General Functions:  

Under the overall supervision of Senior Programme Development Officer and direct supervision of the Monitoring and Evaluation Officer, the incumbent will be responsible for facilitating the development and implementation of the mission’s AAP plans, overseeing the complaints and feedback mechanism in ESEM, conducting capacity building activities related to AAP, as well as monitoring visits to assess the roll-out of AAP processes. The position will also be responsible for reporting on AAP findings and metrics, ensuring the availability of such data for informing programming decisions.


Major Duties and Responsibilities:           

  1. Support the development of an AAP plan and strategy for the IOM Mission. To this end, conduct a rapid assessment of current AAP practices throughout the program cycle to measure the impact on operations and strengthen where necessary.
  2.  Support the strengthening of feedback and complaint mechanisms within IOM operations and programs and periodically analyze the input collected to determine trends in community perspectives and priority issues.
  3. In coordination with technical and sectoral experts, support needs assessment, planning, monitoring, and evaluation processes with activities that encourage the participation of the affected population.
  4. Conduct information and communication needs assessments of affected populations in the area of intervention and implementation of IOM's response.
  5. Promote two-way communication with refugee and migrant communities and provide information on IOM activities and engagements.
  6.  Plan and organize AAP training activities for all IOM staff and partners.
  7. Coordinate initiatives and activities with PSEA focal points, gender, communication, and other relevant areas.
  8. Document context-specific AAP good practices in IOM programs and, in collaboration with partners, for inter-agency initiatives.
  9. Support and guide field teams in setting up and implementation of accountability initiatives and management of feedback and accountability mechanisms at field level.
  10. Regularly undertake field monitoring visits and supervise team members (data collectors)
  11. Submit weekly and monthly reports to the MEAL officer on achievements and challenges related to monitoring and evaluation activities.
  12. Produce monthly and quarterly AAP reports to be shared with relevant staff to provide information on trends in feedback and request received and inform programming.
  13. Any other tasks as may be assigned.


Required Qualifications:


  • University degree in Social Science, Statistics or Development Studies or a related field from an accredited academic institution with four  years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution with  six years of relevant professional experience.



  • Office software skills (Word, Excel, Kobo and Power Point).
  • Knowledge of community participation, citizen participation, accountability, behavior change and intercultural dialogue.
  • Knowledge of different communication channels (social networks, radio, face-to-face communication, IC materials).
  • Knowledge of principles and current approaches to monitoring and evaluation in emergency conflict contexts using quantitative and qualitative methodologies
  • Excellent oral and written communication skills.
  • Must have strong social commitment and ability to work in multicultural and multidisciplinary environments.
  • Demonstrated teamwork skills.
  • Ability to organize and plan multiple tasks in short time frames.
  • Experience of report-writing and excellent writing skills.
  • Experience in data processing or analysis (Excel, etc.).
  • Ability to train others and effectively facilitate meetings.
  • Willingness to travel up to 30% of the time.
  • Continuous attitude and demeanor of cordiality, composure, respect and collaboration with all persons and organizations with whom IOM interacts.



  • Fluency in English, Arabic and/or Turkish is required.
