ABOUT PIN:

PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $30 million, engaging over 350 full- time staff members across Northern Syria and cross-border response hubs in neighboring countries.

GENERAL POSTION DESCRIPTION

The MEAL Officer will have a range of responsibilities and tasks where they will provide support to all projects’ interventions. The MEAL officer will act as liaison between Program teams and MEAL department in GZT and plan MEAL activities in collaboration with MEAL team in NWS to ensure all planned activities are carried out in a timely and adequate manner. The Senior MEAL officer will also be responsible for creating and developing tools, forms, templates, etc, in support of programs and MEAL unit.

REPORTING LINES: MEAL manager NWS, collaborates with Field MEAL teams, MEAL officers, MEAL analysis & reporting advisor, MEAL deputy manager, Accountability & CFRM department, Programs teams, Support departments.

PRINCIPAL RESPONSIBILITIES AND TASKS:

  • Coordination between Programs teams in GZT and MEAL team to ensure MEAL activities decided upon in the MEAL plan are conducted in a timely and appropriate manner.
  • Lead on the creation of the Data Collection TOR with the support of the MEAL manager & ensure implementation of data collection activities in accordance with MEAL plan & Data collection TOR, and PIRS.
  • Lead the process of designing, revision and creation of tools, questionnaires and templates.
  • Support the MEAL field team leader in planning and preparations of MEAL activities indicated in the project MEAL plan.
  • Updating the MEAL activity schedule to include activities prearranged and agreed upon with MEAL field team leaders & programs teams in GZT.
  • Lead on methodology design & sampling with support from the MEAL manager & ensure implementation of the data collection activity in line with designed methodology & selected sampling technique for both qualitative & quantitative data collection.
  • Lead on systematic data quality checks during data collection so as to ensure issues are resolved as soon as possible.
  • Leads on analysis and calculations of relevant surveys and enters them into internal reporting templates Such as the ITT & Monitoring Results table on Sharepoint
  • Weekly staff movement planning, sharing plans during weekly meetings.
  • Ensures uploading of cleaned Baseline data and analysis files on SP."
  • Developing and/or testing the scoring tool developed by the programs team.
  • Providing the Beneficiary list after scoring tool has been applied to programs team for beneficiary selection.
  • Provide support to MEAL unit on data cleaning, upkeep, coding, formatting of datasets & databases.
  • Ensure data is compiled & shared and/or upload of data collected digitally to relevant persons in a timely & consistent manner
  • Support/lead on the storage, update and archiving of datasets and consistent backup to Sharepoint and ELO (when applicable) in accordance with Data protection policies and standards.
  • Ensure findings, Lessons learned, recommendations and reports are shared with all MEAL team members and with relevant program staff in GZT office.

Digitization:

  • Lead/Support on the design and creation of data collection tools.
  • Lead/Support on the digitization process of questionnaires using tools such as KOBO and ODK
  • Lead on the management of the digital data collection tool server.
  • Lead on the identification of opportunities for the creation of dashboards formatted reports when applicable.
  • Linkages and automation of data import/export & transfer between available interfaces.
  • Support MEAL team with tech solutions when needed/applicable
  • Lead on the management, update, cleaning, upkeep and backup of PIN online data servers.
  • Manage access permissions to IM platforms

Capacity building

  • Support Program and MEAL teams on using the IM platforms such as digital data collection

interface app set up, downloading forms, use of dashboards, etc…

  • Contribute to capacity building of staff on use of digital data collection and other IM platforms
  • Contribute to development of SOPs and guidelines for IM related processes, mechanisms and frameworks.

CFRM & Accountability

  • Ensure all relevant data collection tools contain up to date accountability sections in accordance with PIRS.
  • Support the field team on prioritization of conducting CFRM related activities in the field.
  • (CFRM desk, collecting complaints and feedback from stakeholders in the field, information dissemination, etc…)

OTHER

  • Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
  • Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.

PRINCIPAL COMPETINCES REQUIRED:

I.Technical competencies:

  • Experience          : 2 - 5 years of experience in Humanitarian sector (at least 2 years in MEAL)
  • Education            : Technical college, University Bachelor degree, or equivalent is preferred
  • Language skills English at Upper-intermediate competency is mandatory, Arabic is a plus.
  • Multiple humanitarian sector knowledge & experience appreciated
  • Word, Excel, Power BI (All at upper-intermediate competency) Access or similar database app is a plus.
  • KOBO/ODK toolbox XML & XLS (intermediate to upper-intermediate competency)
  • Analysis and reporting competence (Upper-intermediate competency)
  • SPSS, GIS software, & other are a plus…
