General Functions:  

For more than 8 years the conflict inside Syria remained unresolved and the heavy fighting between the government and opposition forces continued throughout the country causing both destruction and division resulting in massive humanitarian needs across Syria as well as massive displacement of the population. The number of people in need of assistance has grown to over 10 million, including 6.2 million internally displaced persons.

IOM supports the implementation of the whole-of-Syria approach in the framework of the UN Security Council Resolution 2449 passed in December 2018, authorizing the UN/IOM to continue cross-border operations from neighbouring countries. IOM Turkey works with implementing partners across various sectors such as CCCM, Shelter/NFI, WASH, Protection and others. In total IOM is working with more than 15 implementing partners for the cross-border operation and the dependency of IOM on IP capacities is increasing with regards to the different sectors as enhanced accountability and project effectiveness and efficiency is highlighted.

As IOM is strengthening capacity building activities with regards to the institutional and sector specific capacities of IP personnel, trainings are being conducted targeting the specific focal points within each of the implementing partner organizations for a proper transfer of knowledge.

Under the overall supervision of the Emergency Operations Officer and direct supervision of the Operations Officer (NFI/Capacity-Building), the incumbent will provide assistance to the implementation of the project of the NFI and capacity building related activities.

 

Major Duties and Responsibilities:

  1. Assist in the implementation of project activities and contractual obligations including planning, coordinating, mobilizing implementing partners, arranging logistics and  conducting trainings and other related humanitarian response in the cross border operations.
  2. Provide specialized administrative support in the project implementation including filing, preparing purchase and payment requests, following up of delivery and status of goods and services and performing other financial activities in coordination with procurement and resource management unit.
  3. Coordinate with the implementing partners on the drafting of the service agreements, planning for the delivery of trainings, determining actual training costs, submission of documentations (training plan, pre and post-tests, training reports etc.) and ensure delivery of logistics requirements.
  4. Conduct monitoring activities on the trainings conducted by implementing partners inside Syria through skype or other remote means of communication in coordination with the M&E unit
  5. Support the coordination activities with partners and relevant stakeholders including sector specific clusters and other coordination mechanisms such as joint trainings with OCHA. 
  6. Maintain an updated project database including relevant information of participants trained, trainings conducted, training reports, M&E results, narrative reports, trainings modules and any other proper supporting documentations provided.
  7. Create and maintain a proper filing system and monitoring of attendance sheets, training modules, pre and post-tests, trainings reports and any other relevant documentation.
  8. Ensure internal coordination between capacity building, logistics, procurement, program units and program support units including revision of training modules, training presentations and share information back to relevant units such as training evaluations, participant profiles and feedback surveys.
  9. Maintain regular communication with the implementing partners inside Syria and  follow up on the proper roll out of trainings when needed.
  10. Review  implementing partners’ activity reports and provide technical support when needed in relation to the subjects of the trainings conducted.
  11. Verify translated documents from English to Arabic as well as assist in the facilitation of the trainings when needed. 
  12. Ensure proper coordination with the M&E unit on any needed monitoring and evaluation activities as well as following up on any issues highlighted.
  13. Ensure that all correspondence and operations are following the UNDSS rules and procedures, IOM standards of Conduct and Confidentially Agreement.
  14. Perform such other duties as may be required.

 

Required Qualifications:

Education:

  • University degree in Management, Humanitarian Assistance or a related field from an accredited academic institution, with four years of relevant professional experience; or
  • Completed High school degree from an accredited academic institution, with six years of relevant professional experience;

Experience:

  • Experience in humanitarian response or in the delivery of emergency humanitarian support including shelter rehabilitation and repair, NFI distibututions or any other relevant sector;
  • Experience in the field of migration issues, project design and implementation;
  • Familiarity with administrative management;
  • Extensive work experience in challenging environments and operational activities in a post-conflict area required;
  • Experience in liaising with local, regional and international counterparts and humanitarian partners needed;
  • Experience working in an International Organization is an advantage.

Languages:

  • Fluency in Arabic and English is required.  
  • Knowledge of Turkish is an advantage.
