JOB ADVERTISEMENT – Program Outreach Officer

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

The Program Outreach Officer will provide day-to-day management administrative and base operational support to the Outreach Assistants which includes multi-portfolio emergency relief distribution, assessment and implementation phases within the response team while responding to earthquake disasters.  The position will provide key support to the Outreach Coordinator and contribute to the implementation of thematic program areas in coordination with other sector officers. Given this role is a clear field oriented one, the applicants must pre-accept the value focus at field operations.

SCOPE OF ROLE:

Reports to: Program Outreach Coordinator, Gaziantep

Staff directly reporting to this post: Program Outreach Assistants

KEY AREAS OF ACCOUNTABILITY:

1) GENERIC RESPONSIBILITIES (70%) 

  • Support on field level assessments and on-spot observations in coordination with other program departments
  • Ensure the Outreach Team provides accountable delivery, analyses the needs on daily basis
  • Coordinate proactively with thematic sector leads, support the field operations as requested, daily follow in develop and finalise the field activity plans jointly
  • Day-to-Day administrative, HR and technical management of outreach assistants
  • Jointly agreeing on field plans of dedicated assistants to the thematic programmes
  • Supporting the field teams on base field activity preparations, reviewing the risks and reporting to the outreach coordinator
  • Lead on the distribution activities as delegated by the coordinator and ensure timely / accountable deliveries


2) ACCESS and PLANNING (20%)

  • Support the Coordinator on response area planning and delivery of ongoing NFIs distributions planned for EQ Türkiye Response
  • Support the identification of distribution sites, needs and training of new staff along with the agreed thematic sectors.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Day-to-day proactive field access support with NGOs and local stakeholders



3) COMMUNITY RELATIONS (10%)

  • Represent Save the Children in Field level coordination mechanisms, build the relations with Muhtars and community members
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Code of Conduct.
  • In collaboration with SC colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.


Office Work: 0-1 Days (0%-20%)
Field Work: 4-5 Days (80-100%)

QUALIFICATIONS AND EXPERIENCE

Essential:

  • A suitable qualification in social studies, CVA, Shelter&WASH and Livelihoods
  • At least 2 years’ experience working in the relief sector with a recognized international organization. Ideally some of this experience will have been in an emergency situations
  • Experience in assessments, program implementation and evaluation
  • Experience of community mobilisation and distribution
  • Fluency in written and spoken English and Turkish
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Ability and willingness to travel to the project sites


Desirable

  • Language skills in Arabic
  • Experience or knowledge of working and living in relevant regions/contexts
  • Experience of and commitment to working through systems of community participation
  • Excellent communication skills
  • Proven capacity to supervise, train and coach national staff


Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
