JOB ADVERTISEMENT – Program Outreach Coordinator

CHILD SAFEGUARDING:
Level 3: the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
ROLE PURPOSE:
The Program Outreach Coodinator will provide day-to-day management administrative and base operational support to the Outreach Team which includes multi-portfolio emergency relief distribution, assessment and implementation phases within the response team while responding to earthquake disasters. The position will contribute to the implementation of emergency response through agreed programme plan; initiate and lead on assessments through Outreach team members for multi sector porfolio; ensure the quality of distribution of program activities carried out. Given this role is a clear field oriented one, the applicants must pre-accept the value focus at field operations.
SCOPE OF ROLE:
Reports to: Head of Programs, Hatay
Staff directly reporting to this post: Program Outreach Assistants
KEY AREAS OF ACCOUNTABILITY:
1) GENERIC RESPONSIBILITIES (50%)
- Lead on field level assessments and on-spot observations in coordination with other program departments
- Ensure the team provides accountable delivery, analyses the needs on daily basis
- Based on developed appropriate responses (both programmatic and advocacy) to meet people's basic needs, including emergency NFI distribution, winterisation, Shelter&WASH, CVA, Livelihoods and EiE programmes. This includes the development of distribution related concept notes and proposals
- Coordinate proactively with thematic sector leads, agreement on staff pool allocations, develop and finalise the field activity plans jointly
- Day-to-Day administrative, HR and technical management of outreach officers and alignment of outreach assistants to the agreed field plans
2) ACCESS, PLANNING AND REPORTING (20%)
- Lead the response area planning and delivery of ongoing NFIs distributions planned for EQ Türkiye Response at defined period
- Identify distribution sites, needs and supervise to ensure rapid recruitment, induction and training of new staff along with the agreed thematic sectors.
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
3) REPRESENTATION, COORDINATION & COMMUNITY RELATIONS (30%)
- Represent Save the Children in Field level coordination mechanisms, build the relations with Muhtars, mid-level local authority based officials
- Participation to the UN-level coordination meetings as per delegated by HoPs
- Work with the other coordinators in the area to provide support and oversight on any construction, cash and emergency activities taking place
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Code of Conduct.
- Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.
- Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups.
- In collaboration with SC Shelter colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.

QUALIFICATIONS AND EXPERIENCE AND SKILLS
- A suitable qualification in, logistics, social studies or another relevant subject
- At least 3 years’ experience working in the relief sector with a recognized international organization. Ideally some of this experience will have been in an emergency situation
- Experience in assessments, program implementation and evaluation
- Experience of community mobilisation and distribution
- Experience in winterisation programming
- Experience of and commitment to working through systems of community participation
- Excellent communication skills
- Proven capacity to supervise, train and coach national staff
- Fluency in written and spoken English and Turkish
- Commitment to and understanding of Save the Children’s aims, values and principles
- Ability and willingness to travel to the project sites
- Language skills in Arabic is highly desired
- Experience or knowledge of working and living in relevant regions/contexts is highly desired
Position holder will be based in Hatay with frequent travels to other cities, therefore legal right to work in Türkiye is necessary at the time of application.
