BACKGROUND

 

Association of Detainees and The Missing in Sednaya Prison, aka (ADMSP), was established in 2017 as an association for survivors, victims, and their families. ADMSP seeks to uncover the truth and to achieve justice for those detained in Syria, also works to expose the fate of the missing and forcibly disappeared persons in the Sednaya Prison and Syria overall by documenting the numbers, geographic locations, date of disappearance, detention-related violations, and the alleged party responsible for the arrest of detainees and disappeared persons. Through ADMSP’s family center, rehabilitation services focused on psychological health are delivered to survivors of torture, war, violence, or other human rights violations and conflict-related crimes. ADMSP strives to promote recognition of the harm suffered by detainees, truth-seeking, accountability, designating the fate of the missing, and reparations for victims and survivors as asserted by international human rights and humanitarian law.

 

OBJECTIVE

The main role of the Project Coordinator is to coordinate and support the design, implementation, monitoring, and evaluation of the project of interim reparative measures for survivors of conflict-related sexual violence in the south of Turkey, as well as to ensure effective coordination and collaboration between ADMSP and Global Survivors Fund, aka GSF (the Donor).

The Project Coordinator will be based in Gaziantep (split between the ADMSP office and other field offices) but will report both to the Programs Manager and GSF’s Head of Projects for Interim Reparative Measures. She/He will receive support and input from relevant teams, in particular, the Interim Reparative Measures Projects team. S/he is responsible for the technical oversight of the IRM-related activities to ensure building the technical capacity of project staff and ensure the quality and timely delivery of the IRM activities.

 

KEY AREAS OF ACCOUNTABILITY & RESPONSIBILITIES

 

 

1-    PROJECT FRAMING:

●  At the start of the project, and in coordination with working grouping and GSF’s Head of Projects for IRM, develop:

-    A detailed implementation plan, including the main steps, modalities, potential partnerships, and resources needed;

-    A budget as well as a detailed budget for the initial phases of the project.

In coordination with the working group and GSF’s IRM project team, contribute to the establishment, onboarding, and training of:

-    The project coordination team;

-    The field team, including a team of psychosocial Counselors, physiotherapy team, and Case Management team;

-    The Steering Committee – including the adoption of its internal rules and procedures.

●  [If relevant: In coordination with the working group and GSF’s IRM project team, supervise and coordinate mapping to inform the design of the project, including the extent and scope of sexual violence, situation and needs of survivors, relevant stakeholders in the field, existence of reparations, advocacy initiatives, etc. – through desk research, consultations with survivors, and consultations with other relevant stakeholders.

     

 

 

2-      PROJECT MANAGEMENT:

●   Ensure the implementation of key GSF and ADMSP principles, especially the survivor-centric approach: co-creation and active participation of survivors at all stages of the project;

●   Ensure effective coordination of the project with the GSF’s IRM project team and the Steering Committee, and ensure consultation with and involvement of other relevant stakeholders (e.g., local authorities, experts, civil society organizations);

●   Supervise and manage the project team, including through regular debriefings;

●   Coordinate the activities of the Steering Committee and facilitate internal communication, meetings, and follow-up, including the validation of key project steps and decisions;

●   Develop and supervise potential partnerships with external partners at various stages of the project (e.g., for the provision of IRM);

●   Organize and carry out regular missions to oversee the implementation of the project;

●   Oversee the collection, safekeeping, and protection of data in the framework of the project;

●   Contribute to external communication about the project, including by supporting the collection of relevant materials and representing the project on communication platforms, as may be required.

3-      IDENTIFICATION & IMPLEMENTATION OF IRM:

●   With survivors, the Steering Committee and input from GSF, supervise the design of the process for identifying individual and collective IRM, including modalities to ensure sustainable and transformative impact, and their validation by the Steering Committee;

●   Supervise the implementation of various forms of IRM decided by survivors (e.g., financial, medical, psychological), including through potential external partnerships as well as thorough risk identification, monitoring, and management.

4-    IDENTIFICATION OF SURVIVORS

●   In coordination with the GSF project team, organize and carry out awareness-raising missions and activities with survivors in selected locations;

●   With survivors, the Steering Committee and input from GSF, supervise the design of the identification process, and ensure smooth implementation, including validation of survivors by the Steering Committee;

●   Ensure implementation of key ADMSP & GSF principles, especially co-creation, and do no harm.

