JOB ADVERTISEMENT – Project Officer (BPRM)
SCI employ approximately 25,000 people across the globe and work on the ground in over 100 countries to help children affected by crises, or those that need better healthcare, education and child protection. CHILD SAFEGUARDING:
Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
BPRM project in Hatay aims equitable and sustained access to education, protection, and livelihoods opportunities for refugee and host community girls and boys who are out of school or at risk of school dropout, and increased local capacities to deliver services to vulnerable populations in Antakya, Türkiye.
Based in Hatay, the role of the Officer is to support programme manager in daily oversight and management of project interventions, which is directly implemented by SCI’s local partner, which is a local authority. The role holder is expected to deliver effective data management, smooth coordination with the partner and other external stakeholders. The project officer will be guided by the Programme Manager to work closely with livelihoods, education, and child protection teams to ensure that the project is implemented in line with its targets and timeline. Project Officer may be required to support other projects in line with needs.
SCOPE OF ROLE:
Reports to: Programme Manager (Livelihoods and Education)
KEY AREAS OF ACCOUNTABILITY:
Demonstrate to the highest levels, Save the Children’s leadership behaviours including communicating vision and strategic purpose, external orientation, managerial courage and building high performance teams
Programme Support
- Support project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans) in the earthquake affected areas.
- Support the Partner in the implementation of all education, child protection and livelihoods activities for children and youth affected by the earthquake
- Provide input to donor reports by bridging Partner with internal units, including Monitoring & Evaluation, Awards, Supply Chain, Finance, Partnerships, and other support departments
- Identify capacity gaps within the partner and support addressing these gaps
- Ensure that the execution of partner’s activities is in compliance with the donor requirements, SCI’s policies, SOPs and procedures.
- Support field-level technical assessments in coordination with the technical specialists and other SC thematic areas and/or other external sector agencies, reviewing assessments to ensure findings are clearly documented and that all assessments include a specific analysis of children’s needs
- Visit activity sites on a regular basis to monitor, support the Partner when needed, and identify gaps. - Build a productive relationship with the Partner and beneficiary communities.
- Identify programme supplies needs and coordinate with the supply team to put in place a sensible phased procurement plan.
- In consultation with Livelihoods Specialist and Project Manager, support the development of technical resources such as curriculums, forms, handouts and others.
- Contribute to communications, media and advocacy work as required

QUALIFICATIONS AND EXPERIENCE AND SKILLS
- Bachelor’s Degree in relevant subject such Economics, Business and Administration, International Relations etc.
- Minimum of 2 years of experience working in humanitarian or development programmes, or 4 years of experience in private sector in a relevant position.
- Experience in project management, using spreadsheets, and coordination within the NGO including working in partnership with local NGOs or partners.
- Understanding of humanitarian and development issues, emergency response and refugee issues.
- Experience in livelihoods or education or child protection programmes.
- Ability to work in an emergency context, including long distances to project locations.
- Ability to take initiative, independently as well as part of a team.
- Strong commitment to providing high levels of service delivery (both internal and external stakeholders).
- Commitment to and understanding of Save the Children’s mission, vision and policies.
- Good communication skills – presentation, negotiation, analysis, reflection.
- Understanding of the complex issues that affect creating and accessing to economic activities.
- Good analytical (thinking) skills with ability to produce quality analytical reports, case studies.
- Excellent knowledge on the MS Word, Excel, Power Point.
- Fluency in spoken and written Turkish.
- Experience in any of the relevant fields, such as, Education in Emergencies, Youth Skills Development, Youth Empowerment, PSS, case management, etc. is highly desired.
- Experience working in humanitarian / emergency contexts is highly desired.
- Fluency in spoken and written English is highly desired.
- Speaking Arabic will be an asset is highly desired.
Position holder will be based in Hatay with frequent travels to other cities, therefore legal right to work in Türkiye is necessary at the time of application.
