Line Management: Accountability Coordinator

Insana Değer Derneği (IDD) is a non-governmental, non-profit organisation providing relief and development assistance in Turkey. IDD is committed to the best practice and quality of work of its staff, its partner organisations and other associates. IDD programs focus mainly on livelihood, food security, rural rehabilitation and emergency education. Operations are managed from Turkey where IDD’s main office is established serving as administrative and logistics support of program being implemented directly or through partners.

Job overview:

Senior Accountability Officer – Northwest Syria will be under direct line management of Accountability Coordinator and will work closely with Area Director, M&E Manager and Program Managers. S/he will lead the work on accountability inside Northwest Syria in remote management intervention context. S/he will be responsible to receive, report, investigate and manage the sensitive complaints related to fraud, corruption, abuse and exploitation.

Senior Accountability Officer  is line manager to Accountability Officers. 

Duties and Responsibilities:

Investigation of Sensitive Complaints

  • To receive complaints related to fraud, corruption, abuse and exploitation and manage communication related to these complaints.
  • To develop plans to investigate sensitive complaints with the support of team.
  • To Assess and make recommendations on safety and confidentiality of complainant, victim or witness in cooperation with the Investigation Committee as well as the Country Director if appropriate.
  • To assess protection risks, in cooperation with the Investigation Committee as well as the Country Director if appropriate.
  • To make recommendations on the work status of the Subject of Complaint for the duration of the investigation in concordance with IDD code of conduct and local laws.
  • To gather and secure evidences and make findings on the evidences.
  • To prepare and submit the investigation reports. 
  • To make recommendations/observations on the policies and practices that may have enabled the wrongdoings or exploitation/abuse to occur.
  • To maintain the records of the all the complaints and investigations.

Resource Management

  • Provide monitoring and mentoring support to Accountability Officers and Senior Quality Control Officer with a focus on specific concerns (e.g. tools, feedback, analysis, reporting etc.).
  • Provide day-to-day support and capacity building for Accountability Officers and Senior Quality Control Officer.
  • Support in preparing accountability tools in collaboration with Programme, Protection and MEAL Managers like information-sharing with communities, Corruption risk assessment tool, CRM materials, project information and community feedback materials etc.
  • Provide support in conducting the corruption risk assessment.

Trainings

  • To support Accountability Coordinator in assessing the training needs of all the staff related to accountability.
  • To conduct trainings of selected staff on Accountability in Arabic and English.

Suitable candidates for this position should possess:

  • Significant experience of undertaking Investigations of sensitive complaints (at least 1-2 years).
  • Experienced in interviewing and (at least) trained in investigations (if possible in investigations about sexual exploitation and abuse or Fraud and Corruption)
  • Capacity for analysing and synthetizing comprehensive information & technical data and writing reports. 
  • Experience of working in complex and volatile contexts (familiarity with the humanitarian context in Syria is a must);
  • Arabic and English language skills are mandatory.

Other

  • Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.

Understand and adhere to the mission’s National Staff Handbook, IDD Code of Conduct, IDD Key Policies and relevant guidelines.
