AAR Japan started working in Turkey in response to Van Earthquake 2011 and was one of the first international Non-Governmental Organisations (NGO) on the ground responding to the Syrian Crisis. Since 2012, AAR Japan has implemented cross-sectoral projects on basic needs, education, food security, protection and health targeting urban refugees in Gaziantep, Şanlıurfa, Mardin and Istanbul.

The project’s overall goal, on one hand, is to contribute in building a protective environment for people with disabilities by addressing their health issues, protection risks, and their vulnerabilities and on the other hand, facilitating durable solutions for Persons with Disabilities (PWDs) in their interest.

KEY RESPONSIBILITIES

  • Responsible for the procurement planning, implementation and follow up for the two Ataköy Offices in line with AAR Japan Procurement Policies and Procedures
  • Ensure timely logistics arrangements (such as reservations of the flight, accommodation and other local transportation) for the local and international business trips of the staff of AAR Japan’s two Ataköy Offices and for the AAR Japan international staff paying business trips to Turkey
  • Responsible for the coordination, planning and management of the procurement and logistics processes managed centrally for all field offices  
  • Ensure implementation of all the procurement and logistics practices that s/he is responsible for in accordance with AAR Japan Procurement Policies and Procedures and assist Procurement and Logistics Manager for the implementation of the AAR Japan Procurement Policies and Procedures among the other staff
  • Search of market, collecting quotations, benchmarking market prices and analysis of the quotations, recommending suppliers/quotations
  • Adding new suppliers’ info to the Office Supplier List, updating the Supplier List on a regular basis and follow up of the performances of the suppliers  
  • Contributing to the making of the Services and Goods Supply Tender processes (such as tender announcements, provision of tender docs to suppliers, organize tender evaluation meetings as per the rules set out in the Procurement Guidelines, etc.)
  • Ensure day to day filing of the necessary procurement and logistics documents
  • Preparation of Ataköy Offices reports, files and lists (such as Procurement Tracking Report, Asset List, Stock List, etc.) and consolidation of the lists, files and reports created by field logistics teams
  • Ensure working in coordination with the Finance and Logistics teams of all offices and with all other team members
  • Responsible for the two Atakoy Offices’ asset & stock management in line with AAR Japan Asset and Stock Management Policies and Procedures
  • Management of mobile lines of all offices
  • Assist Procurement & Logistics Manager in other various procurement & logistics processes
  • Any other related tasks on request by the employer

Required Qualification and Experiences

Essential Requirements

  • Bachelors degree in a related educational background
  • At least 3 years professional experience in Procurement & Logistics
  • Ability to speak at least 2 languages (including English) fluently
  • Experience and ability to motivate people
  • Experience and ability to communicate in a positive and diplomatic way
  • Experience and ability to negotiate
  • Experience of taking initiative and being proactive
  • Good computer skills (especially in MS Excel)
  • Ability to work collaboratively with colleagues
  • Excellent personal organisational skills including time management and ability to meet deadlines and work under pressure
  • Willingness to travel and work in difficult environment

Desirable Requirements

  • Master degree
  • More than 2 years of experience in multinational NGOs
  • Familiar to humanitarian aid field
