ROLE PURPOSE: 

On February 6 at 4:17 am local time, the strongest earthquake since 1939 struck southern Türkiye, at a magnitude of 7.8, with its center in Pazarcık district of Kahramanmaras province.

Save the Children is focussing on life saving support in this initial stage, which will be followed by rehabilitation-based efforts in the program area. SCI aims to reach more children through integrated program intervention.

Food Security and Livelihoods Program Manager aims to support Earthquake response to conduct market and systems need assessment, prepare feasibility reports, build the program strategic relations and lead the response development. More specifically, FSL PM is expected to;

  • identifying and formalizing intervention objectives in conjunction with other teams and departments (supply, finance, human resources)
  • studying the various possibilities for action, forming assumptions and identifying risks / drawing up and adhering to activity timeframe
  • coordinating activities by the various teams and departments, and ensuring that actions are properly reported internally to the relevant bodies
  • identifying qualitative areas for improving programs and implementing adjustment measures
  • To develop and lead a plan on visiting affected locations to produce need assessment strategy
  • Performing high quality checklists and the completion reports
  • Represent the SCI at sector Working Group Meetings, or relevant

KEY AREAS OF ACCOUNTABILITY:

Planning, implementation and follow-up of FSL activities: 50%

  • Develop and update Standard Operating Procedures (SOP) for Emergency Response activities.
  • Lead the planning implementation of technical activities and ensure that technical activities are completed on time and in accordance with agreed SOP
  • Monthly follow-up and forecast on proper multiple budget pool
  • Regularly liaise with stakeholders from construction subcontractors and focal points to plan and implement activities.
  • Lead in the mapping of relevant organizations and institutions, highlighting which organizations are doing what and for whom 
  • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
  • Ensure subcontractor compliance with SCI policies, guidelines and standards
  • Lead to promote and document ideas for technical improvement and further program development options, aligned with TA
  • Work with Partnership & Liaison staff to coordinate with relevant actors, ensuring that duplication is avoided and coverage of assistance is maximized.
  • Ensure that MEAL tools are systematically implemented and used by project staff and partner(s), in
  • cooperation with the Program Development and Quality (PDQ) team.
  • Support baseline surveys, regular monitoring, review and evaluation, in cooperation with the PDQ
  • Foster an integrated approach by coordinating and cooperating with all other thematic areas during program implementation and for future program design and development

Program Design, Development: Technical part %30

  • Work with other staff to support the development of guidance and resource materials that aim to improve projects delivery;
  • Support the development of the projects’ strategy for Turkey livelihoods programming and contribute to conduct a stakeholder analysis and identifying potential partnership opportunities, pre-positioning with donors, and developing technically sound proposals;
  • Supporting the design of proposals and the development of proper monitoring plans, directly engaging in the design and development of proposals and drafting, reviewing and editing other proposals on an ongoing basis.
  • Ensure child safeguarding in all construction related activities.
  • Ensure all the infrastructures are inclusive by considering disability issue and gender.
  • Monthly Financial monitoring, forecasting through BvA 

Capacity Building & Representation 20%:

  • Work very closely with Local Government, stakeholders, and community members to ensure safer program delivery and community Engagement
  • Contribute to the activities of the construction technical working group.
  • Maintain communication and experience sharing with the partner organisations and other stakeholders
  • Maintain regular contact with Save the Children’s and Livelihood Technical Specialist to ensure donor needs are adhered to and technical design is in line with Save the Children’s Global strategic direction.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Bachelor’s/Master degree in Social Science, Economics, Agriculture and Business Administration 
  • Significant (5+ years) management experience working in complex context, including direct experience in implementing large, and complex partner implemented programs.
  • Experience managing large Food Security & Livelihoods programmes, focusing on urban areas, and small business support for an international NGO.
  • Proven experience building capacity of local NGOs, and government bodies and collaborating closely with multi-level stakeholders
  • Team Management experience in multiple destinations at same time
  • Fluent in English and Turkish languages both speaking and writing
  • Min. 3 years of experience in coordination with public institutions/working groups
  • Proven ability to influence change at an operational and strategic level
  • Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
  • Ability of mentoring and coaching.

Desirable

  • Knowledge of Arabic
  • Private Sector response delivery experience 
  • Demonstrated ability to set up learning and development processes for a large team
  • Experience of senior level representation, including coordination at national, WG or govt level
  • Strong interpersonal skills and experience of mentoring and coaching staff to achieve their goals
  • Advise on international best practice for building regulations for hazard resistance in non-engineered buildings.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
