Position summary:

The Program Manager’s role is to lead the management of programs/grants in MARS organization in Gaziantep. The Program Manager is responsible for coordinating programs through partner organizations in the program areas or through MARS team.

The position encompasses a wide range of project activities, including planning and coordination of high-quality interventions in all the fields of humanitarian work in coordination with Monitoring and Evaluation team, supporting budget and proposal development, collating information collected from partners, reporting to donors.

The successful candidate will have previous experience with NGOs, profound expertise in the Syrian context and will be proficient in Arabic and English. The position is based in Gaziantep with ability to travel.

Job Purpose

  • To lead MARS Organization programs and proposals development.
  • To ensure that programs implementation complies with MARS’s policies, humanitarian principles, donors’ regulations, and agreements terms.
  • To ensure proper participation in coordination mechanisms in all MARS’s active sectors.
  • To provide the necessary leadership and support the team to ensure proper implementation of the projects within the required time, cost, quality, and donors’ requirements.
  • Liaise with external sponsors, as required, and maintain an up-to-date knowledge of major funding bodies’ terms and conditions
  • Collaborate closely at all stages of the grant process with the other related team members. 
  • To provide necessary support in the programs and projects development and proposals.

 

Key Activities/Tasks/Duties

  • Ensure proper and regular reporting to the CEO.
  • Represent the organization in the local and national forums.
  • Lead, manage, direct, and develop the programs department team based in Gaziantep.
  • Recruit, hire, supervise, performance manage, motivate, and appraise the team members to deliver the department goals and objectives of ensuring proper implementation of programs and projects within the required cost, time and quality and highest impact to beneficiaries.
  • Evaluate / appraise the employee’s performance periodically.
  • Set the employee’s development plans at the end of the performance cycle.
  • Provide guidance on programs and projects management approaches and standards and lead the team’s capacity development.
  • Provide all necessary support to the programs department team and help resolve all issues and conflicts that may arise because of the day-to-day operations. 
  • Manage meetings with department staff to distribute monthly, weekly, and daily tasks.
  • Prepare and finalize programs strategic plans and ensure proper coordination between them.
  • Assist in project planning and review plans in coordination with project managers.
  • Prepare planning reports for MARS’s CEO and obtain CEO’s approval for programs plans.
  • Oversee proper coordination in processes with other departments.
  • Supervise and control schedules, expenses, deadlines, budgets, and activities.
  • Resolve projects major issues related to deadlines, agencies, donors, and other departments.
  • Ensure the right communication process between project managers and other departments inside the organization.
  • Ensure the right implementation process of all programs activities and applying the agreed principles and rules.
  • Ensure active participation and enrollment from project managers in coordination mechanism and clusters.
  • Participate actively in Senior Management Team meetings, activities, and discussions. 
  • Communicate with donors and partners for major modifications, and strategic planning related to the ongoing and planned projects.
  • Ensure humanitarian principles are in place in all the organizations’ programs and projects.
  • Help conduct community needs assessment in coordination with field staff.
  • Formulate new proposals in coordination with other parties in MARS Organization.
  • Be responsible for designing and reviewing professional studies related to all sectors and activities.
  • Represent the department and ensure effective participation in meetings, clusters and workshops with partners, donors, and other parties.
  • Review new grants agreements and be aware for any new conditions and terms.
  • Follow up on fund allocations.
  • Ensure agreements and contracts are fully executed and archived.
  • Write, plan and prepare necessary project reports (4W’s) and respond to all other donors’ requests.
  • Ensure that grant applications and/or amendments are submitted within service deadlines, and check that they are accurate, comply with funder terms and conditions, and have the necessary supporting documentation.
  • Search for new partners, donors and grants and communicate with possible (donors) grantors to establish relationships with them.
  • Commitment to community work standards (privacy and respect for teamwork)
  • Supervise the process of Need assessment conducted by the M&E Department.
  • Commitment to the code of conduct related to child protection.
  • Respect and apply all the principles of prevention of sexual exploitation and abuse and to show high commitment to report any exploitation or abuse occurring both within and outside the project activities.
  • Commitment to the policy of zero tolerance adopted by MARS in cases of sexual exploitation and abuse.
  • Maintain confidentiality of work and ethics in humanitarian work and adhere to the principles of protection.
  • Accomplish any other required task asked by the direct manager in the field of work and specialization to in the favor of MARS organization.

Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Another future responsibilities/accountability may be assigned to the job depending on the department organizational chart.

Required Qualifications (Education/Languages/Work Experience)

  1. Essential:

    • Bachelor’s Degree in engineering, Business Administration, Economics, International Affairs or any other relevant field. 
    • A minimum of 5 years’ experience in the field of projects management in humanitarian organizations, with the last two years in a similar managerial position.
    • Certified in PMD Pro1 & PMD Pro2
    • Advanced skills in the English language (Writing and speaking). 
  2. Desirable
    • Master’s degree in project management, Business Administration, or any other relevant field.
    • PMP is a strong plus.
    • Pre-intermediate skills in the Turkish language.
    • Verified experience in humanitarian work and principles.
    • Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
    • Verified experience in dealing with NGO’s clusters.
    • Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
