Legal Officer

Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

ROLE PURPOSE:

Contribute to the development of protection legal program strategy, and strengthen the operational protection legal response.

Location:

HQ/Gaziantep

Reports to; Project Manager

Supervision responsibility: legal counselors and legal outreach workers

Key areas of accountability and responsibilities:

Programme Development & Implementation

  • Develop and launch Shafak legal services program in northern Syria, in line with research recommendations, existing strategy, proposals and donor requirements;
  • Recruit and provide technical training to the field team and partners staff, providing extensive support to the Legal team), who supervises community paralegals.
  • Design context-specific guidance, standards and tools for information and counselling on Civil Status Documentation (CSD) and Housing, Land and Property (HLP)
  •  Work closely with the field project officer to support management of challenging cases;
  • Regularly update the paralegal guidance manual and information materials as needed to ensure accurate information dissemination based on ongoing context analysis of the current situation in non-regime areas for internally displaced persons in Syria;
  • Document findings of needs assessments as required, including preparation of reports and other relevant documents
  •  Assist in preparation of documents; including case studies, statistics and reports on topics

Coordination and Representation

  • Coordinate and manage Shafak Legal Civil Status Documentation(CSD) and Housing, Land and Property (HLP) program in northern Syria and ensure technical quality and timely information sharing regarding challenges and needs at the field level;
  • Assist in contributing to the development of referral mechanisms in collaboration with Shafak coordinators, other NGOs and the Protection cluster.
  • Represent Shafak in the CSD and HLP technical working group and perform all associated tasks.

Monitoring and Reporting

  • Assist in designing relevant forms, questionnaires and templates for documentation of project activities (information sessions and information counselling) by Shafak staff in northern Syria;
  • Develop and maintain an appropriate archiving system / database in order to track activity progress and quality;
  • Track and regularly report on program deliverables and targets per donor requirements to the Protection Manager
  • Prepare regular written updates of work conducted and scheduled work;
  • Perform any other task as assigned by supervisor.

Required Qualifications and Experience

  • Bachelor degree in law
  • At least five years’ legal practice as a qualified lawyer.
  • Good knowledge of international human rights and humanitarian protection standards and principles, especially those related to civil documentation and legal identity, including implications related to gender or displacement.
  • Very familiar with legal concepts, law and practices of the Syrian legal system regarding civil status documentation and housing, land and property and legal identity.
  • Good communication skills including ability to gain trust and build relationships with new communities.
  • Experience with capacity building, including training of trainers, adult learning approaches and remote capacity building.
  • High standard of spoken and written Arabic and English.
  • Good computer skills including Microsoft Word.
  • Experience in regular report writing.
  • Legal authorization to live and work in Turkey as required by the Turkish authorities.

Desirable:

  • Experience working in NGOs and managing teams.
  • Experience working with IDP populations.
  • Experience with remote management strongly preferred
  • Good computer skills including Excel and PowerPoint.
