JOB ADVERTISEMENT – Safety and Access Officer

Child Safeguarding Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:

To assist the GRSA Manager and Area management in reducing the risks posed to the programme personnel and assets of all national, international SC staff through ensuring the systematic application of safety and security management systems, policies and procedures in all of SC operational areas. Conduct security assessments; provide/support training and orientation for staff, main incident reports and security updates, provide direct government relations, safety and access management support in emergency response staff and respond to related inquiries. Support on the capability of networking with other humanitarian NGOs as well as field community leaders to facilitate and secure SC’s field missions and operations. Responsible for working with advocacy and communications staff in building relation with Turkish government bodies. Act as focal point for all Liaison related actions for the SC Türkiye’s Program Team.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • Monitoring the security environment in operational areas, analyzing relevant information, updating risk management strategies as required.
  • Support in the Security Assessment of program Area.
  • Assist on conducting S&S induction for all new SC joiners and to follow up on finalizing the needed mandatory trainings within the due time.
  • Participate in conducting safety and security assessment for program sites on regular basis.
  • Write daily SS reports to supervisor.
  • Guard force management by selecting training and supervising guards.
  • Conducting security assessments of offices, residents of expatriates, venues and hotels in collaboration with the related staff.
  • Upkeep and maintain all Firefighting equipment, Panic Alarm, and emergency exit safety measures.
  • To keep posted supervisor and all Staff whenever it is required of changing safety and security situation across the areas of implementation.
  • Manage CCTV monitoring and keep it in functional status.
  • Attending external local security network meetings,
  • Patrol and inspect property/office to protect against fire, theft, vandalism, terrorism, and illegal activity.
  • Check for irregularities (e.g. fire hazards, leaking water pipe, light left on, equipment malfunctions, unlock security doors.) and report incidents or problems to supervisor.
  • To assist on updating SOPs and Assessments.
  • Briefing all new staff and visitors on local security conditions and protocols.
  • Providing weekly security update reports.
  • Update Emergency Contact Details and Emergency Contact Tree/First Responders on a regular basis.
  • Ensure the issuance of Security ID cards to all staff and be responsible through the SGs for keeping records for all visitors and staffs entering SC premises.
  • Supervise and maintain a close communication system with all concierges’/gate keepers in all SC Centers/Site.
  • Conduct regular field visits to SC centers and other related programs and report any irregularities related to safety and security to supervisor.
  • Orient staff and Guards on evacuation plans, drills, and procedures regarding emergencies.
  • Coordination with law enforcement agencies and other government sector when required.
  • Any other duty as assigned by the GRSA Manager.
  • Monitoring Safety & Security Situation and road conditions on Daily Basis and keep staff up to date for all relevant incidents that might impact staff operation directly or indirectly through SMS/Email/WhatsApp.
  • To coordinate and monitor staff movements while they are in the field.
  • Assisting line manager in Crisis Management and delivering trainings to staff.
  • In coordination with supervisor, support projects when they want to prepare MoUs, draft and track permission letters from the government of the assigned districts.
  • Support SC Türkiye’s operations by acting as the focal point between the GoT bodies such as District Governorates, Municipalities, Provincial Governmental, Provincial Line Ministries, NGO Directorate etc. based on the request by team members.
  • Develop MoUs and Partnership agreements,
  • Support the follow-up and facilitate permissions for visitors, travel and access to program areas or i.e. external visitors if required.
  • Any other duties as agreed with the Line Manager.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in Security Management, Social Science, International Relations, or a related field.
  • 3-4 years’ experience and at least 2 years’ field based liaison and Safety and Security Management experience in highly complex and insecure settings in Türkiye.
  • Field Experience of Managing Security in insecure area or humanitarian emergency Crisis.
  • A commitment to working constructively with members of other teams and a service-oriented attitude.
  • Understands the complexity and values of non-profit organizations.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.


SKILL

  • Strong Computer skills (Microsoft Office, GIS, Email, Internet)
  • Good writing and presentation skills
  • Good knowledge of political and security situation within the areas of implementation.
  • Report Writing and communication Skill in English.
  • Training Delivery Skill.


FLEXIBILITY

  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.


Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
