JOB ADVERTISEMENT – Project/Program Manager

SCI employ approximately 25,000 people across the globe and work on the ground in over 100 countries to help children affected by crises, or those that need better healthcare, education and child protection. CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

The Project/ Programme Manager (PM) is responsible for managing Save the Children International’s (SCI)  project portfolios allocated for him/her in Hatay. The Program Manager is capable of managing projects across various sectors, with a primary focus on education and livelihood. The ideal candidate should be skilled in managing multiple budgets.

The PM will ensure that all projects are implemented according to the work and procurement plan and maintain high-quality standards. They will ensure that reports are submitted on time and that donor policies and regulations are followed with respect to financial, administrative, and visibility compliance. The PM will manage relationships with partners to ensure the timely implementation of project activities and partner reporting.

Additionally, the PM is expected to contribute to the design of new projects and to represent and advocate for Save the Children’s work and organizational priorities in relevant sectors. This includes engaging with external parties such as government representatives, communities, donors, the UN, and other humanitarian agencies operating in the area.

 

SCOPE OF ROLE:

Reports to: Area Manager

Staff reporting to this post: Project Coordinator

Key Working Relationships: External Partners, Partnership, MEAL, Finance, Supply Chain departments and technical specialists

 

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation and Development:

  • Ensure that implementation of projects are in line with programme design, children and youth’s needs, agreements with donors and SCI’s policies
  • Develop Detailed Implementation Plans and Procurement Plans for various projects under the allocated portfolio
  • Coordinate with internal and external stakeholders regularly to ensure that projects are implemented in a timely manner
  • Monitor developments in the field in order to identify risks for beneficiaries and project deliverables, take mitigation actions and alert relevant stakeholders in advance
  • Engage with technical specialists to support the design new projects and proposals
  • Produce high quality reports within agreed reporting schedules.

Financial Management:

  • Follow up budget expenditure versus planned and ensure expenses are charged to relevant budget lines timely and accurately without underspent or overspent
  • Coordinate with the Finance Dept. to produce accurate and timely financial reports
  • Ensure that budget is used according to donor rules
  • Support partner organization to maintain quality budget management and reporting

 

Staff Management and Capacity Building:

  • Manage all direct reporting staff to maximize their performance
  • Utilize performance management system to clearly set performance goals and objectively assess them
  • Identify capacity needs of staff and build plans for both SCI and partner staff, linking capacity building initiatives.

 

Partnership Management:

  • Work closely with the implementing partners to ensure high quality programming and on time program delivery
  • Ensure on time financial and narrative reporting by the implementing partners
  • Visit partners’ activities to ensure implementation is within SCI quality standards
  • In line with SCI’s localization vision, work with Partnership Department to address national partners’ technical and organizational capacity gaps

Monitoring, Evaluation, Accountability, Learning (MEAL)

  • Support MEAL team in developing project indicator tables, monitoring deliverables, evaluating results and identifying lessons learned
  • Ensure that lessons learned are shared internally and externally, including implementing partners
  • Together with MEAL team, ensure that SCI’s response is accountable to people’s needs by integrating beneficiary feedback into project design and implementation
  • Support need and/or subject specific assessments in cooperation with the technical specialists and MEAL team.

Representation & Advocacy & Organisational Learning:

  • Represent SCI in sector coordination meetings, in meetings with authorities, UN agencies, and I/NNGOs
  • Advocate for the needs of children and youth in terms of access to quality education and livelihoods opportunities

 General:

  • In times of new emergencies, the post-holder is expected to work outside of pre-defined roles and support overall humanitarian response, as required by the Country Office
  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND SKILLS

Essential

  • Bachelor’s degree, and preferably post-graduate university degree, in social sciences.
  • At least 5 years of proven experience in program management within the humanitarian or development sectors, with a particular emphasis on Education and Early Recovery, though not limited to these areas.
  • Strong understanding of the evaluation of the needs in early recovery phase and adaptive program management with a focus on children, adolescent and youth
  • Understanding of humanitarian and development issues, vulnerable populations’ needs, and social cohesion
  • Previous experience of managing and coaching a team, project management and partnership management
  • Experience of and commitment to working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills
  • Experience and ability to represent an organization effectively in external forums.
  • A high level of written and spoken English and Turkish

 

 Desirable:

  • Expertise in Project/Program Management  
  • Experience or knowledge of working and living in relevant regions/contexts
  • Politically and culturally sensitive with qualities of patience, advocacy, communication, and tact.
  • Experience of preparing successful funding proposals for donors

 

Position holder will be based in Hatay with frequent travels to other cities, therefore legal right to work in Türkiye is necessary at the time of application.
