General Functions:

The ongoing conflict in Syria has created surges of people crossing the borders into neighbouring countries. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection  to this extremely vulnerable population living with host families and, to a lesser extent, in camps. The large number of Syrian refugees is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.


As of September 2018, Turkey is hosting 3.6 million Syrian refugees. 200,000 reside in 16 camps (over 5.5% of the total) across South East Turkey and the remaining live outside of camps (around 93%). Of those  living outside of camps, the majority are spread across the border provinces of Gaziantep, Hatay, Sanliurfa, Kilis, Mardin as well as in Istanbul, Izmir, Mersin, Bursa and Adana.


In 2014, the Government of Turkey adapted the Temporary Protection (TP) Regulation that extends protection and assistance to all Syrians in Turkey and provides refugees with rights and duties and the framework to access health care, education, and social assistance. As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within challenging humanitarian context.


IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged;

  1. To provide basic needs assistance through multi-purpose cash, winterization, shelter repair and provision of transportation; 2. To ease the burden on national and local structures through the establishment of multi- service community centers offering protection and social stabilization for the refugees as well as increase access to education; and 3. To support the resilience of refugees and host communities through supporting livelihoods, community stabilisation and income generating activities.


Under the overall supervision of the Recovery and Stabilization Officer and direct supervision of the Project Support Officer (Recovery and Stabilization) in Gaziantep, the incumbent will be responsible and accountable to provide support in the coordination, preparation and implementation of expanding livelihoods and early recovery interventions and programme to help create income-generating opportunities for Syrian refugees as well as host community members.


Major Duties and Responsibilities:

  1. Directly coordinate, supervise and lead the implementation of all livelihoods activities under the Livelihood unit including (Quick Impact Grant/QIG, Job Placement/JP, Entrepreneurship Training/ET, Vocational trainings/VT and Community Farming/CF). in coordination with the livelihoods team leaders and ensure that implementation is aligned with methodology, processes and SOPs;
  2. Review, track and provide inputs of monthly, interim, and final project reports (both narrative and financial), taking into consideration project objectives and work plans, and notify the project support officer as RSU officer   of any issues with timeliness or quality.
  3. Facilitate the mainstreaming of Livelihood activities into other sectors such as Food Security, Protection, Education Basic needs, including needed coordination and linkages;
  4. Plan, develop, organize, and deliver capacity building and development activities to build capacity of staff and implementing partners on livelihoods project methodologies and approach,
  5. Conduct regular meetings with staff and IPs to go through the implementation progress, highlight  any bottlenecks and challenges, give technical and operational advice and provide orientation;
  6. Conduct an adequate review for community assessment findings, identify local market gaps and missing community services in close coordination with the livelihoods team. project support officer and the RSU officer.
  7. Assist in developing the livelihoods program strategy, identifying new areas of intervention, and developing on-going initiatives;
  8. Contribute to improving IP selection process through providing needed project details and inputs, feedback on IPs performance.
  9. Align all activities with the 3RP framework and technical working groups, as well as active participation in their regular meetings and events.
  10. Coordinate with M&E to ensure that timely conduction of beneficiary verification and Post Distribution Monitoring; and liaison with the Protection Unit to ensure protection is mainstreamed across activities.
  11. Ensure all Livelihood data, reports and records are clearly organized and archived.
  12. Supervise all livelihoods staff by guiding them and building their capacity in order to facilitate the delivery of high-quality outputs.
  13. Assist the PM in improving existing tools of the projects and developing new ones when required.
  14. Support the PM in identifying partners and creating opportunities for joint action with local authorities, associations, chambers as well as NGOs to scale-up IOM’s Livelihood Program and assist in creating MoUs for new collaborations.
  15. Maintain strong coordination with all the relevant stakeholders (government agencies, local authorities, (I)NGOs, UN agencies, chambers, and private sector actors) in the field of Livelihood in Izmir. Participate in coordination meetings (working group and inter-agency meetings) and meetings with local authorities, governmental officers with regards to livelihood related topics in the duty station.
  16. Perform such other duties as may be requested.


Required Qualifications and Experience:


  • Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields



  • Experience in project management and implementation
  • Experience of livelihoods and cash-based approaches or programming
  • Proven team management in humanitarian environments with successful examples of local staff management.
  • Understanding of relevant international standards
  • Experience conducting Market Mapping or Assessments
  • Experience liaising with Government counterparts and humanitarian partners.
  • Knowledge of the Syrian conflict and its impact on the affected populations.
  • Working experience in the region is an asset.
  • Excellent IT skills (Google documents, Google mail, Excel and Word)
  • Excellent communications skills
  • Good organizational and administrative skills
  • Statistical analysis techniques
  • Knowledge of electronic survey tools (Kobo)



  • Fluency in English and Turkish is required.
  • Working knowledge of Arabic is advantageous.
