Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.


Hierarchical & Functional links

Based in İzmir with frequent visits to Manisa and İstanbul, the Project Manager is under the line management of the İzmir Field Coordinator.

Function Details

Project Management 

Ensure that all project activities to be applied in Manisa, İzmir and İstanbul are in line with the work plan and in accordance with the targets defined

Supervise all project team in terms of donor compliance and grant management and project activities, ensuring that each member is informed and followed

Ensure key controls are in place for effective management of funding portfolio and donor compliance

Keep track of and report on applicable standards (international and national); and follow up with HQ technical teams that all information is timely received and forwarded to relevant staff members

Work closely with HQ Support Team   for timely tracking of administrative and financial needs as well as visibility and communication need of the project in line with DDD and donor regulations

Ensure all accountability and quality needs are met and applied based on the guidelines and standard operation procedures

Advice on all project related actions including partnerships and strategical decisions related with the project and timely inform line managers about any possibility of deviance from  the workplan while producing alternative paths for approval

Supervision of Project Staff

Supervise and follow up of all project field staff under the responsibility of the position

Ensure that task divisions are properly defined and followed by the employees, and responsibilities are fulfilled in line with project and activity timelines

Ensure that technical supervision is timely received   from HQ and applied as requested

Support continuous learning needs of staff and advice on capacity building planning

Contribute HR recruitment process including interviews and JD revisions in coordination with field and HQ technical teams

Enhance team spirit and motivation through capacity building opportunities and ensure collaborative environment in all project related locations

Reporting and Proposal Development

Provide regular reporting on activities to the line-manager (bilateral meeting etc., including mission reports, stakeholder meetings and other gatherings)

Track, summarize and periodically inform in advance on all donor reporting requirements or partners according to existing contractual obligations of DDD

Support the preparation of M&E Reports that contain summary data, reviewing overall performance against targets and making overall recommendations, including best practices identified and lessons learnt

Ensure consistency, quality and coherence between narrative and budget proposals in coordination with relevant HQ units

In collaboration with relevant units/staff and in line with internal organizational set procedures, contribute in drafting process of concept notes, technical proposals, whilst ensuring consistency and quality throughout, including log-frame

Provide a Mission report and/or Handover document at the end of the assignment

Internal /External Communication and Representation

To represent DDD where required and ensure information dissemination of project related activities inside and outside the organization

Work closely with Communication/Liaison Team  to assure regular  sharing of human stories and ensure thar visibility rules are followed in project locations

Participate in cluster meetings, working groups and represent DDD and disseminate project related information as well as report to line manager

Coordinate and con tribute in stakeholder meetings with the line manager and inform on further collaboration opportunities


Participate in internal work meetings

Report any security related issues to the line manager

Support operational organization of field trips and DDD programs


Compliance & Ethics

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.


NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.


Expected profile

Knowledge & Qualification

Undergraduate degree in Social Sciences

Master’s Degree in Migration Law, Sociology, International Relations, Public Administration, Politics or Psychology is preferred

Good knowledge on migration issues and local administration practices

Knowledge of contracts management

Knowledge of health/protection humanitarian programming

Knowledge of donor mechanisms; knowledge of donor compliance is an advantage



Minimum 5 years of work experience

At least 3 years of experience in project management in NGOs/ INGOs  in complex setting of humanitarian context

Prior experience working with refugees, child and women specific topics

Knowledge and experience in protection projects about refugees, migrants and IDPs

Team management and supervision is a must

Prior experience with international funding donors



Turkish and English are mandatory  ( Oral and written )

High standard of English writing and editorial skills – Please provide certificates in there are any.

Arabic is preferred.


IT & Equipment

Good proficiency with Microsoft package

Good command and practice  on online communication tools  such as Zoom , Skype etc.


General Qualities required:

Only candidates that are Turkish ID holders and legally able to work in Turkey will be considered
