Job Title: Liaison Officer
Location: Two positions vacant; Hatay Province Liaison Officer, Karamanmaras Liaison Officer

Overall Purpose: The multi-sector focal point for operations in the target district/province. Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the Province Liaison Officer coordinates, develops, leads, monitors and evaluates the activities in the assigned province. This involves effectively managing and reporting on the projects in line with the objectives, timeframe and budget. This non-technical role, seeks to facilitate the delivery of technical programs under the technical leadership of the sectoral management. Other important aspects of the role include managing and training national staff to understand, maintain and reflect our values, code of ethics and humanitarian principles. The liaison officer will encourage beneficiary participation, liaising with other stakeholders and anticipating, and planning with a special focus on Protection.
Project Overview: Our goal in the Turkey crisis is to provide rapid emergency assistance to the Turkish, and Syrian refugees to the internally displaced people affected by the Earthquake, to cover their immediate needs in health, shelter and basic assistance.
Major Duties and Responsibilities
Staff Management
- Line-manage the Officers and Assistants within the assigned projects, including day-to-day management, development and training, appraisals, etc.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback
- Provide coaching, supervision and training to staff in order to develop ownership of activities
Financial Management
- Monitor and report on district/province expenses and ensure all expenses are according to budget and meet the organisation's standards with regard to financial management, including accountability and good governance
Communication and Coordination
- Mapping of key government and non-government stakeholder, development of excellent independent and neutral relationships and appropriate communication and information dissemination.
- Support the technical teams in obtaining relevant approvals with the different ministries.
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the technical teams, in-country staff and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
- Participate in Protection, Cluster, MHPSS TWG and GBV meetings as appropriate, as well as in internal trainings, and other working groups or meetings as required, representing us and feeding back to the MHPSS staff and broader team on relevant issues
Logistics
- Ensure timely procurement of psychotropic medicine, equipment, and medical supplies for delivery of the project (if applicable)
- Liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
Quality Management
- Promote and use the organisation's intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
- Ensure MHPSS projects are implemented in line with donor proposals and requirements and in accordance with the organisation, donor, country and international standards i.e. Sphere, CHS and IASC guidelines
