Position Name: Protection  Manager

Duty Station: Samsun, Türkiye

Contract Period: Date to hire until 15 September 2020

Background information:

RET Turkey works on bridging the gap between humanitarian and development assistance, focusing primarily on vulnerable and marginalised youth residing within country. RET envisions a world in which vulnerable young people overcome multidimensional adversities and are capacitated to lead their own journey towards rebuilding more resilient and peaceful communities. To achieve this goal, RET relies on two decades of experience bridging humanitarian and developmental approaches to act efficiently within our main areas of interventions.

Towards that end, RET has invested in designing evidence-based cross-cutting assistance interventions that aim, among other things, at:

- Countering the marginalisation of vulnerable adolescents by endorsing“a gender-balanced approach”to youth agency pillared around: (i) cultivating leadership congruent with fostering youth peace ambassadorship; (ii) designing and administering technical and vocational capacity building modules conducive to economic integration; and (iii) supporting youth resilience and socio-educational programming (including basic education), as a conduit for conflict transformation and sustainable peace building.

- Responding to the lack of conflict mitigation mechanisms by building “cross-cultural bridges” between host and displaced communities through: (i) creating platforms for inter-communal and cross-generational dialogue and confidence building; and (ii) promoting youth civic empowerment, peer-to-peer mentoring and anti- violence advocacy initiatives that encourage social cohesion and bolster community resilience; and

- Preventing violent extremism through the: (i) promotion of democratic values and practices via educational programming and learning for responsible citizenship; and (ii) provisioning of psychosocial support and counselling.   

Since 2014, RET Turkey has been amongst the forefront responders to Syrian crisis, reaching out to over 200’000 beneficiaries, whilst implementing a broad range of interventions, in the fields of: (i) Education; (ii) Community-Based Protection, (iii) Child Protection; (iv) Livelihoods & Self-Reliance; (v) Social Cohesion; (vi) Youth Empowerment; and (vii) Institutional Strengthening /Capacity Building of local and public partners.  RET' s mission is to alleviate suffering and catalyzes sustainable development, in crises, conflicts and fragile contexts. 

Qualifications and Experience Required

S/he supervises relevant Project staff ; i.e. Protection Assistants, Psychosocial Counsellors, Lawyer, Translators.

S/he closely works, at the country level, with the support functions (Finance, Logistics, Procurement, Human Resources, Administration, etc.)

General Responsibilities

Under the supervision of the Programme Manager, the Project Manager is responsible for:

Supervise and guide the full implementation, management, coordination and achievement of expected outcomes of RET ’s Local Initiative Fund in Turkey Project;

Implement RET’s strategy in a timely, effective and efficient manner;

Participate in the production of quality narrative, in coordination with the management staff and in compliance with RET’s and the donor’s expectations.

Technical Competencies

Bachelor’s degree (preferably Master’s degree), preferably in Humanities and Social/Political Sciences;

At least 5-year experience in the project management in the field of Protection, primarily in Individual Protection Assistance and PSS

Strong communication and interpersonal skills,

Experience of active role in technical supervision and coaching, with particular focus on IPA. 

Ability to write clear and well-argued assessment and project reports.

Excellent oral and written communication skills. Fluency in English and Turkish required

Flexibility in difficult working conditions.

Job Summary

Specific Responsibilities

 

Project Implementation

Provide technical support and supervision to the project staff during the set-up and implementation of protection activities. 

Ensure standard operating procedures (SOPs) and vulnerability eligibility criteria for the IPA are in place

Strategize on the development and execution of a community engagement strategy.

In close coordination with the Project Staff, develop effective and efficient Work-Plans, detailing each required step to achieve project objectives, in compliance with contract(s) signed with the donor(s);

Closely follow up on the implementation of the Work-Plan, and, if necessary, take any corrective measure to ensure timely implementation of the activities and/or revision of the Work-Plan;

Guide the Project team in their day-to-day work, ensuring that the activities are planned efficiently and implemented in compliance with SoPs. 

Report to the Programme Manager, in a timely manner, any discrepancy, challenge, or difficulty met during the planning and implementation of the activities.

Finance, Administration and Logistics

Closely coordinate with the different support departments, namely Finance, Administration, Human Resources (HR), and Logistics, to ensure the proper allocation of the necessary resources for an efficient and effective implementation of the project(s);

Ensure that her/his subordinates comply with RET administrative processes and procedures;

When required, participate in the HR procedures (recruitment, performance management, staff development, etc.).

Monitoring, Evaluation, and Reporting

Ensure that data on programme beneficiaries, processes, progress and performance are collected, entered, and analysed in a timely fashion, and documented in line with requirements,

Regularly report to the Programme Manager on the implementation of programmatic activities, in line with the projects’ work plans and M&E plans.

Review the field completed M&E forms (ensuring accuracy, completion & timeliness of datasets & forms) prior to upload to Dropbox

Ensures timely development, review, and edit of periodic consolidated project reports (e.g. monthly SitReps, quarterly, or final reports), submitted by the field staff comparing reports against M&E forms kept on file.

Follow up on inconsistencies, resolving data discrepancies, upon reviewing and comparing monthly reports, in coordination with Reporting and Data Management Officer.

Secondary Responsibilities

Provide inputs for the elaboration of project proposals (narrative, operational and financial);

If requested, participate in coordination meetings with the authorities and/or partners;

Complete any additional task, as requested by the Programme Manager.

In addition, like all RET Staff

Comply with internal policies, ensuring that activities and their performance comply with what is established in RET's Code of Conduct and other Manuals;

Work as a team member;

Manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted;

Propose, constructively, alternative solutions to problems that arise in the work area.

People and Management Skills: Ability to work independently and in a team, demonstrate management skills and leadership;

Communication Skills: Well developed written and oral communication skills both in English and Turkish is a must. 

Integrity: Work with trustworthiness and integrity and has a clear commitment to RET core values and humanitarian principles.

Resilience/Adaptability and Flexibility: Works and lives with a flexible, adaptable and resilient manner in line with the humanitarian nature of RET’s core activities;

Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally acceptable manner;

Knowledge and Skills: Knowledge of Sphere Standards, Protection Minimum Standards, and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, reporting, monitoring and evaluation, project management, and information management and telecommunication skills;

Confidentiality: Appreciation and understanding of confidentiality and use of discretion when dealing with employment/staff matters.
