Child Safeguarding:

Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Programme Development and Quality (PDQ) Manager leads on the development of high quality, innovative programs that deliver immediate and lasting change for children based on data and experience gathered from the Monitoring, Evaluation, Accountability, and Learning (MEAL) of those programs. The role supports programmes in Turkey.

The position ensures that programmes are designed in accordance with the country strategy and the values shared between Save the Children and partners. The position is also responsible for ensuring the quality of programmes and coordinating technical capacity building of partners.

The position provides leadership, working closely with the Operations Manager and others in the Senior Management Team (SMT) in assuring that the Save the Children programme is closely coordinated with the humanitarian community and coordination architectures nationally and regionally, incorporating research and best practices to inform the quality of our work.

SCOPE OF ROLE:

Reports to: Country Director

Staff directly reporting to this post: Technical Advisers and MEAL Coordinator.

Location: Istanbul with frequent visits to Hatay and Ankara

KEY AREAS OF ACCOUNTABILITY:

Strategic design and delivery:

  • Contribute to the development, maintenance, and review of strategy and strategic vision for the Country Office.
  • Lead role in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports
  • Lead on developing standardised programmes and sector log-frames aligned with strategy and partnership strategy
  • Lead on needs assessments, programme analysis to support annual strategy review and planning process
  • Support MEAL in developing a research programme by defining research topics and providing technical oversight to projects
  • Support advocacy and media campaigns by defining technical messaging
  • Ensure the Country Office programme is based on data and experience gathered from high quality Monitoring, Evaluation, Accountability, and Learning (MEAL) through partners
  • Ensure that technical staff provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant Country Office departments/functions

Line and team management:

  • Ensure that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programs and projects
  • Monitor the recruitment, training and promotion of programmes staff to ensure core functions are filled, with focus on nationalisation of positions where feasible
  • Manage the performance of direct reports using Save the Children performance management policies and procedures as well as through appropriate coaching, mentoring, training and development

Representation and Networking:

  • Support in establishing, maintaining, and improving active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
  • Lead on building and maintaining a network across Save the Children International and the membership to secure technical resources to support the strategy and to support in the delivery of SCI and member strategies
  • Represent Save the Children in relevant key forums at both the global and national level

Risk Management

  • Lead on ensuring application of ‘do no harm principles’ and child safeguarding to programme design
  • Monitor quality of programming to ensure programming does not cause any adverse effects

Emergency preparedness and response

  • Lead on developing programmes that are adaptive and can respond to humanitarian crisis as and when necessary
  • Ensure excellent coordination and cooperation with incoming technical advisors as well as surge teams during emergencies
  • Lead on ensuring the appropriate level of technical input into any emergency response

Facilitating Transformational Change:

  • Support the Country Director in promoting an environment of continuous learning, where staff are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
  • Support the Country Director in promoting the culture of high performance through implementing necessary processes to measure performance against key indicators and member’s satisfaction, monitoring levels and taking corrective action to ensure on-going measurable improvement of the Country Office.
  • Support the country Director in change management processes as the country programme adapts in a dynamic environment

QUALIFICATIONS AND EXPERIENCE

Essential:

  • At least 4-5 years of experience at similar are equal levels in an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors such as education, protection and livelihoods
  • Recognized leadership role in relevant technical areas at both field and country level
  • University degree in Social Sciences, in an area of social development
  • A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
  • Solid experience of developing and managing monitoring, evaluation, accountability and learning systems
  • Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working
  • Credibility to lobby, influence and represent Save the Children at all levels
  • Resource management, training , capacity building, coaching, and mentoring skills
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
  • Fluency in written and spoken English
  • Ability to work within a team

Desirable:

  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Knowledge of Arabic will be an asset
