Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs. 

 

Hierarchical & Functional links

Based in Istanbul, the Human Resources Manager reports to the Deputy General Director Support.

The Human Resources Manager will directly supervise HR Officer/s and/or Assistant/s.

Responsibilities

HR Management and Payroll

Responsible for the organisation and confidentiality of HR files (personal records, contracts, career development plan, appraisals, etc.);

Responsible for the flow of information with Finance department for all matters related to payroll managed by the Legal accountant (work contract, overtime, advances, etc.) according to existing SOP;

Provide support to field teams on HR matters that may arise (disciplinary procedures, staff representatives, etc.);

Provide guidance on organisational matters upon request (job description, org chart, etc.);

Ensure that organisational charts are up to date;

Team Management

Define team members action plans and deadlines for reaching goals;

Conduct team meetings, individual meetings and individual appraisals;

Provides regular support to the HR department staff;

Provides regular evaluation to the team under his/her responsibility;

Provide HR support, training and advice to all staff through regular workshops and trainings

 

HR policies and procedures

Participate in development, implementation and monitoring of HR policies within the Turkish legal framework and DDD guidelines;

Manage Leave Management system for all staff;

Manage the cost of living survey and participate in salary benchmarking and annual review;

Organise HR information meetings to introduce and explain policies being implemented;

Organise and participate in staff induction meetings;

Supports the field bases and coordinators for any HR issues;

 

Recruitment

Monitor the recruitment plan for projects in collaboration with Finance Department on budget aspects;

Participate in the recruitment process in accordance with DDD values and policy;

Provide support to field team when required;

 

Capacity development

Implement and follow up the yearly training plan;

Responsible for on-the-job training for the HR staff;

Provide capacity development/training for implementing partners’ organisations on Human Resources Management (recruitment, job description, staff evaluation, and pay management);

Define priorities and action plan;

Provide follow up and progress report on the actions being taken;

 

Reporting

Responsible for HR Data monthly reporting to the Deputy General Director Support;

Provide regular reporting on HR activities to the Line-Manager, upon his/her solicitation;

Perform any other duties related with his/her positions, as required by line manager.

Provide a mission report and/or handover document at the end of contract;

 

Other tasks related to the position

DDD focal person towards Turkish authorities, for all HR related matters;

Participate in the development of DDD HR strategic directions;

Perform any other duties related with his/her positions, as required by DDD Management.

Ensure the relevant documents are available for the recruitment of international staff and assist in the application of work/residence permit or visa

 

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description can be adjusted throughout the year according to needs and priorities.

 

Expected profile

 

Education

Academic Background in Administration and/or HR Management

Good knowledge of Turkish Labour Law

 

Professional experience

Minimum 5 years of previous experience at similar or equivalent positions;

Good Computer skills;

Familiar with international NGO culture or multicultural environment.

 

Skills and qualities required

Proactive, adaptable and capacity to take initiatives;

Organisational skills, detail oriented;

 

Languages

Advanced speaking and writing skills both in Turkish and English. Arabic or French will be an added value.

DDD in Turkey, in collaboration with different partners, is running a project aiming at facilitating access and orienting beneficiaries to primary and secondary level of health care services, providing Psycho Social Support for the refugees and migrants in Turkey.
