Re:Coded is an innovative tech-for-good non-profit empowering marginalized youth to thrive in today’s technology-driven global economy as software developers, entrepreneurs and technology leaders. Our activities include coding bootcamps, digital skills training, a co-working space (Re:Coded House), and tech workshops and events. We have established operations in 4 countries and have been widely recognized in the media (CNN, BBC, Le Monde and Reuters) and as one of the most innovative education and employment models for refugees and marginalized youth in MENA. We have also been awarded a Google Rise Award and Finalist Award for the MIT Innovate for Refugees competition for our work. 


ABOUT THE ROLE

Re:Coded is seeking a Finance Director to oversee all financial aspects of our activities across all countries of operations: Turkey, Iraq and Yemen. This position will be responsible for managing the finances of the organization, including accounting, financial forecasting, budgeting, reporting and ensuring compliance of all grants and contracts from inception to closure. In addition, the Finance Director will ensure that both program and operations staff improve their understanding of different finance mechanisms and build their capacity to adhere to donor regulations related to reporting, invoicing, and procurement. The Finance Director will report to the Chief Operating Officer.

 

KEY RESPONSIBILITIES

Financial Management and Compliance

  • Ensure that all policies and procedures are in compliance with Re:Coded and funding source policies, procedures, and requirements.

  • Apply internationally accepted accounting principles and procedures to analysing financial information and prepare accurate and timely financial reports;

  • Ensure appropriate accounting control procedures;

  • Maintain a good system of records;

  • Provide management and program staff with monthly actual-to-budget expenditure reports and analysis for all grants and unrestricted funds.

  • Ensure that on a monthly basis balance sheet reconciliations are completed in a timely manner and those final reconciliations and trial balances are reviewed with the Chief Operating Officer.

  • Closely monitor all financial activities, and keep the Chief Operating Officer and other management staff advised of all situations which have the potential for a negative impact on internal controls or financial performance.

  • Direct the preparation of, and approve all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by Chief Operating Officer prior to submission.

  • Facilitate and coordinate external, internal, donor or government audits.

  • Ensure compliance with the accounting and auditing requirements.

  • Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements.

  • Work with the Chief Operating Officer to ensure that there is proper segregation of duties in all financial functions.

Budgeting

  • Assist with the preparation and revision of program and grant proposals and budgets.

  • Review budgets with actuals reports to ensure adherence to restrictions on line item flexibility and stated restrictions on accepted costs. Support follow up actions to resolve any identified problems.

  • Assist in the preparation and maintenance of the organization’s Operating Budget, including preparation of budget guidelines to assist managers in formulating budgets.

  • Support country program staff with budget forecasting.

Capacity Building

  • Build capacity of Re:Coded and partner staff in financial management through training and coaching.

  • Supervise and manage one accountant and two finance assistants in-person and remotely.

  • Ensure comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.

  • Oversee training and technical support to country program and administrative staff for skills improvement in the areas of accounting, reporting, compliance and internal control.

Treasury

  • Oversee the timely preparation, review and approval of all monthly bank account and cash reconciliations.

  • Establish country policies on advance payments, credit terms, and use of bank payment instruments.

  • Design, implement, and monitor systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate Re:Coded to future spending.

  • Supervise the preparation of Cash Transfer Requests to the Chief Operating Officer and ensure that appropriate balances are maintained to facilitate grant implementation.

  • Ensure the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.

  • Establish and maintain effective, sustainable relationships with bank officials in the cities where Re:Coded operates in Iraq and Turkey.

 

REQUIREEMENTS

  • Minimum 5-7 years of work experience in a finance or accounting role, preferably supporting financial operations in organizations with international donors.

  • A bachelor's degree in accounting, economics, finance or a related field. 

  • A Certified Public Accountant (CPA) certificate is required.

  • Extensive experience working with computerized accounting systems, standard spreadsheet and database programs is required. Experience working with Quickbooks Online is preferred.

  • Strong computer skills and ability to easily navigate all platforms within G-Suite and Microsoft Office.

  • Strong working knowledge of communication tools like Slack and Trello.

  • Experience managing staff in multiple locations.

  • Proficiency in written and spoken English is a must. Additionally, knowledge of Turkish and/or Arabic is an asset. 

  • Handling sensitive and confidential information with honesty and integrity.

  • Available for short term travel to other program locations and offices.
