ROLE PURPOSE: 

The Livelihood Officer will take the responsibility of program interventions in Gaziantep Area to create income generation opportunities through entrepreneurship trainings and activities on green focused sustainable market systems. The activities will be implemented in both modalities as through partner and direct by SCI.

The Livelihood Officer Officer will be based in Gaziantep  yet travel to the program sites as Adıyaman and Kahramanmaras and be responsible for the technical oversight of program activities on behalf of Save the Children, to ensure timely delivery of the livelihoods activities. 

The Livelihood Officer will provide day-to-day management administrative and base operational support to the Outreach Assistants which includes multi-portfolio program distribution, assessment and implementation phases within the response team while responding to earthquake disasters.  The position will provide key support to the FSL Program Manager. Given this role is involving a clear field departures, the applicants must pre-accept the value focus at field operations.

 

KEY AREAS OF ACCOUNTABILITY:

GENERIC RESPONSIBILITIES (60%)

  • Coordinate and proactively engage with the team at the project sites in the planning, implementation, and monitoring of activities, which may engagement in direct implementation as well. 
  • Identify and build links with governmental and non-governmental organisations as well as public institutions and private sector that offers job placement opportunities for the project beneficiaries. 
  • Proactively collaborate with SC’s and partner’s child protection team to make sure that identification and referral of vulnerable both refugee and host communities are safely and ethically carried out. 
  • Support activities to embed SC’s FSL programming tools such as quality benchmarks, surveys and training packages. At the same time, actively transfer learnings and experience from partner to SC as well, based on the principles of equal partnership and mutual learning.
  • Pro-actively engage with other project staff in the development of Community Engagement Strategies, community-based and social cohesion-focused initiatives.
  • Perform other responsibilities as agreed with the Livelihoods Coordinator.
  • Produce and submit monthly reports on project activities as required, and maintain programme documentation as required.
  • Ensure that the M&E systems are effectively implemented in each project site, and its tools are in place. 
  • Actively monitor livelihoods activities at field level to ensure quality and compliance with best practise, and report/flag any concerns to the manager
  • Continuously watch out for any unintended risks as to child-safe programming as a result of the project activities and flag any concerns immediately
  • Actively support the development and implementation of an effective Accountability Mechanism of the project (/partner), with the focus on a) Adequate information sharing, b) Complaints and Feedback Mechanism and c) Safe, Meaningful and Ethical Participation, in collaboration with SC’s and partner’s Accountability officer/focal point.

ACCESS, REPORTING and PLANNING (25%)

  • Support the PM on response area planning and delivery of program activities planned for EQ Türkiye Response 
  • Support the identification of sites, needs and training of new staff 
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Day-to-day proactive field access support with NGOs and local stakeholders
  • Regularly liaise with the Livelihoods Coordinator and Project Manager to plan implementation in project site and ensure the overall project timeline is realistic and achievable within the agreed timeframe and make adjustments as needed during implementation.

COMMUNITY RELATIONS and REPRESENTATION (15%)

  • Represent Save the Children in Field level coordination mechanisms, build the relations with Muhtars and community members
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Code of Conduct.
  • In collaboration with SC colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.

Office Work: 0-1 Days (0%-20%)

Field Work: 4-5 Days (80-100%)

QUALIFICATIONS AND EXPERIENCE

Essential:

  • A degree in Economics, Business Administration, Social Sciences
  • Minimum 3 years of experience in livelihoods programmes, entrepreneurship, vocational training, job placement, social work and community mobilisation
  • Proven experience in relations with private sector
  • At least 2 years’ experience working in the relief sector with a recognized international organization. Ideally some of this experience will have been in an emergency situations
  • Experience in assessments, program implementation and evaluation 
  • Experience of community mobilisation and distribution
  • Fluency in written and spoken English and Turkish
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Ability and willingness to travel to the project sites 

Desirable

  • Language skills in Arabic
  • Experience or knowledge of working and living in relevant regions/contexts
  • Experience of and commitment to working through systems of community participation
  • Excellent communication skills
  • Proven capacity to supervise, train and coach national staff

 

Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
