General Functions:  

 

The Syria crisis is in its ninth year and millions of Syrians continue to seek refuge in neighboring countries, including Turkey. It is estimated that over 12.2 million individuals inside Syria now require humanitarian assistance and 7.6 million are internally displaced (SRP 2015-2016). Over 4 million Syrians have fled as refugees (UNHCR).

 

As of 2017, Turkey is hosting over 3.1 million Syrian refugees in both camp and non-camp settings, with the majority residing in South East Turkey and the surrounding areas. Of those living outside of camps, the majority reside in the border provinces, Sanliurfa, Hatay, Gaziantep, as well as the bigger cities of Istanbul, Mersin, and Adana. IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged; firstly, i) provision of humanitarian assistance focusing on the distribution of food, non-food items, cash vouchers, winterization and provision of transportation, ii) to ease the burden on national and local structures through the establishment of multi-service community centers offering protection and social stabilization for the refugees as well as increase access to education and iii) supporting the resilience of refugees and host communities through livelihoods, community stabilization and income generating activities.

 

Under the overall supervision of the Monitoring and Evaluation Officer and the direct supervision of the Senior Monitoring and Evaluation Assistant, the incumbent shall be mainly responsible for field level monitoring, accountability and feedback mechanisms, making sure AAP mechanisms are applied for IOMs Refugee Response projects.

Major Duties and Responsibilities:

 

  1. Maintain a databank with updated information of beneficiary calls, SMS, suggestion boxes and any other approach used by beneficiary for complaints and feedback, other relevant information periodically collected.
  2. Support to field teams in setting up and implementation of  accountability initiatives, monitoring and management of feedback and accountability mechanisms at field level.
  3. Support internal orientation and capacity building of field teams on humanitarian AAP approaches that are appropriate to the context.
  4. Implement AAP system at area program level and maintain linkage between M&E and accountability system.
  5. Support the implementation of accountability strategy and monitor implementation of context appropriate AAP initiatives.
  6. Monitor complaint mechanism is fully functional facilitating/leading the process of the complaint investigation at the field level and ensuring the compliance to the defined process.
  7. Interface  complaint and response mechanism with other departments, unit and functions and redress  the beneficiaries.
  8. Produce monthly reports to be shared with all relevant staff on a need to know basis respecting confidentiality; contribute to the analysis and the identification of trends in complaints and problems being raised by beneficiaries.
  9. Maintain the confidentiality and security of community complaints and feedback by storing electronic and hard copy documentation in a secure manner.
  10. Support identification, testing and roll-out of new monitoring approaches and methods.
  11. Ensure that community visits are documented, compiled, and regularly shared with management for decision-making.
  12. Support Senior MEAL Assistant in qualitative and quantitative data collection processes such as PDMs, FGDs, exit interviews etc. including strengthening capacity of enumerators in qualitative and quantitative data collection.
  13. Perform other duties as may be assigned.

Required Qualifications:

 

Education:

 

  • University degree in Sociology, Economics, International Relations, Social Science, Statistics or Development Studies or a related field from an accredited academic institution, with three years of relevant professional experience; or
  • Completed High school from an accredited academic institution, with five years of relevant professional experience.

Experience:

 

  • Proven experience in Monitoring, Evaluation, Accountability, Learning  and community assessment;
  • Strong knowledge of Accountability to Affected population, tools and methodologies;
  • Computer/software literate, skills in excel, PowerPoint, kobo tool box, and report writing.

Languages:

 

  • Fluency in English and Arabic is required.  
  • Knowledge of Turkish is an advantage.
