General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

 

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

 

Job purpose:

As part of the Monitoring, Evaluation and Learning Team, the Learning Officer will be responsible for systematically capturing and sharing of programmatic learning, while ensuring their application throughout GOAL Syria programme and beyond. The Learning Officer will establish mechanisms for the ongoing capture, management and dissemination of learning and promote its sharing throughout the GOAL Syria programme and the wider organization at large. Tasks will focus on designing knowledge and learning capture methodologies as well as the strategic dissemination of lessons learnt tailored for programme staff across WASH, Food Security, Shelter, MPCA, and Emergency sectors. The Learning Officer will design learning resources and visualisation tools including infographics, graphs, charts, one-page snapshots and/or summaries of findings, and other user-friendly products within GOAL Syria programming for targeted internal and external audiences. The learning products will be shared with GOAL MEAL and Communications HQ teams for further dissemination within and outside the organization.

 

Duties, objectives, and competencies

 

Supporting organisational learning

  • Identify key conduits for capturing learning such as GOAL Syria’s Community Complaints and Response Mechanism (CCRM), third party monitoring, GOAL internal monitoring data and GOAL partners.
  • Design and roll out the GOAL Syria Learning Capture and Capitalization Framework
  • Lead on the design and development of a Knowledge Management Platform for GOAL Syria and oversee its roll out.
  • Design and conduct regular Learning Review Consultations & Workshops with key stakeholders in GOAL Syria programme. Ensure after-action reviews and lessons learned exercises, including data collected through CCRM and other participative forms of community engagement and feedback collection.
  • Establish and lead learning capture processes with GOAL partners including facilitating regular forums to discuss lessons learnt and their application to future programme design.
  • Work closely with the MEL and Accountability Coordinators and Programme Coordinators to derive key insights and lessons learnt that form content for strategic briefs, reports and communication materials targeting a variety of external audiences including donors, and partners.
  • Responsible for documenting and production of best practices, lessons learnt success stories and other communication. Strategically disseminate findings, knowledge and guidance through various avenues, including but not limited to communities of practice, virtual or on-site workshops, conferences, and webinars, at global, regional or country-specific levels.
  • Support the Syria Communications Officer in providing content for the GOAL HQ comms team on GOAL’s work in Syria
  • Liaise with GOAL’s HQ MEAL team for dissemination of learning products within and outside the organization, placement on GOAL’s internal learning depository.

Reporting

  • Publish reports, highlight success stories, communicate program impact/overall results.
  • Participate in the process of annual program review and planning.
  • Contribute to donor reports providing quality analysis on how GOAL capitalises on learning to enhance and improve programming.

 

Dissemination

  • Responsible for design, roll out and oversight of the GOAL Syria Knowledge Management Platform. Promotes innovation throughout the project intervention, sharing of knowledge and good practices and encourage staff to do that same.
  • Document and share learning – ensure requirements, lessons learned, and best practices for products, events, and other knowledge management activities are clear and documented.
  • Keep abreast of developments in learning technologies to ensure that GOAL programming remains agile and relevant, and in order to advise and recommend tools and strategies to capture programmatic adaptations and results.
  • Liaise with GOAL HQ Learning Team to ensure learning is reflected across the organization systematically as well as to ensure that relevant learning captured in other GOAL country programmes is shared with GOAL Syria.

Other Duties

  • Support with other MEL department duties and responsibilities as required by the MEL Coordinator.

Competencies

  • Communication: Skilled communicator and ability to work effectively across multiple cultures, including remotely.
  • Adaptability and flexibility: Ability to manage a large workload and multiple tasks in a fast-paced environment with tight deadlines, and to continually reprioritise multiple tasks as a result of new information.
  • Work style: Highly organized team player, pro-active and with demonstrated strong personal initiative. Proven solid analytical, and communication skills.
  • Travel: Ability and willingness to travel to Turkey/Jordan and regionally when required.

Requirements (essential)

  • Turkish citizenship
  • MSc Degree in relevant field (Social Sciences, International Development Knowledge Management, Communication, Food Security, Public Health).
  • Proven experience in food security, livelihoods, WASH, and emergency programming and/or related fields.
  • At least three (3) years of experience in a position with similar responsibilities and tasks preferably with international NGOs or operational UN agencies.
  • Excellent writing and verbal communication skills in English.
  • Experience in qualitative and quantitative research methodologies, and analysis
  • A basic understanding of statistical analysis
  • High level presentation skills and experience using a variety of visual and written communication approaches. Experienced in designing and leading workshops to facilitate the capture of learning and best practices.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint

Requirements (desired)

  • Good contextual knowledge of North West Syria ‐ social, cultural, and economic context, priorities and constraints.
  • Strong interpersonal skills and ability to work effectively and independently within a multi-cultural team with differing areas of expertise.
  • Fluency in Arabic is a distinct advantage.
