Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for 2 (two) qualified MEAL Officer (National Post) for an EU Trust Fund funded project, Building Tomorrow. This offer is conditional on Concern receiving all necessary government permits and approvals to begin the project.

Supervisory Responsibility:   Monitoring and Evaluation (M&E) Assistants of the designated Province

Working closely with:             Programme Officers, IM Officers, Infrastructure Officers

Job Status:                              Fixed term – 1 year (extendable)

Job Purpose: The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible to ensure implementing MEAL framework to ensure programme quality and accountability through efficient and effective planning, coordination, and review of monitoring and evaluation (M&E) activities of the Building Tomorrow Programme in Turkey. This will be done in line with Concern’s organizational strategies, policies and procedures as well as the project design. The jobholder will be responsible for the coordination of the collection of monitoring information, and performing their responsibility in collaboration with programme teams and frequent visits to project sites.

Main Duties and Responsibilities:

Programme Implementation:

  • Lead and coordinate regular monitoring activities for the Building Tomorrow Programme

  • Contribute to building a strong, efficient and cohesive team, and assign daily tasks to M&E Assistants

  • Ensure quality of the information collected through verification and validation

  • Support the establishment, coordination and implementation of the Building Tomorrow Programme’s monitoring and accountability plans and monitoring tools to improve program quality using lessons learned and best practices of Concern’s programmes

  • Analyse, discuss and produce high quality reports in a timely manner on M&E findings and recommendations, and track the implementation

  • Ensure that all programmatic indicators tracked and measured systematically

  • Assist in the development of methodologies and implementation of baseline, beneficiary selection processes and evaluation exercises across all programmes

  • Share knowledge and best practice with other MEAL teams in other provinces

  • Provide technical support on M&E and evidence-based recommendations to the relevant Programme Managers, Area Coordinators as appropriate

  • Work closely with Programme teams in support of communication with PNED focal points

Other:

  • Prepare narrative reports of assessments, enrolment, selection and attendance as per the agreed reporting cycle

  • Line manage MEAL Assistants in designated province, including; support in development of Performance and Development Review (PDR), any required training, problem solving, periodic work planning and progress monitoring

  • Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, beneficiaries, and be committed to providing a safe working environment

  • Any other duties as assigned by the Senior Livelihoods Officer and Area Manager

Person Specification:

Minimum Education, Qualifications & Experience Required:

  • Bachelor’s degree in statistics, mathematics, economics, development studies, sociology or relevant disciplines with expertise in research methods and data analysis

  • Three years’ experience in an M&E, accountability or program quality role with a humanitarian organization

  • Strong conceptual and practical understanding of the role and purpose of M&E and accountability for humanitarian organisations, and an ability to implement M&E activities in line with this vision

  • Strong written and verbal communications skills with an ability to produce high quality reports in a timely manner

  • Computer literate with experience of using smart applications for M&E and data management

  • Good Turkish or Arabic Language skills
