Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

 

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

 

Hierarchical & Functional links

Based at the DDD Coordination Office in Istanbul, the Mental Health and Psycho-Social Support (MHPSS) Coordinator will report to the program coordinators Turkey and Syria.

The MHPSS Coordinator works in close collaboration with the Medical staff and the Monitoring and Evaluation (MEAL) team.

The MHPSS Coordinator will be directly managing MHPSS Managers (Turkey and Syria), one clinical Supervisor and one  protection mainstreaming manager.

 

Essential Duties

  • Development of MHPSS component;
  • Technical support;
  • Training and capacity building;
  • Monitoring and reporting;
  • Human resources and coordination;
  • Other.

 

Responsibilities

  • Development of MHPSS component
  • Contribute to the development, review and upgrade of protocols and guidelines related to DDD MHPSS intervention;

 

  • Technical support
  • Support DDD and partner’s teams in the implementation of the MHPSS services in the project locations;
  • Ensure that the quality of the services provided in the supported structures are in compliance with DDD standards and in accordance with Turkish regulations and international conventions;
  • Promote the integration of a comprehensive approach to the projects both in Syria and Turkey
  • Support the field team and partner in developing and implementing referral mechanisms;
  • Ensure that activities follow up and monitoring processes are in place and applied by the partner;
  • Support in the budgeting process for MHPSS services and contribute to the financial monitoring, ensuring that purchases and expenses meet agreed criteria of quality and accountability.

 

  • Training and capacity building
  • Identify training needs of DDD and partners MHPSS team and develop the capacity building plan, adapting the training provided to the relevant needs in each location;
  • Develop appropriate training objectives, contents, evaluation tools and didactic materials;
  • Provide training and coaching to DDD and partner’s staff, within the frame of DDD standards and Turkish health policies;
  • Sensitise and train the medical/paramedical staff of the centres on psychological and psychosocial issues, when needed;
  • Encourage implementing partner staff to undertake personal and professional development, acting as facilitator whenever necessary.

 

  • Monitoring and reporting
  • Develop and implement monitoring and reporting tools, based on the DDD/Donor requirements;
  • Coordinate the supervision, monitoring and processes as per DDD commitments and plans, whilst ensuring appropriate information is collected and analysed;
  • Contribute to donor reports and monthly situation reports by providing relevant data related to MHPSS activities (including consolidation of information from field teams);
  • Contribute to need assessments, internal evaluations and project review for the identification of gaps, areas of improvement and new actions to undertake;

 

  • Human Resources and Coordination
  • Recruit, train and coach MHPSS Supervisors/Managers/Referents/Officers, ensuring the strengthening of local capacities among DDD Team;
  • Coordinate and evaluate the performance of MHPSS department’s staff;
  • Assess the internal and external resources to provide MH support to DDD local staff and ensure that staff mental health is adequately dealt with;
  • Ensure timely and effective communication between DDD Coordination, field staff and implementing partner on all professional matters.

 

  • Other tasks related to the position
  • Represent the Organisation with other NGOs, donors, local and national institutions and other parties, when requested;
  • enhancing good relationships and positive collaborations with all stakeholders;
  • Participate in the development of DDD strategic directions;
  • Provide a mission report and/or handover document at the end of contract;
  • Perform any other duties related with his/her positions, as required by DDD Management.

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

 

Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

 

Expected profile

Education

  • Psychologist or Psychiatrist educational background is mandatory;

 

Professional experience

  • At least 5 years of professional experience, including 3 years in management/supervision positions;
  • Previous involvement in the humanitarian sector, as well as personal or professional experience in international contexts, will be an asset;
  • Demonstrated experience and skills in training and capacity-building;
  • Capacity to successfully promote quality improvement projects and evidence based practice;
  • Knowledge on Child protection as well as gender and women’s rights and experience in projects addressing GBV will be an asset;
  • Proven experience in the use of monitoring and reporting tools;
  • Experience in project research and development.

 

Skills and qualities required

  • Proven analytical and problem solving capacities, as well as good synthesis and reporting skills;
  • Ability to work independently and with tight deadlines;
  • Flexibility and capacity of adaptation to complex and changing contexts;
  • Good communication and interpersonal skills, team spirit and ability to establish effective relationships with people of different nationalities and backgrounds.
  • Computer proficiency, including working knowledge of MS Office products (Word, Excel, PowerPoint) and web-based management systems.

 

Languages

  • Fluent English mandatory (oral and written), Arabic and Turkish would be a plus;
