JOB ADVERTISEMENT – Project Coordinator

CHILD SAFEGUARDING:
Level 3: The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
ROLE PURPOSE:
The post will lead a 3-year project that focus on strengthening the socioeconomic inclusion of marginalized, at risk refugee and host community youth through protection and livelihood services in Istanbul. The Project Coordinator will be the principal representative of the project and have leadership responsibility for the overall management of the award, which is implemented through partners. S/he will provide strategic, operational and technical leadership to successful implementation of high quality, in coordination with other stakeholders. The Project Coordinator, under the guidance of the Head of Operations, will ensure adherence to overall technical and programmatic quality in implementation, compliance with donor rules and regulations, and the timely submission of all deliverables, including work plans, budget forecasts, performance monitoring plans, and reports as required. The Project Coordinator will be responsible for the overall direction and coordination of the activities of any sub-recipient partners under the agreement in coordination with the project team. S/he will be expected to conduct regular visits to project locations.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Project delivery, management, coordination and quality assurance:
- Hold overall responsibility for high-quality design and implementation of all aspects of the project, based on actual needs and response analysis.
- Provide strategic guidance, strong leadership and ensure technically sound decision-making processes in coordination with the Livelihoods and Child Protection Technical Specialists.
- Lead, coach, support and mentor project staff and implementing partner(s) in the areas of responsibility in the delivery of the project’s goals and objectives.
- Ensure timely implementation of the project in collaboration with program staff, partner(s) and relevant departments (e.g. PDQ and support functions).
- Take full responsibility for the delegated budget holding function on the programmatic aspects of the project, participate actively in award review meetings and contribute to financial decision making, ensuring that value for money can be effectively demonstrated to the donor.
- Ensure regular and on time monitoring and monthly reporting on all project management aspects including the Award Action Plan (phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, IPTT data collection and analysis and monitoring of indicators, partner sub-awards and capacity building plans). Flag and troubleshoot when issues arise during implementation.
- Ensure that project delivery happens in strict adherence to security policies and procedures.
- Ensure compliance with and adherence to Save the Children and donor rules and regulations.
- Maintain regular contact with Save the Children Technical Specialists to ensure donor needs are adhered to and technical design and implementation is in line with Save the Children’s Global strategic direction and quality standards, as well as global research, standards and best practice.
- Produce high quality reports within agreed reporting schedules.
- Ensure that MEAL tools, including quality benchmarks, are systematically implemented and used by project staff and partner(s), in cooperation with the PDQ team.
- Support baseline and end line surveys, regular monitoring, review and evaluation, in cooperation with the PDQ team, to ensure quality and evidence-building.
- Document program learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work.
- Ensure that all actions on the best interest of the child, are gender-sensitive and implemented in a manner that enhances the sense of dignity, participation and psychosocial wellbeing of children, youth and families.
- Ensure that established international, national and inter-agency standards and guidelines are followed.
- Ensure the Child Safeguarding Policy is understood by staff and partner(s) within the program and that it is integrated into all aspects of the team’s work.
- Represent Save the Children in all relevant fora at all times.
Partner Management
- Build respectful relationships with partners in line with SC’s Partnership Principles and Theory of Change.
- Ensure staff and partners have clear understanding of the project design (including objectives and measurement indicators etc.).
- Support the partners with recruitment, e.g. technical review of job descriptions.
- Ensure partner’s compliance with SC’s policies, including Child Safeguarding Policy and Gender transformative programming.
- Monitor and regularly review partner progress against the budget and implementation plan; support partners to alter activities/strategies in light of context changes or operational challenges.
- Review partner narrative and financial reporting as well as MEAL data, in line with internal deadlines.
Strengthen coordination and external communication
- Establish, maintain and strengthen working relationships with relevant government authorities, academia, partner agencies, municipalities, other NGOs and communities (includes representation of SCI towards key stakeholders of the project).
Performance management and capacity building
- Identify capacity building requirements of staff and implementing partner(s), and support partnership department on development of capacity building plans, ensuring resourcing and implementation.
Others
- Promote an organizational culture of learning, creativity, innovation, inclusiveness and gender transformation.
- Deliver outstanding outcomes for children in their best interests that reflect zero tolerance of abuse, exploitation, neglect and violence.
- Contribute to advocacy, strategies and research initiatives.
- Where relevant, integrate emergency preparedness (awareness, activities) in all programme planning and team meetings to ensure its consideration in all stages of programming.
- In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.
- Comply with all relevant Save the Children policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies.
- Any other reasonable duty may be assigned by HoP that is consistent with the nature of the job and level of responsibility.

QUALIFICATIONS AND EXPERIENCE AND SKILLS
Essential
- At least 3 years of demonstrable experience in project coordinator in NGOs and/or INGOs
- Education to MBA/MSc/ level or equivalent field experience.
- Inter-personal skills to influence and guide staff and partners in identifying programming opportunities
- and resolving programme challenges.
- Commitment to the values and mission of Save the Children.
- Fluency in English and Turkish with excellent oral and written communication skills
- Demonstrated skills in program planning, and all aspects of project management.
- Demonstrated skills in leadership and supervision of staff and in building and maintaining a high performing team.
- Ability to analyze information, evaluate options and to think and plan strategically.
- Ability to adapt to different, often stressful circumstances.
- Ability to write clear and well-argued assessment and project reports.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- Experience in promoting children’s rights and gender, including participation in programming, design, implementation and evaluation.

- Experience and knowledge on livelihoods projects

- Demonstrable experience on building capacity of local NGOs, and government bodies and collaborating closely with multi-level stakeholders.
Position holder will be based in Istanbul, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated in a rolling basis.
