Background:

Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the most vulnerable. Global Communities is providing humanitarian assistance to vulnerable populations in Northern Syria and plays a leadership role in the UN clusters and technical working groups system to support the Syria response.

The Gender-Based Violence Sub-Cluster (GBV SC), co-chaired by UNFPA and Global Communities, is a coordinating body with the objective to reduce risks and mitigate consequences of GBV experienced by women, girls, boys, and men in Syria. It works to facilitate multi-sectoral, inter-agency action aimed to prevent GBV and to ensure a principled approach to the provision of accessible, prompt, and survivor-centered services to survivors of GBV. The GBV SC focuses on populations affected by the armed conflict in Syria reachable through cross-border operations from Turkey.

The GBV SC ensures, in coordination with the Protection Cluster (PC) and Whole of Syria GBV AoR, the integration of GBV prevention, mitigation, and response in the multi-sectoral humanitarian response. It is currently comprised of approximately 74 active members, the majority of which are local Syrian NGOs.

The GBV SC Co-Coordinator will be a member of the Global Communities’ team based in Turkey and operating cross border in Syria. This position will be fully dedicated to coordinate, together with the UNFPA hosted coordinator, the GBV SC, with humanitarian partners through cluster coordination mechanisms. The GBV SC Co-Coordinator will drive coordination of GBV humanitarian response, development of documentation and structures for the GBV SC, development of technical guidance to support the quality of GBV prevention and response.

Roles and Responsibilities:

This position will entail the following:

• Lead appropriate coordination with all humanitarian partners through cluster coordination mechanisms and the Whole of Syria structure, including for the improvement of the quality of GBV prevention and response services,
• Lead the development of key GBV SC documents and structures (TORs, annual strategy, SOPs, technical guidance notes),
• Develop quality control of GBV SC and ensuring coordination with other clusters/sectors, OCHA, and the Inter-Cluster Coordination Group (ICCG),
• Promote and adopt standardized methods, tools, and formats for common use in GBV prevention and response programs, including the development of guidance notes on technical issues,
• Act as focal point for the GBV SC with donors, providing information on strategic priorities and achievements, advocating for funding to meet the needs of the sector,
• Coordinate assessments/studies targeting information gaps of vulnerable groups, and the implementation of a Capacity Building Initiative,
• Ensure, in coordination with the GBV SC Information Management Officer (IMOs), appropriate information management and reporting, including through maintaining a unified GBV SC database,
• Technically support other clusters/sectors in the adoption of GBV risk mitigation measures and co-lead the joint GBV SC taskforces with other clusters,
• Implement monitoring systems to review impact of GBV Sub-Cluster activities,
• Integrate cross-cutting issues in sectorial needs assessment, analysis, planning, monitoring, and response (e.g. age, gender, and disability),
• Supervise the work of the GBV SC IMO and the Support Officers,
• Potential travel to Syria for conducting training and meeting with sub-cluster members as needed.

Qualifications:

Academic qualifications:

• Bachelor’s degree from an accredited academic institution, preferably in gender studies, humanitarian interventions, international relations, social sciences, political science, development, human rights, humanitarian law, or related field.

Experience:

• Combined 5-7 years of demonstrable experience with I/NGOs and/or UN in designing and implementing GBV programmers, and/or relevant professional work experience, including at least 3 years based in an emergency context,
• Solid experience and knowledge of humanitarian coordination mechanisms,
• Good knowledge of GBV related technical guidelines and standards,
• Proven experience in building capacities, including training and mentoring staff on GBV prevention and response,
• Solid understanding and grounded experience of GBV responses in emergencies,
• Excellent written communication skills,
• The ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential,
• Excellent interpersonal and leadership skills,
• Strong organizational and team working skills,
• Good cultural awareness and sensitivity,
• Good understanding of the Syrian crisis.

Language:

• Fluency and excellent writing skills in English and Arabic is mandatory.
