General Description of the Programme:

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable.  GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.

Overview of the Link Program

GOAL seeks a Field Operations Assistant for its ECHO-funded LINK program. The program aims to connect vulnerable and marginalized communities to available state and non-state services in Ankara, Gaziantep, Sanliurfa and Adana using the outreach, advocacy and Individual Protection Assistance (IPA) approaches. Link will address and mitigate protection concerns of the vulnerable/marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities and Individual Protection Assistance (IPA) services to assist vulnerable individuals to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. In Gaziantep and Sanliurfa the program will exclusively target the semi-nomadic groups including Dom, a marginalized community currently excluded from most services.

Job purpose:

Based in Adana and managed by the Office Manager, the position holder will be supporting and working in close collaboration with Link IPA & Outreach teams and the Deputy Program Manager (DPMs). Overall, she/he will be responsible to support office managers and LINK teams in smooth running of Adana office and daily operations including following up with procurement and logistic needs of the LINK program.

Duties, objectives and competencies

  • Staff Support: Facilitate the functioning of the GOAL Office in Adana as directed by the Office Manager and in close collaboration with LINK program teams:
  • Support system functions within the office to ensure that LINK staff in the office have adequate support.
  • Support the LINK staff in the office and through their field activities including but not limited to ensuring and maintaining a suitable workspace and appropriate equipment, utilities and supplies in place at all times.
  • Support the program functions defining the needs, raising purchase requests, ensuring purchases done on time, stored adequately, etc.
  • Work with supervisor to ensure that the Adana Office remains within the budget allocation for operational and programmatic expenditures and contribute timely, accurate and efficient use of budget available.
  • Logistics: Provide support with the logistic needs of Adana office as directed by the Office Manager:
  • Follow the payments of utility bills of the premises in Adana, make sure that they are paid on time.
  • Ensure timely repairs and maintenance of Adana office ensuring all utilities and equipment, etc. are working to an adequate standard.
  • Support the relocation of premises and equipment as needed,
  • Ensure the regular delivery of drinking water at all locations,
  • Monitor stocks and use of consumables and the functioning of equipment/assets, and actions accordingly,
  • Ensure materials and goods requested from program side adequately received, stored, tracked and maintained until they are delivered to beneficiaries. Create material list, complete regular list checks.
  • Monitor and control local stores including programme stocks; maintain stock cards, prepare Goods in Dockets, Delivery Dockets etc. as per GOAL Logistics policies,
  • Raise the PRs for logistics and program needs (including consumable i.e. food and non-food items office supplies, etc. promptly,
  • Ensure all Logistics paperwork for the Adana office is properly completed and filed,
  • Procurement: Facilitate the functioning of the procurement of GOAL Office in Adana as directed by the Office Manager and requested by the program teams:
  • Initiate systems and program procurements as needed in collaboration/cooperation with the procurement team; guesthouse and office-related supplies, furniture and hardware as needed,
  • Support the Procurement teams based in other locations collecting quotations locally, scanning and emailing etc.
  • Ensure that all procurement is carried out in a timely manner and in accordance with GOAL’s procurement manual,
  • Provide assurance to GOAL’s management that GOAL’s procurement practices provide the highest value for money, through leading assurance and control framework,
  • Follow up with procurement charts and authorization table accordingly.
  • The above list of duties is not exhaustive list. The Adana Field Operations Assistant is expected to complete additional responsibility and tasks as requested by the direct supervisor.

Requirements (essential)

  • Minimum two years’ experience in procurement/logistics
  • Degree in relevant field (engineering, economics, sales and marketing,…etc)
  • Excellent communication skills
  • Good English language skills
  • Solution focused, team player, able to work in a flexible, supportive manner to colleagues
  • Competent computer skills, in particular MS Word and Excel
  • Able to travel in city and to other cities

Requirements (desired)

  • Experience of working in the NGO sector
  • Medium level Arabic language

GOAL

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