5-    PROJECT IMPLEMENTATION

●   Coordinate, provide technical support, and proactively engage with the IRM project team at the project sites in the planning, implementation, and monitoring of activities, which may include engagement in direct implementation as well. The activities include more specifically entrepreneurship and micro-business grants, small-scale and/or home-based businesses, apprenticeship and internship opportunities, access to higher education, health services, and stakeholder mapping.

●   Responsible for the overall implementation of the project and ensuring activities are delivered timely as per the work plan and in accordance with GSF requirements.

●   Ensure budget management and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis; budget holding when delegated this responsibility; develop procurement plan and ensure all procurements are done in time; contribute to the proposal and budget development.

●   Produce and submit monthly reports on project activities and donor reports as required, and maintain project documentation as required.

 

●   compliance to GSF: ensure GSF rules and regulations are followed and all necessary documentation is in place and backed up as needed.

●   Provide regular updates on progress, priorities, and constraints and assist with the administrative duties related to the running of IRM activities in the project.

●   Develop tools for project implementation such as counseling questionnaires, vulnerability criteria development, curriculum documents, mentoring tools, follow-up tool, etc.

●   Proactively engage with project staff in the development of Community Engagement Strategies, community-based and social cohesion-focused initiatives.

●   Ensure activities are completed with quality and within time and report any concerns to the Programs Manager.

●   Ensures there is a communication strategy with beneficiaries in place; ensures there is a functioning complaints mechanism.

6-   MONITORING, EVALUATION, Accountability, and LEARNING with THE SUPPORT of THE M&E TEAM:

●   Provide support for the carrying out of the evaluation process, as may be required.

●   Ensure that the M&E systems are effectively implemented in each project site, and its tools are in place. This includes the systematic implementation and follow-up on agreed technical IRM quality benchmarks, beneficiary assessments and verification; PDM surveys; and online surveys.

●   Ensures reporting tools are in place for daily tracking of activities/training/distributions.

●   Actively monitor IRM activities at the field level to ensure quality and compliance with best practice, and report/flag any concerns to Programs Manager. Also, continuously watch out for any unintended risks to IRM programming as a result of the project activities and flag any concerns immediately.

●   Actively support the development and implementation of an effective Accountability Mechanism for the project, with the focus on a) Adequate information sharing, b) Complaints and Feedback Mechanism, and c) Safe, Meaningful, and Ethical Participation, in collaboration with Steering Committee and GSF M&E focal point.

●   Actively engage in the evidence-building of IRM pathways in collaboration with M&E and technical staff. Capture and forward learning to IRM’s Project Development and Quality team to feed into future new project designs.

7-   REPORTING:

●  Organize regular meetings and send monthly progress reports to GSF focal point;

●  Supervise and contribute to effective and timely reporting by the project team, including administrative, financial, and narrative reporting;

●  Ensure validation of different project steps and key decisions by GSF and ADMSP, including missions, preparatory documents, and budget, and inform them of potential delays and challenges in a timely manner;

●  Collect best practices, debrief with the project team, participate in exchanges with other teams, and contribute to IRM project methodology tools;

●  Provide input on other GSF reports and documents as may be required.

8-    ADVOCACY & GUIDE:

●  Together with survivors, the Steering Committee and Working group, supervise and contribute to the design of an advocacy strategy;

●  Supervise the implementation of the advocacy strategy, including through meetings with relevant stakeholders, potential partnerships, the development of tools and documents, and/or the organization of workshops and conferences, as may be required.

COMPETENCIES

 

1- Required education, experience, certificates, licenses or registrations

●   Minimum 3 years of proven experience implementing Livelihood’s project in a humanitarian/rehabilitation context;

●   Documented results related to the position’s responsibilities;

●   Knowledge about own leadership skills/profile;

●   BA degree relevant to the assignment (Business Administration, Finance, Social Sciences, Development). A proven professional certificate in PMP, CAPM, or PgMP will be considered as a substitute for formal education;

●   Previous experience working in complex and volatile environments;

●   Familiar with the line management of staff and work plan coordination;

●   IT competencies including MS Office;

●   Fluency in English and Arabic both verbal and written;

●   Turkish Nationality is required.

2- Context related skills; knowledge and experience

●   Experience with early recovery, rehabilitation, interim reparation projects is an asset;

●   Experience with community-based projects/activities;

●   Experience working with Survivors of sexual violence; able to demonstrate sensitivity, compassion, discretion;

●   Experience with multi-sectoral and integrated Livelihood programming.
