Monitoring, Evaluation, Research and Learning (MERL) Manager | Gaziantep, Turkey | 2024

Background:

Kimoniks Danışmanlık Limited Şirketi (hereinafter “Kimoniks”) is seeking a MERL Manager to join our team. Position description:

The role of the Monitoring Evaluation Research and Learning (MERL) Manager will be part of the MERL team and will provide support and oversight on the project-level monitoring, evaluation, research and learning to the Manahel implemented activities. This will include but will not be limited to progressively following up with partners on Learning components, progress towards anticipated results, reviewing reports, and document best practices for project activities. They will work with different stakeholders to ensure a results-oriented monitoring and evaluation approach is in place.

The MERL Manager will adhere to and act in accordance with Kimoniks’ professional code of ethics, “Living Our Values,” and will make the principles of the code a part of the program’s culture and operating procedures. They will uphold program's safeguarding standards at all times and will promote a safeguarding culture among partners, beneficiaries, and staff.  They will also foster and maintain good relationships with potential and actual grantees, will disclose any affiliations that could be perceived as a conflict of interest, and will maintain confidentiality regarding program activities. 

Principal Duties and Responsibilities (Essential Functions)

  • In consultation with the MERL director, to lead the development of robust frameworks and tools to evaluate programme outcomes and identify where the programme can improve its activities
  • Manage and coordinate a variety of impact measurements within the programme
  • Collaborate with the stakeholders to ensure that we are sharing our research, learning and best practices both internally and externally.
  • Work with programme stakeholders to ensure the prober use of the evidence throughout the programme.
  • Develop, maintain and update a database of relevant data, reports and resources for internal and external stakeholders.
  • Analyses relevant data on project indicators for contractual reports 
  • Conducts periodic training for project staff, stakeholders, and/or partners.
  • Collects quantitative data for quarterly reports and upon FCDO’s request for review by the MERL director 
  • Prepares drafts of relevant sections of donor contractual reports, for MERL Director review 
  • Evaluates grantees’ progress against relevant sections.
  • Prepares initial drafts of Success Stories and other reports for MERL Director review, as requested 
  • Any other responsibility related to MERL, required by the nature of this role, and approved by the supervisor

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Demonstrated experience in designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects 
  • Experience in data analysis and reporting, experience in leading research would be an asset
  • Bachelors’ degree in social sciences or related field 
  • Knowledge and understanding of Syria context, conflict and security situation in Syria, previous experience in Syria strongly preferred. 
  • Experience with Microsoft Office applications, especially Excel, and experience with statistical packages such as SPSS preferred.
  • Excellent communication, and writing/reporting skills.   
  • Team player with the ability to also work independently.
  • Demonstrated leadership, versatility, and integrity  
  • Fluency in Arabic, with strong speaking and writing skills in English

Period of Performance:

The assignment is long-term through the life of the relevant donor contract.

Location of the assignment:

The assignment will be conducted in Gaziantep with intermittent travel

Supervision and reporting:

The MERL Manager will report to the MERL Director
