ROLE PURPOSE:

The Protection Monitoring and Reporting Officer will be mainly responsible for producing monthly Protection Monitoring reports in the areas of implementation (Istanbul and Ankara) with the support of Protection Coordinator and Child Protection Project Manager.

SCOPE OF ROLE:

Reports to: Child Protection Project Manager

Location:  Istanbul, with regular travel to Ankara and other locations in Turkey

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

KEY AREAS OF ACCOUNTABILITY:

·       Prepare monthly protection monitoring reports by conducting qualitative and quantitative analysis of data provided by SCI and partners’ protection teams

·       Conduct primary research on designated topics including Key Informant Interviews, Focus Group Discussions, and documentation of incidents

·       Conduct secondary research and incident verification in the areas of implementation

·       Implement and oversee successful use of online data reporting systems together with Protection Coordinator and MEAL Coordinator

Identify and advocate opportunities to mainstream protection activities, through evidence gained in protection monitoring

QUALIFICATIONS AND EXPERIENCE

 

Essential

  • At least 2 year of experience in the field of Protection, primarily in Individual Protection Assistance (including handholding).
  • Education in BSc/BA/BEng level in Social Work, Human Rights Law, Sociology, Psychology, International Relations, Development Studies or similar, or equivalent field experience.
  • Excellent knowledge about the Turkish legal framework and social welfare system.
  • Knowledge of established inter-agency standards and guidelines in the field of International Protection and IPA as well as the Minimum Standards for Child Protection in Humanitarian Settings.
  • Ability to identify the main Protection risks and gaps in the given context to inform a holistic response for individuals.
  • Experience in monitoring and evaluating Individual Protection Assistance services. 
  • Experience of and commitment to working through systems of community participation and accountability
  • Ability to write clear and well-argued assessment and project reports
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
  • Commitment to and understanding of children’s rights and human rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
  • Excellent oral and written communication skills. Fluency in English and Turkish required
