Purpose:

The aim of this consultancy is to review and assess the current Human Resources policies, procedures, practices and propose regulatory and procedural improvements aligned to international best practices.

The Organization:

Suriye Yardim is a Turkish-registered charity organization, which is registered in response to the crisis that engulfed Syria since March 2011. Suriye Yardim is a non-political, non-denominational, non- governmental organization, established to provide humanitarian aid to Syria. We are committed to work in line with Turkish Charity to ensure full transparency and credibility are applied.

The Terms of Reference:

The role of the consultant is expected as per the following terms of reference:

  1. Review and assess SYD performance evaluation and training policies and procedures.
  2. Review Salary structure.
  3. Review Organizational structure.​

Expected outcomes:

 SYD shall be expecting the following outcomes:

  • Designed organizational structure.
  • Developed a clear salary structure with clear guidelines.
  • Revised and develop performance evaluation and training policies and procedures in line with international standards.

 

Applications’ Requirements, Considerations and Qualifications:

The Consultant will be expected to be self-motivated and able to work independently. Supervision and support will be provided by the HR Manager, Additionally, the HR Manager will provide a general induction to the work of SYD, relevant background documents, and links to the relevant SYD entities and individuals across the wider organization and outside of it.

  1. Applicants are required to submit a financial proposal with breakdown cost for the assignment per milestone that includes cost for human resources that might be involved in the assignment, transportation, and accommodation …etc.
  2. Provide track record of materials/ manuals/ tools used by the applicant for similar assignments (if available)
  3. Provide 3 references. (Name and contact details of previous clients)
  • Essential:
  • Five to ten years’ experience in human resources, including development of human resources
  • Experience in undertaking human resources evaluations.
  • Experience in strategic planning and organizational development for INGO.
  • Excellent organizational and time management skills.
  • Excellent report writing skills.
  • Excellent spoken and written English, Arabic will be an advantage.
  • Availability to fulfil the role and tasks within the stipulated timeframe.

Desirable:

  • Experience of human resources management in the international humanitarian sector.
  • Experience in Organizational structure.
  • Understanding of consensus decision-making.

Budget:

The following should be taken into account:

  • The consultant fees should INCLUDE: Hotel accommodation and air travel if any.
  • The amount is excluding direct expenses such as material, business telephone calls, photocopying and printing etc. Such services will be provided at the SYD offices in kind.
  • Local transportation in the field will be organized and paid by SYD.

 

Reporting:

The Consultant will report to the HR Manager and Country Director.

Consultancy Start and End Date:

A technical offer in addition to a detailed financial offer (including accommodation transportation) to be sent to SYD HR no later than August 20, 2020 (prior 05: 00 pm). to start as soon as possible and finish all tasks by end of September 2020

Any proposals received after the deadline mentioned, will not be considered

SYD will respond to applicants with its decision within 5 working days from the proposal deadline.

 

The following must be included in all submissions:

1- Technical and financial proposal and budget.

2- Work plan including proposed timeline.

3- Detailed budget of costs.

4- The CV. Each CV should be no longer than three pages and contain relevant information only.

5- In case of a consultant organization, a brief capabilities statement of the consultant organization and/or brief description of relevant (similar) consultancies that would qualify for this assignment.

Technical and financial offer will be discussed upon selection.
