1.      INTRODUCTION

 

Expertise France:

 

Expertise France is the French international technical expertise agency.

 

Its goal is to respond to the growing needs of developing or emerging countries and assist their institutions in developing efficient and sustainable public policies in the fields of Economic Development, Public Finance, Governance and Human Rights, Stability, Safety and Security, Social Protection, Sustainable Development and Health.

 

Under the joint tutelage of the Ministries of Foreign Affairs and Economy, Expertise France develops its actions within the framework of French foreign policy in the areas of development, solidarity, and influence. The agency holds a portfolio of more than 300 projects in over 80 countries manages an annual turnover above €130 million and has implemented 63,000 working days in 2015.

 

The context of the assignment:

 

The Syrian conflict is having adevastating and lasting impact on Syria and across the region. Initially peaceful have turned into an internal armed conflict. With the conflict in its seventh year, the needs of the affected populations for assistance are of an unprecedented scale.

 

The European Union joint Programme, partly implemented by Expertise France has been developed in order to respond quickly to the needs of the Syrian population in a way that is conducive to local governance, early recovery and stabilisation,by directly engaging with reliable partners inside Syria to deliver basic services to the population.

 

In the framework of this Programme,Expertise France (EF) wants to recruit an M&E Officer.

 

2.      NEED FOR CONSULTANCY

The objective of the assignment is to assist EF and its partners to implement a solid result-based monitoring and tracking system for activities which are carried out cross-border into Syria.

 

Under the direct supervision of the Monitoring and Evaluation Manager, he/she will carry out the following activities: (1) Support and implement the roll out of the M&E framework (2) Contribute to the context analysis and monitoring (3) Continuously contribute to the internal communication and reporting (internal and donor-oriented) as well as (4) Contribute to a constructive internal learning environment.

 

3.      ACTIVITIES AND GOALS OF THE CONSULTANCY

 

Under the direct supervision of the Monitoring and Evaluation Manager, he/she will carry out the following activities:

 

I.           IMPLEMENT THE ROLL OUT OF THEM&E FRAMEWORK IN THE FIELD

-         Maintain and foster EF M&E network inside Syria

  -       Support recruitment of field monitors

-         Manage monitors team daily

-         Develop tools for data collection and ensure addressing EF priorities and cross-cutting issues.

-         Qualitative and qualitative analysis and assessments

-         Ensure good use of the tools by field monitors

-         Supervise monitors’ site visits

-         Treat, analyse and consolidate data collected in field missions

-         Draft feedback and submit to M&E Manager

-         Translation of documents and reports from/into Arabic / English

 

 

II.          CONTRIBUTE TO THE CONTEXTUAL ANALYSIS AND MONITORING

-         Develop tools for context monitoring including social, economic,markets and conflict factors.

-         Ensure the timely collection and analysis of field situation reports

 

III.          SUPPORT M&E MANAGER IN CONSOLIDATING M&E MATERIAL FOR DONOR REPORTING

-         Provide consolidated data/report to facilitate reporting to donors

-         Data visualisation, graphics design and GIS.

 

IV.      CONTRIBUTE TO A CONSTRUCTIVE LEARNING ENVIRONMENT

-         Contribute to the identification of success stories

-         Ensure roll out of training package to EF partners

-         Assist in assessing the needs of partners in M&E related fields

-         Ensure roll out of training package of field monitors on M&E coach field staff

-         Ensure roll out of training package of field monitors on M&E coach field staff

 

4.      QUALIFICATION AND SKILLS

-         Degree in social/political sciences, development studies, geography or similar

-         At least 2 years’ experience in M&E in emergency and development contexts

-         Solid operational knowledge of qualitative and quantitative data collection methodologies

-         Proven qualitative data collection methodologies (especially proven experience in managing large data sets/statistics, extensive knowledge of Excel; GIS)

-         Good analytical, writing and reporting skills.

-         Strong English and Arabic skills required (oral and written), Turkish would be assets

-         Extensive experience in communicating research and learning in an emergency context

-         Experience setting up remote monitoring mechanisms would be an asset

-      Capable and willing to work in a high level of diversity (culture, language, ethnic identity, religion.

-         Experience to work in emergency response and under short deadlines

-         Flexible, enthusiastic and willing to learn from others;

-         Good sense of humour
