- Introduction
Expertise France is a public agency created on 1st January 2015 and merging 6 French public agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers project engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various fields of development and institutional cooperation including safety and security reform, post-crisis/ stability, public health, human rights, strengthening of institutions and NGOs and governance. Carrying out large-scale, multi-stakeholder projects, EF can ensure the cooperation between individuals, teams and institutions with very different statuses, cultures and specialties. Besides, EF has acquired a sound experience in administrative and financial management of large-scale international projects.
EF is accredited by the European Union for the management of delegated Community funds.
- Context
The Syrian conflict is having a devastating and lasting impact on Syria and across the region. With the conflict almost entering its eight year, the needs of the affected populations for assistance, including 13.1 million people inside the country and more than 5.6 million refugees plus their overstretched host communities in neighboring countries, are of an unprecedented scale. In 2013, the Syria crisis has transformed itself from a humanitarian emergency to a multidimensional and protracted crisis directly affecting several countries in the region - mainly Lebanon and Jordan, but also Iraq, Turkey and Egypt - whose social and economic capacity to deal with the ever growing influx of refugees is all but exhausted. All actors involved in the response agree that this massive challenge requires a comprehensive regional response not only including humanitarian aid but also longer-term structural support to host countries and communities, especially as no political solution to the crisis is in sight in the short-term.
At present, it is particularly those who live outside of Government of Syria controlled areas who are facing at best irregular humanitarian supplies and quickly deteriorating public services and infrastructure. Local councils have been formed in many places as makeshift governance structures to maintain or rebuild a minimum of basic services. In that context, and since 2013, Expertise France has developed and manages direct health projects to conflict affected communities in Syria, including through support to civilian structures.
- Job purpose – Key Responsibilities and Accountabilities
The Medical Officer will support the implementation of the PHC-S Programme. Under the supervision of the Programme Manager, he/she will be responsible for assisting with the consolidation of comprehensive health strategies for field activities, assessing and compiling existing medical data (in cooperation with the EF and partners’ M&E/Finance units), contribute to the development of the partners’ supporting departments and participate to the development of relevant partnerships and activities.
Following the direct management lines, he/she will carry out the following activities:
Main responsibilities:
- Follow up with regular report from the partners’ supporting department ensuring their quality and their conformity with the program (health and operational reports) and provide technical and operational support to the partners throughout all stages of programming processes, to support program planning, results based planning and monitoring and evaluating results.
- Work closely and collaboratively with partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision;
- Identify, capture, synthesize and share lessons learned for the partners and to build their capacity reinforcing the supporting departments, especially data management;
- Identifying the health gap according to the needs and EF strategies and participating to proposal writing for health projects, including Secondary and Tertiary Health Care;
- Develop, adjust the exit strategy according to the situation on the ground, EF strategy, and according to the PM recommendations.
- Closely coordinating with the M&E and Finance units – both at EF and partners’ - to ensure the best possible monitoring and control over the remotely managed programs in Syria and Turkey;
- Collecting information on donors’ health policies and programs, assessing and analyzing the political and operational context on the ground to assist the Programme Manager designing/adjusting implementation strategy;
- Participating on the update the health need assessment on Syria based on the situation in the ground and reports from the health cluster and other coordination platforms.
- Contribute to develop the health 'networks' with local relevant partners (authorities, other NGOs, UN Agencies, Donors...) and representing Expertise France at in meetings and clusters (upon request);
- Perform any other related duties upon instructions received from the Programme Manager.
Required skills for this position:
- University degree either in medicine, pharmacy, reproductive health, nursing, midwifery or public health.
- 3 years of experience in medical programs (implementation and evaluation).
- Proven ability in handling Project Cycle Management (proposals validation, objectives monitoring, reporting timelines, budgets verification, etc) ;
- Strong knowledge of Health Minimum Standards and WHO standards, related to facitlities infrastructure, HR, medications and medical protolols;
- Strong data management skills, Health Information System and a knowledge of DHIS2.
- Strong creativity skills to develop tools and overcome challenges;
- Proven experience of working within the health sector for humanitarian and development organizations with local partners including NGOs, local authorities;
- Work with other Programme Teams and other relevant colleagues to facilitate strategic discussions and synergies;
- Technical expertise in medical program services.
- Demonstrated capacity to oversee development of work plans and report preparation.
- Excellent written and computer skills.
- Fluent English and Arabic both spoken and written.

The successful candidate will be proposed the signature of a service contract. The incumbent should dispose of a valid residency permit at the time of the appointment.
