ROLE PURPOSE:

Under the general supervision of the Child Protection Project Manager, together with the implementing local NGO partner staff, engages in project budgeting and planning and oversees day-to-day implementation and on ground management, provides technical support for the implementing local NGO partners as well as pertinent government local officials who are directly involved in the project implementation. 

SCOPE OF ROLE:

Reports to: Child Protection Project Manager

Location: Istanbul, with regular travel to Ankara and other locations in Turkey

Child Safeguarding:

Level 3 - the responsibilities of the post will require the post holder to have regular contact with or access to children or young people

KEY AREAS OF ACCOUNTABILITY:

Project Management Support

  • Coordinates day-to-day technical support (coaching, mentoring) to the field level project staff of the two implementing local NGO partners
  • Support CP PM in preparing project implementation plans and assists the implementing partner in planning process
  • Conducts regular follow-up and monitoring to the project sides to ensure proper and efficient implementation
  • Identifies critical issues in the implementation of the project and together with local implementing NGO partner staff, takes the necessary actions to address problems and constraints at field level
  • Strongly engages in the selection and follow up of target groups 
  • Prepares regular reports on the implementation of activities as per the requirements of SC and the donor
  • Facilitates and ensures the active involvement of communities in all the project activities as primary stakeholders
  • In collaboration with the MEAL team, support the systematic implementation of MEAL tools and mechanisms by project staff and partners. This will be used to build an evidence-base for the interventions, for quality reporting and for assessing impact.

Budget Management Support

  • Follows up on budget utilization and project expenditure at field level and follows up on monthly expenses and supports partners to develop mitigation plans as required.
  • Provide input during the project budget forecast

Partnership and Capacity Building

  • Closely work with partners (implementing local NGOs) to support in the preparation of quarterly project reports at field level
  • Provides technical and professional support to partners for institutional as well as project specific purposes
  • Identifies and supports partner to build their capacity and to facilitate project implementation
  • Maintains regular communication and interaction with partner to facilitate and promote learning and information sharing between SC and the partner organizations
  • Manages relations with local stakeholders including local government entities that are directly or indirectly involved in the project implementation. 

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Social Sciences (e.g. International relations, Sociology, Psychology, Economics or Social Work related fields)  
  • At least 3 year experience in project management cycle (e.g. monitoring, reporting).
  • At least 1 year of experience as project coordinator or equivalent
  • Experience in working with NGOs and partnerships
  • Experience in Child Protection, Protection
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed facilitation and capacity building skills
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in Turkish and workable communication and writing skills in English language required
