About GOAL:

Established in 1977, GOAL is an international humanitarian and development agency, committed to working with communities to achieve sustainable and innovative early response in crises, and lasting solutions to poverty and vulnerability. About GOAL Turkey:

GOAL Turkey began implementing humanitarian programmes in 2016, contributing to the national refugee response framework which affirms the human rights of refugees and migrants, advocating for support where it is most needed. The ECHO funded LINK programme targets the most vulnerable and excluded refugees, specifically migrant seasonal agricultural workers, and members of nomadic/semi-nomadic groups such as Doms and Abdals, to reduce, remove or prevent protection risks, until lasting solutions for their protection are found. In addition to the LINK programme, Goal Turkey implements a BPRM funded project, ‘GREEN – Inclusion of Vulnerable Refugee and Turkish Women’, which aims to improve the socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women from host and refugee communities. The GREEN project offers protection integrated, market driven livelihood opportunities, including language courses and vocational skills training on greenhouse production and agriculture, the establishment of a greenhouse complex and a woman cooperative, provision of case management and individual protection assistance through GOALs social support centres (SSCs).

 

Overview of the role:

Based in Adana, the Programme Coordinator – Livelihood (PCL) is responsible for the overall management and implementation of the Construction and Livelihood components of the BPRM program that are currently implemented across Adana, Hatay, Adana, Gaziantep and Mersin. However, the focus of this role will be the activities located in Adana. It also includes day to day management of program activities and program staff, ensuring appropriate programmatic systems, procedures and support mechanisms are in place to track, analyze and report on results. The PCL must be a strong coordinator, able to develop and mentor field team members. S/he is responsible for managing relationships at field with local authorities, national and international NGOs, other service providers and beneficiaries. In particular, the position includes coordination between a variety of internal and external stakeholders, including construction suppliers and Government authorities. S/he will contribute to achievement of GOAL Turkey’s annual country objectives through quality implementation and contributions to program development. This role requires astute skills in building and sustaining relationships and coordination to facilitate successful program implementation. He/she is also responsible for general activities that are indispensable when it comes to project implementation, such as diagnostics, planning, activity management, team supervision, and financial and logistical management of activities.

 

Main responsibilities:

 

Programme delivery and Technical Oversight

  • Oversee the management, coordination and implementation of all LHH and greenhouse related program components in coordination with all stakeholders.
  • Develop detailed workplans for each team, set provincial targets and standards, and closely monitor program progress and achievement of established milestones in accordance with the program design.
  • Closely monitor the pace of program implementation and take the lead in proactively addressing any barriers to timely implementation. This may include (but is not limited) to proposing design adjustments, issue identification and solution setting, addressing capacity or performance gaps among GREEN program staff, liaising with other departments to resolve issues related to finance or procurement, addressing issues with implementation partners, etc.
  • Manage program budgets responsibly through ensuring good program financial management by making budgetary decisions, monthly monitoring implementation of activities versus spend rates and budget updating, reviewing all field support requirements and costings, and ensuring that donor budget is adhered to, and modified, as necessary.
  • Continuously identify opportunities and measures to strengthen programmes results and quality and impact through strategic programme integration especially around protection, social cohesion, and livelihood and implement these measures in a timely manner.
  • Conduct regular team meetings, set reporting mechanism and tools to ensure project is implemented in line with agreed work plans.
  • Work closely with the Protection and Inclusion Programme Coordinator and other teams, stakeholders, experts/consultants to ensure a holistic and cohesive approach.
  • Ensure quality implementation through compliance and adherence to relevant donor policies, procedures and guidelines of GOAL, the donor, and the Government of Turkey, including internationally recognized protection and social services standards.
  • Coordinate activities with various teams and departments and ensure that GREEN program’s objectives and activities are properly understood internally by relevant GOAL departments.
  • Ensure GOAL policies and procedures for programme management are known and are being implemented by GOAL staff members. Develop and roll-out Programme SOPs and train staff on SOPs and other prevalent GOAL policies.
  • Contribute to GOAL program strategy design and implementation of ACPs and other relevant strategic initiatives by GOAL.
  • Work closely to ensure that project risks are appropriately managed, including financial, programmatic, staff safety/security and reputational risks.
  • Ensure close collaboration with the Advocacy Specialist, to plan, develop and deliver the advocacy objectives.

 

 

Team Management

 

  • Directly line manages deputy program managers/relevant team members responsible with delivery of program activities in the provinces, ensuring that adequate quality and technical standards are considered and respected throughout implementation.
  • Provides guidance and supervision to location-based protection staff including protection team leaders, protection workers, protection outreach workers, community access staff, psychologists and protection legal counsellors who are responsible for the delivery of programme activities, and ensure the quality of programme delivery.
  • Conduct regular meetings with the project technical teams at all levels as a vehicle for monitoring progress and providing technical leadership and guidance to project staff.
  • Ensure relevant HR processes are followed including recruitment, performance appraisals and capacity development. Ensure that all program staff receive regular (at least annual) performance reviews from their line manager. Conduct regular performance reviews for all staff under his/her direct supervision.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e. on confidentiality, safeguarding, equality, diversity and inclusion including the GOAL's commitments to the protection from sexual exploitation and abuse (PSEA).

MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL)

 

  • In collaboration with the MEAL Coordinator, ensure that programmes are closely monitored, evaluated, and delivered as expected by per our target communities, our donor through our contractual obligations and other concerned stakeholders.
  • Work with the MEAL team to support the development of appropriate M&E, learning and programme management tools and systems and to develop internal mechanisms for knowledge management. This includes contribution to program assessment forms and other tools.
  • Ensure program quality of GOAL is monitored and that knowledge management activities and organizational capacity development is provided to GOAL teams as appropriate.
  • Improve the quality of services provided, analysis and dissemination of M&E data and lessons learnt, and review/revise GOAL’s and other best practice guidelines.

PROGRAMME DEVELOPMENT & REPORTING

 

  • In close collaboration with the Middle East (ME) Programme Coordinator, provide oversight of the donor and internal narrative reporting, ensuring that all reports meet the appropriate standards and are delivered on time and to exceptional quality standards.
  • Actively support the development and drafting of concept notes, full proposals, modification requests, and supporting documents, such as needs assessments, in coordination with the Programme Director and in line with pre-agreed timelines.
  • Support evidence-based programme development and revisions and consolidate quality inputs from key program staff (play active role in log frame and proposal development).
  • Support the production and submission of quarterly, interim, and final programme donor reports and monitor programme progress, ensuring evidence for learning.
  • Compile inputs from partner(s)/stakeholders and GOAL staff and prepare monthly and weekly internal program reports.
  • Work closely with the ME Coordinator in reviewing reports and securing sign-off as per GOAL standard global procedures.
  • Support with program strategy development, annual programme reviews and reporting.

 

REPRESENTATION

 

  • Ensure active participation and leadership role in relevant forums and coordination mechanisms.
  • Contribute and ensure active participation in and to forums, coordination and working groups meetings, to develop and nurture fruitful relations and referral partnerships.
  • Represent GOAL with Technical Government Ministries at all levels of project implementation, as well as for donor interaction, in collaboration with and as determined by the Programme Director and the Liaison Coordinator.
  • Establish and maintain professional relationships and communication lines with relevant local authorities and representatives, non-government organizations, managing communications, organizing and facilitating meetings at field level as needed.
  • Coordinate and support visits from representatives from government, donors, GOAL and another I/NGOs.

 

 

MEDIA/PR/VISIBILITY

 

  • Provide content and a technical review of publicity materials, including project and programme brochures, case studies and press releases, etc.
  • Review all curriculum and Information, Education and Communication (IEC) materials for content prior to production.
  • Actively participate in donor and/or media visits to field activities.
  • Provide necessary oversight to all visibility products including case study, programme fact sheet/brochures, videos, and pictures to help raise the profile of the LINK and GREEN programmes and to link these efforts to the advocacy strategy and objectives.

OTHER

  • Work with the GOAL Systems departments, to ensure comprehensive buy in and understanding of programme goals and commitment to same, along with action plans. Lead in dialogue to ensure systems are informed, are participating in planning and delivering appropriate support to the programmes teams.
  • Develop IT, procurement and recruitment plans and logistic timelines in line with committed program activities and and closely follow up with their implementations together with respective system department leads.
  • Ensure that Social Support Centres, where LINK and GREEN program activities are implemented, are up and functioning in line with the programs’ requirements and commitments.
  • Ensure appropriate information flow within the GREEN team, across departments, and also with the line manager and Goal Turkey (GT) SMT.
  • Carry out other duties as requested by the Programme Director

 

Key Competencies:

Requirements (essential) :

  • Extensive project management experience.
  • Professional experience in a managerial position. Demonstrated experience of managing/supervising teams is a must. Able to plan, prioritize and delegate tasks/activities and closely monitor them with minimum supervision.
  • Experience in budget management.
  • Attention to details, strong critical analysis and problem-solving skills.
  • Fluent English and Turkish both spoken and written (Arabic is an advantage).
  • University degree in a related field e.g. engineering, social sciences or public administration, etc.
  • At least 5 years’ work experience in I/NGO or voluntary sector with experience in project/program management, staff supervision and project progress/performance monitoring.
  • Demonstrated experience of active participation in humanitarian coordination mechanisms.
  • Comprehensive understanding of humanitarian act and valuing beneficiaries in humanitarian sector.
  • Strong coaching and mentoring skills with excellent trouble shooting skills in team environments.
  • Demonstrated experiences in livelihood and or socio-economic programming.
  • Experience of working in a diverse, multi-cultural environment.
  • Strong organizational skills.
  • Strong critical analysis and problem-solving skills.
  • Strong communication skills, both verbal and written including excellent interpersonal, representation, negotiation, promotion and diplomacy skills.
  • Strong working knowledge/IT competencies and practices with Word, Excel, Outlook, etc. required. Capability of data monitoring skills with an advanced level of excel usage, checking the team’s entries and inform the team members for corrective actions.

Requirements (desired)

  • Working experience in the Adana, Hatay and or Mersin provinces is an advantage.
  • Knowledge of the economy in Turkey, including knowledge of household economy in rural and urban contexts, income-generating activities, agriculture, greenhouse, cooperative and small business management, etc.
  • Knowledge of livelihood services in Turkey.
  • Experience in Southeast Turkey
  • International experience is an added advantage for this position.

Experience overseeing projects with a construction component is desirable.

GOAL

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
