About Concern: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a qualified Finance Manager (National Post) for the project ‘Building Tomorrow’ funded by EUTF ending by Sep-2020

Job Purpose: Finance Manager will be responsible for all financial management of Building Tomorrow project funding by EUTF and will be a key member of country’s finance team. The Finance Manager will provide leadership in developing/ refining tools for successfully administering the grant budget and providing financial analysis of the project performance to inform decision making processes. The Finance Manager will closely work with the Program Director for the project, CFC, Finance Manager (Grants & Partnership), Finance Coordinator and Finance Officers in the sub-offices (Hatay & Gaziantep). S/he will technically supervise Finance officers in the sub-offices for the project through remote management and regularly perform monitoring visits. The Finance Manger will work closely with CFC to submit accurate financial reports in line with Donor and HQ-Dublin requirements.

RESPONSIBILITIES:

A. Finance Management:

  • Lead response for all financial management aspects of the project, Building Tomorrow’ funded by EUTF.
  • Remote financial management of sub-offices (with Finance Officers in Hatay and Gaziantep) and ensure strong internal controls are in place and implemented.
  • Ensure adherence with donor requirements and timelines, and timely submission of reports.
  • Ensure that financial management systems and records related to the project are effective and robust in order to identify and protect the assets and interests of all stakeholders.
  • Coordinate forecasts, cash flows, regular reporting (as determined by Country Finance Controller), financial plans and amendments related to the grant throughout the project life.
  • Ensure all records in hard and in soft files related to the project is maintained in accordance with Donor, Organization and Turkish National law requirements.
  • Monitor budget burn rates and recommend appropriate action (to support financial efficiency and value for money) on any significant variance and preparing budget amendments, as and when needed.
  • Facilitate Donor Verification Audit for the grant related expenses.
  • Ensure internal audit recommendations are adhered to and track lesson learned.

B. Financial Reporting:

  • Review and finalize financial reports received from sub-offices, review and post into FMS (GP) in coordination with Finance Coordinator.
  • Assist CFC in consolidating internal and donor financial reports, fund requests and budgets in a timely fashion for the project.
  • Ensure that all financial records and accounts for the project are timely and accurately compiled and in line with international accounting standards and donor regulations.
  • Support CFC in finalizing year-end accounts and assist in providing any ad-hoc reports that may be required in relation to the Building Tomorrow project.
  • Providing support in generating Management Accounts for the project and coordinating with area managers. Identifying any significant deviation from their allotted budget and proactively raising issues of non-compliance.
  • Generating donor financial reports required at various stages of the project period.

C. Team Management:

  • Undertake periodic visits to sub-offices to monitor performance of Finance Officers and Finance Assistants while providing an on-job training.
  • Facilitate trainings on donor (EU) guidelines, grants management and internal controls to logistics, admin and HR department to ensure compliance with EU policies.
  • Lead on staff induction and provide on-the-job training to Finance Officers and Finance Assistants for the Building Tomorrow project. Identify staff development needs and facilitate (in coordination with HR and CFC) to identify training and support to finance staff of the Building Tomorrow Project.
  • To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
  • To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme

E. Other tasks: Other tasks as required by Country Financial Controller and Program Director, Building Tomorrow.

CANDIDATE SPECIFICATIONS

Required

  • Minimum of Masters in finance/ economics (or other relevant finance qualification) with proven capacity and skills in financial management and accounting
  • A minimum of three years’ experience in leading financial management function in a computerized financial system.
  • Demonstrated evidence of capability in designing, implementing and monitoring systems of financial management, controls and accounting systems
  • Experience of and well developed skills in team management at remote locations and staff supervision
  • Computer literate and proven experience of working on computerized accounting software
  • Knowledge and experience of EU financial compliance requirements
  • Strong understanding of Government of Turkey regulations on accounting, taxation and social security
  • Strong communication (written and spoken) and interpersonal skills in English and Turkish, with experience in managing multicultural teams
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
