Position Summary

The Grants Coordinator will be an integral member of the Grants Unit at RI Turkey. The Grants Unit serves as the facilitator for grants management processes in country and ensures compliance with donor requirements at all stages of the project lifecycle. The Grants Unit’s responsibilities include, but not limited to, ensuring timely and quality reporting, facilitating grant opening and closeout processes, advising on donor rules and regulations, maintaining grants related information and files, coordinating proposal development processes, and capacity building of staff and implementing partners.

Reporting to the Grants Manager, the Grants Coordinator will support grants management processes for RI’s programs in Turkey, with a particular emphasis on management of sub-grants to implementing partners. The Grants Coordinator will work closely with RI Turkey’s Programs, Finance, Operations, and other departments to manage sub-grants to implementing partners and build and maintain robust partnership practices. The Grants Coordinator will be primarily responsible for work on RI’s U.S. Government Bureau of Population, Refugees, and Migration (PRM) programming, though will support on European Civil Protection and Humanitarian Aid Operations (ECHO) and other donor programming as requested.

 

Position Duties and Responsibilities

Sub-grants management:

  • Lead the development of sub-grant agreements and any subsequent modifications;
  • Facilitate sub-grant opening and closing processes with the participation of key staff/departments from RI and the implementing partner;
  • Advise sub-grantees on compliance with donor and RI requirements;
  • Contribute to donor reporting processes in relation to sub-grants management;
  • Contribute to proposal development processes, including reviewing and improving partners technical narratives and budgets and ensuring partners’ participation in the proposal development process;
  • In the event of a competitive selection of implementing partners, coordinate the call for proposals and partner selection processes;
  • Maintain a comprehensive and up-to-date filing system on all aspects of sub-grants management;
  • Other responsibilities assigned by the Grants Manager.

 

Capacity building:

  • Coordinate pre-award due diligence processes and organizational capacity assessments of potential partners using RI’s standard tools;
  • Support the Project Managers with the tools and approaches for partnership engagement for effective programming;
  • Make recommendations on a capacity building plan for each sub-grantee in relation to risk and impact across departments;
  • Conduct capacity building activities for partners, including training workshops and one-on-one mentoring of key staff on donor rules and regulations and other relevant areas as needed;
  • Ensure partners understand the relevant tools and provide necessary support to deliver on projects.

 

Partnership practices:

  • Support the development, piloting, implementation, and assessment of partnership management standard operating procedures (SOPs);
  • In coordination with RI HQ technical team in coordination with the Grants Manager, develop and roll out other tools and resources needed to effectively manage partnerships;
  • Improve partnership practices by periodically assessing RI Turkey’s partnership management approach taking into account diverse perspectives (both RI’s and partners’), developing case studies to capture lessons learned and best practices, and making recommendations for improvement. 

 

Reporting:

  • Coordinate RI response to any questions and comments from donors on reports submitted;
  • Maintain an up-to-date tracker of all reporting deadlines and ensure that responsible staff who contribute to reports are aware of reporting deadlines, templates, and requirements;
  • Track submission of reports to donors through the appropriate submission channels and file all reports together with submission emails;
  • Build capacity of staff and implementing partners on report writing through regular report review, coaching, and trainings;
  • Other duties as needed.

 

Other:

  • Support the Grants Manager in proposal development and grant modification processes, including conducting desk review, contributing to the writing process, needs analysis, preparing budget narratives and other essential annexes, etc.;
  • Support the Grants Manager in monitoring program implementation and spending to ensure compliance with donor rules and regulations as well as internal RI procedures and advise program and support teams on various donor compliance issues;
  • Assist with the organization of grant opening, closing, and monthly meetings, take meeting minutes, and follow up on action points;
  • Maintain a database of grant documents and do regular file audits to ensure that filing is comprehensive and up-to-date.

Perform other tasks as assigned by the supervisor.

 

Qualifications & Requirements

  • Graduate degree in a relevant field preferred;
  • At least three years of work experience in relief or development programs, preferably with an international non-governmental organization;
  • Strong understanding of grants and sub-grants management and program development;
  • Experience of donor reporting (in particular ECHO and US Government);
  • Fluent written and spoken English required;
  • Ability to write clearly and coherently;
  • Excellent organizational and analytical skills;
  • Ability to work well in a team and in a multi-cultural setting;
  • Excellent inter-personal communication skills;
  • Competence in Microsoft Office;
  • Flexibility, optimism and a sense of humor are assets and highly valued;
  • Valid Turkish work/resident permit or related documentation;
  • Flexibility to travel to different cities in Turkey (e.g. Istanbul, Ankara, Izmir, Hatay).
