Title:                    GBV Information Management Officer

Reports to:        GBV Sub-Cluster Information Management Coordinator

Location:            Gaziantep (Turkey)

 

Background

Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the most vulnerable. Global Communities is providing humanitarian assistance to vulnerable populations in Northwest Syria, and plays a leadership role in the UN clusters and technical working groups system to support the Syria response.

 

The Gender-Based Violence Sub-Cluster (GBV SC), co-chaired by UNFPA and Global Communities, is a coordinating body with the objective to reduce risks and mitigate consequences of GBV experienced by women, girls, boys and men in Syria. It works to facilitate multi-sectoral, inter-agency action aimed to prevent GBV and to ensure a principled approach to the provision of accessible, prompt, and survivor-centered services to survivors of GBV. The GBV SC focuses on populations affected by the armed conflict in Syria reachable though cross-border operations from Turkey.

 

The GBV SC ensures, in coordination with the Protection Cluster (PC) and Whole of Syria GBV AoR, the integration of GBV prevention, mitigation and response in the multi-sectoral humanitarian response. It is currently comprised of approximately 74 active members, majority of which are local Syrian NGOs.

 

Roles and Responsibilities

This position will entail the following:

  • Ensure the stability and effectiveness of technical services of the system in all devices of users.
  • Set up a Log of active and decommissioned devices and users registered.
  • Request conduct and complete necessary maintenance to devices of the team.
  • Provide the necessary technical support for the team in daily use of GBVIMS+ system.
  • Assist with future trainings for new users of the system and keep track of the trainings log.
  • Monitor, Communicate and coordinate on system upgrades and follow up.
  • Keep and communicate a record of errors in the system to communicate with system administrators.
  • provide regular necessary feedback and updates of work system.
  • Coordinating with the IT department in the org for support needed in terms of
    • Installation and maintenance of the mobile device management solution,
    • Installation of the mobile device management solution,
    • Monitoring and utilization of the features of the solution such as tracking of basic information about the device, applications installed on the device, period information about the device location, log of control operations, ability to lock/unlock the device and additional functionality as defined by the mobile device management agreement,
    • Upgrading the mobile application when needed. For this purpose, the IT staff should be able to collect all devices in one location on a regular basis. User Organizations should be able to identify time & location when this can be done. This can also be done via the mobile device management solution,
    • Configuring mobile devices to ensure that conflicting application and use are prohibited by the Primero app (Rapider) as per outlined below, such as:
    • Set app lock,
    • Develop procedure for device failure,
    • Set two-factor authentication,
    • Locking the device to prevent personal use,
    • Keeping record of mobile devices distribution mapping and plan,
    • Receive and manage incident reports of devices being stole, lost or compromised,
    • Support decommissioning and wiping devices or delete the application when needed.
  • Conducting timely regular data analysis of the uploaded cases on the system.
  • Coordinate with the GBV SC coordination team and the other GBVIMS+ team members regarding data interpretation highlighting the trending GBV findings.
  • Providing monthly and quarterly reports highlighting any trending GBV findings in coordination with the other GBVIMS+ team members and the GBV SC Information management coordinator.
  • Support and coordinate with the GBV SC Information management coordinator on GBV SC reporting and IM tools.

 

Qualifications

Academic qualifications:

  • Bachelor’s degree from an accredited academic institution, preferably in IT, computer engineering, computer science, or networking.

 

Experience

  • A minimum of two years’ experience in a similar position.
  • Solid experience and knowledge of humanitarian coordination mechanisms.
  • Excellent written communication skills.
  • Ability to meet deadlines, work with a minimum of supervision, and deliver quality products is essential.
  • Excellent interpersonal and leadership skills.
  • Strong organizational and team working skills.
  • Good cultural awareness and sensitivity.
  • Good understanding of the Syrian crisis.

 

Language

  • Fluency and excellent writing skills in English and Arabic is mandatory.
