ABOUT IDD:

Insana Değer Derneği (IDD) is a non-governmental, non-profit organisation providing relief and development assistance in Turkey. IDD is committed to the best practice and quality of work of its staff, its partner organisations and other associates. IDD programs focus mainly on livelihood, food security, rural rehabilitation and emergency education. Operations are managed from Turkey where IDD’s main office is established serving as administrative and logistics support of program being implemented directly or through partners.

General Post Description

Procurement Officer is in charge of all Procurement related activities in Turkey. He/she is responsible for the management of procurement processes, compliance and contracts.

Functional and hierarchical reporting lines

The Procurement Officer supervised by the Logistics and Procurement Deputy Manager, he/she manages; Field Procurement team. He/she collaborates with: logistics and procurement department, security department, finance department, programme department, suppliers, HQ Procurement & Compliance departments, Quality Control.

Principal responsibilities and Tasks:

Procurement   

  • Responsible for all procurement starting from PR until the completion of procurement process
  • Responsibility that all procurement corresponds with IDD or Donors rules
  • Responsibility that all procurement is done on time
  • Responsibility for Tender writing and consulting with HQ compliance and procurement department
  • Responsibility for Contracts preparation 
  • Managing all payments for suppliers and checking all related documents.
  • Prepare and update supplier lists for most common purchases and performance indicators.

Financial management & Procedure supervision and controlling

  • Assist the Logistics and Procurement Manager in preparing and keeping updated Logistics Budget Forecast (drawings)
  • Responsibility and crosscheck of all contract, documents, tenders, procedures etc.
  • Comply with IDD rules, Donors' rules and Turkey law

Contracts

  • Responsible of all contracts related to procurement in Turkey
  • Coordination new contracts and its amendments for procurement in Turkey
  • Uploading contracts and amendments to system
  • Checking reasonability and compliance of new contract with IDD Procurement rules

Other

  • Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager
  • Understand and adhere to the mission’s National Staff Handbook, IDD Code of Conduct, IDD Key Policies and relevant guidelines.

General skills:

  • Minimum 3 years of experience in procurement department
  • Postgraduate degree in public administration, humanities or another relevant field
  • Experiences in NGO sector.
  • Problem solving abilities, including: attention to detail, autonomy, organisation and flexibility
  • Ability to organize and plan effectively, work independently.
  • Proficiency with MS Office (Word, Excel, Power Point & Outlook)
  • English: Written and spoken fluency mandatory
  • Arabic: Written and spoken fluency mandatory
