitarian and emergency assistance;
  • Proven experience working with beneficiaries, humanitarian organizations and other stakeholders;
  • Proven experience in various activities and topics for community-based protection interventions;
  • Proven experience in PSEAH work;
  • Experience working in multi-sector, inter-agency processes.
  • Experience working on a hotline;

 

Languages:

  • Fluency in English and Arabic is required.
  • Working knowledge of Kurdish is advantageous.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
