For Oxfam KEDV’s emergency earthquake response in Gaziantep we are looking for a Govt Liaison & Partnership Manager
Team Purpose
To lead the Oxfam KEDV response team’s efforts to coordinate, implement and support partner-led response actions as part of the 2023 Earthquake response.
Job Purpose
The Govt Liaison & Partnership Manager is part of the Turkey response team. Oxfam KEDV’s response ambition is to support, enable and complement the work of local partner organisations, aligned with Oxfam KEDVs’ Humanitarian Approach. The role will be ensuring Oxfam KEDVs’ strategic engagement with partners and stakeholders to shape and deliver the response strategy and implementation.
Dimensions
- Coordinates and delivers agreed plans or strategies over which the job holder has some strategic input.
- Represents Oxfam KEDV in coordination meetings and external relationships.
- Impact and influence of the job is mostly within Oxfam KEDV country programme and response, and frequently also in other parts of the Oxfam confederation and with an external audience.
- Specific competencies and skills are required to achieve the job’s objectives e.g. geographical, thematic and managerial.
- Provides specialist advice or specific skills to their team, Oxfam KEDV’s earthquake response team, Oxfam’s global humanitarian team, and partner networks.
- Their plans and objectives are developed to contribute to country, response, and broader programme strategy and can involve collaboration with other programme units (e.g. other Oxfam KEDV teams in-country or colleagues in different country programmes) or departments (e.g. head office).
- Management tasks are complex and non-routine within their specialist unit or function.
- Requires the ability to analyse and communicate complex information to a wide audience.
- Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme teams in Oxfam KEDV
- Develops effective networks within Oxfam and with appropriate external bodies.
Key Responsibilities
Strategy
- Development, regular review and updating of the Partnership and Local Humanitarian Leadership (LHL) elements of the response strategy in conjunction with partner organisations.
- Ensure a strong and enabling focus of the response on local actors’ leadership, capacity and influence, with a specific focus on women-led, women’s rights, refugee-led organisations, disabled persons organisations, and organisations working to protect and support the rights and wellbeing of the most vulnerable
- Ongoing documentation, mapping and engagement with (prospective) partners responding to the crises in the country – including civil society, government and private sector – and propose where and how Oxfam KEDV could potentially add value.
- Work with partners and allies to explore and seize opportunities for contributing to peace and sustainability – to influence immediate/intermediate responses (incl. influencing/our communications, innovation, capacity development etc.)
- Ensure the Turkish country response is in line with Oxfam humanitarian approach (community engagement, local humanitarian leadership, safe programming and feminist approach). Ensure and support partnership-centric ways of working throughout the humanitarian project and programme management cycles in close collaboration with the country response team
- Support partner responses’ quality programming by coordinating Oxfam KEDV resources (human, technical, financial) are availed in support of partners’ response actions. Liaise with Oxfam KEDV teams and stakeholders to ensure necessary and appropriate support is provided.
Leadership and Management
- Oversight and monitoring of others, to ensure open, transparent and two-way communication and collaboration, and broker or provide support to their ongoing needs and organisational and institutional development.
- Maintain oversight of partners’ programmes, together with Oxfam KEDV technical leads and the country and response leadership, ensuring the implementation and quality of activities is monitored in ways that are aligned with equitable partnering approaches.
- Together with MEAL staff, support the development of appropriate MEAL for partners’ responses. Support regular learning exercises jointly with partners in various stages of the response cycle.
- Lead on response reporting and information dissemination, in collaboration with partners.
- Work in close collaboration with response leadership to identify bottlenecks early on and collectively resolve them.
- Strong coordination with other humanitarian actors in-country to enable local and national partners to be involved, active and leading in coordination and leadership spaces.
Partnership Relations & Portfolio management
- Scope and build relations with potential and existing partners. Assessing mutual interest, potential, alignment, and possible risks of engagement. Establish Oxfam KEDV's and partners’ added value in each collaboration.
- Create appropriate information management tools (e.g. a database incl. partnership assessments) to inform management decisions.
- Develop, manage and maintain the partnership portfolio. Identify short vs medium term relations; thematic focus; organisations vs networks/federation/consortia, etc.
- Day to day management of the relations with partners, supported by other Oxfam KEDV staff engaged in the response, to ensure a high-quality programme response. Undertake regular ‘partnership health checks’ and enhance Oxfam’s ways of working in response to partners’ feedback.
- Ensure that Oxfam KEDV partnership principles, as well as Oxfam’s commitments to Local Humanitarian Leadership (incl. Charter for Change, Grand Bargain & the Pledge for Change), are embedded within the ways of working and fully understood by Oxfam KEDV staff and partners. Propose and ensure improvements in Oxfam’s partnering practices as required.

Partner Funding and Contracting
- Ensure a transparent assessment process of potential partnerships.
- Coordinate and support partnership assessments and due diligence checks processes through the relevant Oxfam instruments, liaising closely with relevant Oxfam KEDV stakeholders.
- Support contracting, reporting and administrative processes (with partners’ teams and Oxfam KEDV teams) to ensure timely transfer of funds to partners and reduce administrative burdens of partners.
Coordination and Representation
- Represent Oxfam KEDV in coordination meetings as relevant, and if requested provide briefings to other Oxfam departments (Media, Advocacy and Policy) teams in agreement with the response leadership team.
- Coordinate with the MEAL team to ensure key partnership-related information management documents are kept up to date by Oxfam KEDV and partner agencies on a regular basis.
- Share good practice examples from Oxfam KEDV response programmes at relevant coordination meetings and platforms.
Skills and Competence
- Knowledge of and demonstrated commitment to Oxfam's values, mission and work including feminist approach to humanitarian responses and Oxfam’s partnership principles.

- Experience with programme management, ideally in humanitarian.

- Diplomacy, tact, and negotiation skills.
- Excellent communication and cross-cultural management skills.
- Excellent command of written and spoken Turkish & English languages.
